• Проблема реформирования системы социального обеспечения очень остро стояла в российском обществе. Функционировавшая система, при которой льготники находились на попечении муниципальных властей, не являлась эффективной, поскольку выделявшиеся суммы определялись довольно скудными возможностями местных бюджетов. Что касается непосредственно лекарственного обеспечения льготных категорий граждан, то список препаратов был крайне узок (не превышал 100 ЛС по МНН) и выделявшихся средств на лекарства катастрофически не хватало.
• В соответствии с данной программой социальное обеспечение льготных категорий граждан (в том числе и лекарственное обеспечение) было передано на федеральный уровень и введена система персонифицированного учета льготников. Все это позволит не только улучшить качество обслуживания пациентов, но и в дальнейшем составлять прогнозы на необходимые объемы поставок ЛС для участников программы ДЛО.
• Кроме того, список лекарственных препаратов для программы ДЛО был значительно расширен. На сегодняшний день в соответствии со списком, действующим с июня, в перечень ДЛО включены 444 препарата по МНН и соответственно 2093 презентации, как отечественных, так и иностранных производителей.
• А на реализацию программы была выделена небывалая доселе сумма в 1,8 миллиона $, что составляет примерно 1/3 объема российского фармацевтического рынка. Конечно же, для фармацевтических компаний участие в программе ДЛО не является гарантией продаж, но отсутствие препаратов в списке ДЛО означает для компании отсутствие гарантированного заказа и упущенную возможность оперировать на таком значительном секторе рынка.
• На сегодняшний день в программе ДЛО задействованы 346 иностранных и русских производителей. За 8 месяцев действия программы их число постепенно увеличивается. Таким образом, присоединение к программе ДЛО потенциально открыто для всех фармкомпаний.
• Необходимо отметить, что самые дорогие препараты, представленные в списке ДЛО, - импортные. Это такие препараты, как Гливек (Новартис), Герцептин (Рош), Новосэвэн (Ново Нордиск), Мабтера (Рош). Их стоимость превышает 70000 рублей.
| Translation - English The Additional Provision of Medicines programme came into effect on 1 January 2005 and is without a doubt unprecedented, both for the social security system and for the Russian pharmaceutical market.
• Social security reform has been a major issue in Russian society. The old system where municipal authorities took care of benefit recipients proved ineffective as the sums allocated were dictated by meagre municipal budgets. As regards specifically the provision of medicines to benefit recipients, the list of drugs was exceedingly short (not more than 100 international non-proprietary names) and there was a catastrophic shortage of money for medicines.
• Under this programme, social security for 'categories of citizens entitled to receive benefits' (which includes the provision of medicines) has been transferred to Federal level and an automated personal data system has been introduced. All this has helped not only to improve the quality of care given to patients, but means from now on it will be possible to forecast the quantity of medicines needed by people covered by the APM programme.
• Moreover, the list of medicines to be provided for the Additional Provision of Medicines programme has been significantly extended. According to the list valid from June, the APM list currently includes 444 international non-proprietary names and 2093 pharmaceutical forms produced by Russian as well as foreign manufacturers.
• The hitherto unheard of sum of $1.8 million was allocated to the programme, which is equivalent to approximately 1/3 of the value of the Russian pharmaceutical market. Of course, inclusion in the programme does not guarantee sales for pharmaceutical companies, but if medicines are absent from the list companies are not guaranteed orders and have fewer opportunities to operate in this important market sector.
• 346 foreign and Russian producers are currently involved in the APM programme. Their number has significantly grown in the 8 months that the programme has been operational. Any pharmaceutical company can potentially be included by the programme.
• It should be noted that the most expensive medicines on the programme's list are imported. These include Gleevek (Novartis), Herceptin (Roche), Novoseven (Novo Nordisk), and Mabthera (Roche). They cost more than 70,000 roubles.
