LE SEPARAZIONI NELLE VICINANZE DEGLI AERODROMI
1. RIDUZIONE DELLE MINIME DI SEPARAZIONE
NELLE VICINANZE DEGLI AERODROMI.
1.1 In aggiunta alle circostanze citate nel Capitolo V paragrafo 11.1, le minime di separazione dettagliate nel Capitolo V paragrafi 4.1 e 4.2 possono essere ridotte nelle vicinanze degli aerodromi se:
a) un’adeguata separazione può essere fornita dal controllore di aerodromo quando ogni aeromobile gli è continuamente visibile; oppure
b) ciascun aeromobile è continuamente visibile all’equipaggio di volo dell’altro aeromobile interessato ed i piloti degli aeromobili riportano di poter mantenere la propria separazione; oppure
c) nel caso di un aeromobile che segue un altro, l’equipaggio di volo dell’aeromobile che segue riporti che:
1) l’altro aeromobile è in vista; e
2) la separazione può essere mantenuta.
2. TRAFFICO ESSENZIALE LOCALE.
2.1 Le informazioni di traffico essenziale locale conosciuto al controllore devono, senza ritardi,
essere trasmesse agli aeromobili in arrivo e in partenza.
Nota 1. In questo contesto, il traffico essenziale locale consiste di qualsiasi aeromobile, veicolo o persona che si trovi su o nelle vicinanze della pista da usare, oppure il traffico nell’area di decollo e di partenza, che possa costituire rischio di collisione per un aeromobile in arrivo o in partenza.
Nota 2. Vedere anche il Capitolo V Sezione 10, il Capitolo VII paragrafo 3.1.3 e il Capitolo VIII paragrafo 8.2.
2.1.1 Il traffico essenziale locale deve essere descritto in modo da facilitarne l’individuazione.
3. PROCEDURE PER AEROMOBILI IN PARTENZA.
3.1 Generalità.
3.1.1 Le autorizzazioni per gli aeromobili in partenza, quando necessario per la separazione degli aeromobili, devono specificare:
a) la direzione di decollo ed il senso della virata dopo il decollo;
b) la rotta o la prua che deve essere seguita con precisione prima di procedere sulla rotta di partenza;
c) il livello da mantenere prima di continuare la salita fino al livello assegnato;
d) l’orario, il punto e/o il rateo di salita a cui deve essere effettuato il cambio di livello; e
e) ogni altra manovra necessaria, connessa con la sicura condotta dell’aeromobile.
3.1.2 Sugli aerodromi dove sono state pubblicate delle SIDs, normalmente gli aeromobili in partenza devono essere autorizzati a seguire la SID appropriata.
3.2 Autorizzazioni standard per aeromobili in partenza.
3.2.1 Generalità.
3.2.1.1 L’appropriata autorità ATS dovrebbe, ovunque possibile, stabilire procedure standardizzate per il trasferimento di controllo tra gli enti ATC interessati, e autorizzazioni standard per gli aeromobili in partenza.
Nota. Le norme per l’applicazione di procedure standardizzate di coordinamento e di trasferimento di controllo sono riportate nel Capitolo X Sezione 4.1.
3.2.2 Coordinamenti.
3.2.2.1 Laddove, previa stipula di Lettera di Accordo, siano state concordate delle autorizzazioni standard di partenza tra gli tutti gli enti interessati, la torre di controllo emetterà l’appropriata autorizzazione standard senza preventivo coordinamento o approvazione da parte dell’APP o dell’ACC.
3.2.2.2 Un preventivo coordinamento delle autorizzazioni dovrebbe essere richiesto soltanto nel caso in cui, per motivi operativi, sia necessario o desiderabile variare l’autorizzazione standard o le procedure standardizzate per il trasferimento di controllo. Le Lettere di Accordo dovranno chiaramente specificare che qualsiasi ente ATC interessato potrà, per giustificati motivi, sospendere l’applicazione delle autorizzazioni e/o delle procedure standardizzate fino a nuovo avviso.
