Globalization, as a current phenomenon, requires further understanding of foreign, especially Western culture, or Western ways of living and Western ways of thinking. Such a need for comprehension comes from frequent use of Western ideas and technology in our daily life and work in almost every aspect of social and economic and cultural developments. Many people have greatly benefited from acquiring such knowledge and understanding, which has subsequently accelerated the process of economic and cultural globalization. Nonetheless, cultural acquisition and understanding is never unilateral but always bilateral. Consequently, there arises an issue of how to handle the relationship between native culture and external culture. Generally no nation would expect to easily give up its own national and cultural identity though national differences could be narrowed and bridged in the process of globalisation. People would often, consciously or unconsciously, first take up and then compare what they have acquired to see if they have actually added something to their established way of thinking and behaving. In doing so, they have started to build up a new culture by changing their old life style. Just as in individual life, so it is the case with the development of a national identity. This may be the original motivation for making comparisons at the beginning of a course of cultural studies.

1. Business Income Tax shall be decreased as a rate of 20% for small and medium sized enterprises undertaking legal business of the following conditions: industrial enterprises with less than 300,000 RMB tax payable, less than 100 employees and less than 30,000,000 RMB total assets; other enterprises with less than 300,000 RMB tax payable, less than 80 employees and less than 10,000,000 RMB total assets.
2. Tax on the use of urban land shall be deducted or exempted for small and medium sized enterprises which have real difficulties in paying the tax on the use of urban land after approval of the local tax office. Small and medium sized enterprises which have real difficulties in paying housing property tax may apply housing property tax deduction from city or county government. Real estate developing enterprises which have temporary difficulties in paying overdue tax after increment tax on land value being cleared, may postpone the tax after authorization.
