The constitution prohibits arbitrary arrest and detention, and the government generally observed these prohibitions.
Role of the Police and Security Apparatus
Civilian authorities maintained effective control over the Carabinieri, the national police, the financial police, and municipal police forces. The government has effective mechanisms to investigate and punish abuse. There were no reports of impunity involving the security forces during the year; however, long delays by prosecutors and other authorities in completing some investigations undercut the effectiveness of mechanisms to investigate and punish police abuses. Police have proven effective at enforcing laws, conducting investigations, and seizing assets of criminal organizations, taking into account the resources dedicated to such activities.
Arrest Procedures and Treatment While in Detention
To detain an individual, police require a warrant issued by a public prosecutor unless a criminal act is in progress or there is a specific and immediate danger to which they must respond. When authorities detain a person without a warrant, an examining magistrate must decide within 24 hours of the detention whether there is enough evidence to proceed with an arrest. The investigating judge then has 48 hours to confirm the arrest and recommend whether to prosecute. In terrorism cases authorities may hold suspects 48 hours before bringing the case before a magistrate.

È un richiamo agli anni Sessanta, ma con il suo secondo numero ad esso dedicato VIKTOR ha tutta l’intenzione di tornare a vivificarlo, di prenderne tutto il buono e il bello e tutto quello che non s’è ancora visto, di quel motto e di altro ancora, insomma di eternarlo, nella sua leggerezza e nel suo spessore. Allora le sei maiuscole diventano, o possono o vogliono diventare, qualcosa come Vitalità o Value, Vigore e Variabilità, che è vicina al mutamento e quindi alla vita tutta. E la sua seconda I si fa Imperativo, ma non categorico, imperativo come lo è un Richiamo e la sua R, un soffio, una sensazione, un amore non necessariamente romantico. Ma anche sì, perché no, Romantico. E se l’amore è il nostro sovrano allora è Kaiser, un gentiluomo che non si esime dal lanciare qualche dardo e non fa guerre né battaglie se non d’amore, né ci risparmia i suoi Ordini ma non l’Ordine, perché non ha bisogno di rassettare ma solo di Intraprendere, Ingelosire, Ingentilire e Ingigantire. Perché grande è la visione del sentimento, grande quella del gusto e grande il numero di pagine e immagini da gustarsi in questa seconda uscita, con VIKTOR.

Issue, Make Love not War. VIKTOR's second issue is a call back to the glory days of the Sixities. It breathes life back into those glory days, taking all the expected, the unexpected from that motto and much more, eternalizing it throughout its frivolity and its insight. Therefore the six capital letters become, they could or would want to be something similar to Vitality or Value, Vigour and Variability which is close to change hence to life itself. The second I is Imperative, not categorical, imperative as a Reference is, and its R, is a blow, a sensation, a love not necessarily romantic. But even Romantic, why not? And if love is our monarch then Kaiser is a gentleman who is not beyond throwing darts and making wars nor battles except for love, nor he saves us from his Orders, that is not The Order, because he does not need to tidy up but only to Initiate, Instigate, Inveigle and Intensify. Therefore because big is the vision of a feeling, big is the taste and big are the number of pages and images you will enjoy in this second issue, with VIKTOR.