3.2.2.3 Quando si utilizzano le autorizzazioni standardizzate senza coordinamento, è necessario comunque prevedere delle procedure che mantengano continuamente informato l’ente che fornisce il servizio di controllo d’avvicinamento sulla sequenza in cui gli aeromobili partiranno e sulla pista che utilizzeranno.
3.2.2.4 È necessario che i designatori delle SIDs assegnate a ciascun aeromobile siano continuamente mostrati, con opportune modalità di presentazione, alla TWR, all’APP o all’ACC, come applicabile
3.2.3 Contenuto.
3.2.3.1 Le autorizzazioni standard per gli aeromobili in partenza devono contenere almeno i seguenti elementi:
a) nominativo di chiamata dell’aeromobile;
b) limite dell’autorizzazione (normalmente l’aeroporto di destinazione);
c) designatore della SID assegnata, se applicabile;
d) livello iniziale, eccetto quando tale elemento sia incluso nella descrizione della SID;
e) codice SSR assegnato;
f) qualsiasi altra istruzione o autorizzazione necessaria e non contenuta nella descrizione della SID (ad esempio, istruzioni sul cambio di frequenza).
3.2.4 Avaria alle comunicazioni.
3.2.4.1 Le autorizzazioni per gli aeromobili in partenza possono specificare un livello iniziale o intermedio diverso da quello indicato nel piano di volo compilato per la fase di volo in rotta, anche senza un limite geografico o in tempo per il livello iniziale. Tali autorizzazioni saranno generalmente utilizzate per facilitare l’applicazione dei metodi tattici di controllo da parte dell’ATC, normalmente con l’uso del radar.
3.2.4.2 Laddove per gli aeromobili in partenza sono utilizzate autorizzazioni contenenti livelli iniziali o intermedi senza limiti in tempo o geografici, le azioni da intraprendere da parte degli aeromobili con avaria alle comu-nicazioni che sono stati vettorati dal radar fuori dalla rotta specificata nel piano di volo in vigore, devono essere pubblicate nella documentazione AIS nazionale o specificate nella descrizione delle SID.
3.3 Sequenza di partenza.
3.3.1 È possibile accelerare gli aeromobili in partenza suggerendo di decollare in una direzione non contro vento. È responsabilità del pilota comandante decidere se decollare nella direzione suggeritagli oppure attendere per un decollo in una direzione preferita.
3.3.2 Se le partenze vengono ritardate, i voli ritardati devono essere normalmente autorizzati seguendo un ordine basato sul loro orario stimato di partenza, tale ordine può essere variato per:
a) facilitare il numero massimo di partenze con il minor ritardo medio;
b) accomodare, per quanto possibile, le richieste di un operatore ma soltanto relativamente ai voli di tale operatore.
3.3.3 Gli enti di controllo del traffico aereo devono avvisare gli esercenti o i loro rappresentanti designati quando si prevede che i ritardi previsti eccedano i 30 minuti.
4. INFORMAZIONI PER AEROMOBILI IN
PARTENZA.
Nota. Vedere Capitolo XI Sezione 4 per i messaggi di informazioni volo.
4.1 Condizioni meteorologiche.
4.1.1 Le informazioni relative a variazioni significative alle condizioni meteorologiche nell’area di decollo o di salita iniziale, ottenute dall’APP dopo che l’aeromobile in partenza ha stabilito contatto con tale ente, devono essere trasmesse immediatamente agli aeromobili interessati, a meno che l’APP sappia che l’aeromobile ha già ricevuto tali informazioni.
Nota. Le variazioni significative in questo contesto includono quelle che riguardano:
a) direzione e velocità del vento al suolo;
b) visibilità;
c) portata visiva di pista (RVR);
d) temperatura dell’aria (per gli aeromobili con motore a turbina);
e la presenza di:
e) temporali;
f) cumulonembi;
g) turbolenza moderata o forte;
h) “wind shear”;
i) grandine;
j) formazione di ghiaccio moderata o intensa;
k) intensa linea di groppo;
l) pioggia sopraffusa;
m) forti correnti verticali dovute all’orografia;
n) tempeste di sabbia o di polvere;
o) bufere di neve;
p) cicloni o trombe marine.
