Sírvanse explicar en detalle las eventuales medidas para mejorar el sistema de salvaguardias para la prevención de los malos tratos durante la custodia policial y, en particular, señalar si:
a) Se han adoptado medidas para evitar demoras en el acceso a un abogado.
El sistema legal XXX garantiza el acceso rápido y eficaz del detenido a un abogado (artículo XXX de la XXX y artículo XXX de la Ley de XXX). Tan pronto como el funcionario policial practica un arresto, está obligado a solicitar la presencia del abogado de la elección del detenido o del Colegio de Abogados para que designe uno del turno de oficio. Si el funcionario no cumple con esta obligación con la debida diligencia puede ser objeto de sanción penal y disciplinaria.
Además, durante el plazo que establece la ley para que dicho abogado efectúe su comparecencia en dependencias policiales, no se le pueden hacer preguntas al detenido, ni practicar con el mismo diligencia alguna. Además, desde el mismo momento del arresto, se informa al detenido de que tiene derecho a guardar silencio y a un reconocimiento médico

a) Measures have been adopted to avoid delays in the access to a lawyer.
The XXX legal system guarantees a detainee rapid and effective access to a lawyer (article XXX of the Constitution and article XXX of the XXX Act). As soon as the police officer arrests an individual, he/she is obligated to request the presence of a lawyer either selected by the detainee or from the Bar Association, which will appoint one from its roster. If the police officer fails in this duty, he/she may be subject to criminal and disciplinary sanctions.
In addition to this, before the lawyer presents him/herself in the police station, the detainee can not be interrogated, nor conduct any judicial proceeding during this period as established by law. The detainee should also be informed that he/she has the right to remain silent and the right to a medical check from the time of his detention.

In order to think from the perspective of a nation, and build agreements from within its borders, we must understand some of the fundamental elements that define our contemporary world, such as: globalization; crisis; migration; gaps between nations in terms of technology, education and industry; sectarianism; historical resentment; cooperation or breakdown in dialogue, among many more (far from just being a puzzle that is impossible to piece together, our planet is a shining mosaic that calls for us to decipher it, and each of its fragments has a meaning and function).
FINDING A GLOBAL MINDSET FROM A MEXICAN PERSPECTIVE
…means coming together in a time of constant movement, in a splendid continuum: the island and the archipelago, the continent and the content, in search of new markers to guide us though this new world free of barriers.
THINKING GLOBALLY FROM WITHIN MEXICO
…means casting our sights beyond our borders: to a Europe that lives immersed in the memory of its own conflicts (in its literature, its cinema, its art, and even in everyday life, the memory of past disputes still resonates).
…means feeling the presence of the new China, both optimistic and persistent.
…means recognizing the shear expanse of borders transgressed, despite the walls that hem us in.
…means sensing Africa, as near as it is far.
…means discerning the religious barriers that spirituality transcends.
…means thinking about how paths cross throughout history. It means moving towards that space, which deep down is any space, where something moves and something is moved: a space where something is different. It moves in order to find different centers in the world.
...means thinking about crisis from a situation of crisis, from what is in constant change, and from what is difficult. We need less objectivity and more empathy; less pretentions and more understanding. The time to come will be a time of great risk, general challenges and new tendencies.
Let's open our minds and think. Let’s do it in Mexico. Because the space where we live is not China, the United States, Africa, or Asia. To a certain extent, we are everyone and every nation! But we are not looking to seek the new and strident ethnicity of Saris, Burkas, Kippahs and Prada’s, but simply to create a space where things are possible and different.