4.2 Stato operativo degli aiuti visivi e non-visivi.
4.2.1 Le informazioni riguardanti cambiamenti dello stato di efficienza degli aiuti visivi e non visivi essenziali per il decollo e la salita devono essere trasmesse senza ritardo all’aeromobile in partenza, a meno che non sia noto che l’aeromobile abbia già ricevuto tali informazioni.
5. PROCEDURE PER AEROMOBILI IN ARRIVO.
5.1 Generalità.
5.1.1 Quando appare evidente che gli aeromobili in arrivo saranno soggetti a ritardo, il controllo del traffico aereo deve, per quanto possibile, informare gli esercenti o i loro rappresentanti designati e fornire loro un costante aggiornamento su ogni modifica ai ritardi previsti.
5.1.2 Per accelerare il flusso del traffico in partenza e in arrivo, agli aeromobili in arrivo può essere richiesto di:
a) riportare quando lasciano o passano un punto significativo o un aiuto alla navigazione;
b) riportare quando iniziano la virata di procedura o virata base;
c) fornire qualsiasi altra informazione richiesta dal controllore.

Separation in the proximity of aerodromes
1. Reduction of the minimum separation in the proximity of aerodromes
1.1 In addition to the to the circumstances documented in Chapter 5 Section 11.1, the minimum separation, as explained in details in Chapter 5 Sections 4.1 and 4.2, can be reduced in the proximity of aerodromes, provided that:
a) The traffic controller can manage to provide an adequate separation while maintaining constant visual of each aircraft involved; or
b) Each aircraft is continuously visible to the flight crews of other aircraft involved and that the pilots of said aircraft are able to safely maintain their own separation; or
c) Should one of the aircraft be in a following pattern behind the other aircraft, the flight crew reports that:
1) The aircraft is visible; and
2) The aircraft can maintain a separation.
2. Essential Local Traffic
2.1 Any known essential local traffic information must be promptly transmitted to each departing and arriving aircraft concerned.
Note 1. - Any aircraft, vehicle or personnel present on or being in the proximity of the runway to be used, or any traffic present in the area destined for taking off or landing that might constitute a collision hazard to a departing or arriving aircraft, is to be considered essential local traffic.
Note 2. - Please refer to Chapter 5 Section 10, Chapter 7 Section 3.1.3 and Chapter8, Section 8.2.
2.2 All essential local traffic must be described in detail so as to be easily identified.
3. Procedures for departing aircraft
3.1 General
3.1.1 Clearance for departing aircraft, when deemed necessary to its separation range, must include the following information:
a) Aircraft direction during take-off and its subsequent turn after take-off;
b) The heading or track to be attentively followed prior to taking up the cleared departure track;
c) The level set to be maintained before continuing the climb-up to the assigned level;
d) The exact time, point and/or rate at which a level change is set to be made; and
e) Any other maneuver deemed necessary to safely operate the aircraft.
3.1.2 At aerodromes where standard instruments departures (SIDs) have been established, departing aircraft should be cleared to follow the appropriate SID.
3.2 Standard clearance for departing aircraft.
3.2.1 General
3.2.1.1 The appropriate ATS assigned authority should, wherever possible, establish standardized procedures in order to facilitate the transfer of control between the ATS authorities assigned to the flight. Furthermore, a standardized set of clearances must be issued to all departing aircraft.
Note. The guidelines for standardized coordinating and transfer of control procedures are specified in Chapter 10, Section 4.1
3.2.2 Coordination
3.2.2.1 Where standard clearances for departing aircraft have been agreed upon by the units concerned, normally the air-control tower is allowed to issue the appropriate standard clearance without prior coordination with or approval from the approach control unit or ACC.
3.2.2.2 Prior coordination among appropriate assigned authorities should be requested only if, following operational needs, a variation in the standard clearance or the standardized transfer of control procedures is deemed necessary. The assigned ATC authority is allowed to momentarily suspend clearance and/or standard procedures until further notice.
3.2.2.3 Should standardized clearance be issued without prior coordination, provisions mush be set in place in order to ensure that the approach control unit is informed at all times of the sequence in which aircraft will depart as well as the runway to be used for departure.
3.2.2.4 Provisions have to be made in order to proper display the designators of assigned SIDs to the aerodrome control tower, the approach control unit or the ACC, as applicable.
3.2.3 Contents
3.2.3.1 Standard clearances for departing aircraft shall at least contain the following items:
a) aircraft identification;
b) clearance limit (normally the final destination aerodrome);
c) assigned SID designator, if applicable;
d) initial level, should such information not already be available through the SID description;
e) Allocated SSR code;
f) Any further necessary instruction or clearance not already specified in the SID description (e.g. instruction on how to change frequency).
3.2.4 Communication failure
3.2.4.1 Clearance for departing aircraft might specify an initial or intermediate level other than the one indicated in the filed flight for the assigned route phase of flight, without a time or geographical delimitation for the initial level. Such clearances will be generally implemented, normally through the use of radar, in order to facilitate the tactical control by the ATC.
3.2.4.2 During the implementation of clearances for departing aircraft containing no time or geographical limit from an initial or intermediate level, action to be taken by an aircraft experiencing air-ground communication failure in the event that the aircraft has been vectored away from the route specified in its original flight plan should be prescribed on the basis of the national AIP documentation or otherwise specified in the in the SID description.
3.3 Departure sequence
3.3.1 Departing aircraft may be expedited by suggesting a take-off which is not into the wind. The commanding pilot must assess if it is best to take off in the direction suggested by the controller or if he should wait to take off following a preferred direction.
3.3.2 Should departures be delayed, aircrafts are normally cleared for take-off following the estimated departure time. The order with which the aircraft are authorized to take off may vary in order to:
a) Facilitate the maximum number of departures with the least average delay;
b) Accommodate, whenever possible, requests by an operator, limiting such requests to the flights managed by such operator.
3.3.3 Air traffic control units must promptly inform aircraft operators and their designated representatives when anticipated delays are expected to exceed 30 minutes.
4. Information for departing aircraft
Note. – Please refer to Chapter 11, Section 4 regarding flight information messages.
4.1 Meteorological conditions.
4.1.1 Information on significant changes in meteorological conditions during take-off and/or climb-out area obtained by the approach control unit must be promptly transmitted to the aircraft, with the exception of aircrafts that have already been notified.
Note – Significant changes in this context include:
a) Surface wind direction and speed;
b) Visibility;
c) Runway visual range (RVR);
d) Air temperature(valid for turbine-engine aircraft);
And the occurrence of:
e) Thunderstorms;
f) Cumulonimbus;
g) Moderate to severe turbulence;
h) Wind shear;
i) Hail;
j) Moderate to severe ice accumulation;
k) Severe squall line;
l) Freezing precipitation;
m) Severe mountain waves;
n) Sand or dust storms;
o) Snow storm;
p) Tornado or waterspout.
4.2 Operational status of visual and non-visual aids.
Information regarding the changes in operational status of visual and non-visual aids essential for take-off and climb-up must be promptly transmitted to departing aircrafts, with the exception of aircrafts that have already been notified.
5. Procedures for arriving aircrafts
5.1 General
5.1.1 When the delay of an arriving aircraft becomes evident, the air-control operator must, to the extent applicable, notify the operators or their designated representatives, providing, all the same, a constant update on any further expected delays.
5.1.2 In order to expedite departing and arriving aircraft traffic, arriving aircrafts might be requested to:
a) Report when leaving or passing a significant point or navigation aid;
b) Report when starting procedure turn or base turn;
c) Provide any further information requested by the controller.

Il Comitato Etico, nella seduta del giorno 17/11/2009, dopo attenta valutazione dei requisiti di affidabilità del farmaco, ritiene che il protocollo di studio ed i suoi obiettivi soddisfacciano i criteri etici e scientifici che ne giustificano l esecuzione. Le modalità del consenso informato sono corrette ed adeguate allo scopo. Il Comitato, pertanto, esprime all’unanimità parere unico favorevole alla conduzione dello studio. Si precisa, tuttavia, che, ai fini dell’autorizzazione all’attivazione, il Promotore dovrà: o specificare nella convenzione economica l impegno a fornire gratuitamente, per la durata dell’intera sperimentazione, i quantitativi di placebo necessari al trattamento di tutti i pazienti che verranno arruolati; o rimborsare i costi correlati agli esami identificati dallo Sperimentatore come non routinari (pag. 3 dell’Appendice 1 alla richiesta di parere al Comitato Etico e alla richiesta di autorizzazione all'Autorità Competente) direttamente all’Azienda Ospedaliera, dandone riscontro nella convenzione economica. A tale proposito, si segnala che nella convenzione dovranno essere specificate le modalità di tale rimborso, ovvero tramite emissione di fattura da parte dell’Azienda Ospedaliera a seguito di specifica richiesta del Promotore, che provvederà a quantificare i suddetti costi sulla base delle tariffe previste dal Nomenclatore Tariffario Regionale dell’Emilia Romagna; o ai sensi delle Linee guida per i trattamenti di dati personali nell‘ambito delle sperimentazioni cliniche di medicinali adottate dal Garante per la protezione dei dati personali in data 24 luglio 2008, indicare nella convenzione economica il nome del laboratorio esterno e precisare il tipo di attività che lo stesso dovrà svolgere nonché il motivo che è sotteso a questa scelta del Promotore. Si precisa, inoltre, che: § il Promotore dovrà fornire una lettera per il Medico Curante (si segnala che per la predisposizione è possibile fare riferimento alle indicazioni presenti sul sito web del Comitato Etico); § lo Sperimentatore Principale dovrà chiarire chi esegue i prelievi, gli ECG e chi rileva i parametri e, nel caso questi compiti vengano svolti dal personale infermieristico, dovrà essere ripresentata la sezione C dell’appendice 1 alla richiesta di parere correttamente compilata e controfirmata dal/i coordinatore/i interessato/i. Si ricorda che lo studio potrà essere avviato solo dopo aver ricevuto l’autorizzazione all’attivazione da parte dell’Autorità Competente ai sensi del art. 2, comma 1, lettera t) del D. Lgs. 211/2003, così come modificato dall’art. 33, comma 5 del D. Lgs.
200/2007. Si precisa, infine, che, come previsto dalla normativa vigente in materia, lo Sperimentatore Responsabile dovrà comunicare al Comitato Etico le seguenti informazioni relative all’andamento dello studio: data di inizio arruolamento, data di fine arruolamento e data di conclusione dello studio. Inoltre, a partire dalla data di approvazione, dovrà essere fornito un rapporto annuale sullo stato di avanzamento dello studio. During the EC meeting of 17th Nov 09, after careful evaluation of reliability requisites of the study drug, The Ethics Committee reckons that the study protocol and its aims meet the ethical and scientific criteria which justify its implementation. The procedures of the Informed Consent are correct and adequate to the objective. Consequently, the EC unanimously accepts the implementation of the study. However, in order to obtain clearance to conduct the study, the Sponsor shall: either specify, in the agreement draft 1, its commitment to directly supply for free the Hospital Authority with the required amount of placebo necessary for all enrolled participants through the entire duration of the trial, or otherwise reimburse all expenses associated with the tests identified by the Principal Investigator as unscheduled (page 3 of Appendix 1 to the request for EC opinion and CA authorization) in compliance with the economic agreement. To this end, the agreement emphasizes that the instructions for reimbursement shall be itemized. More precisely, following the invoice issued by the Hospital Authority upon request by the Sponsor, he shall assess the above-mentioned costs based on the “Emilia Romagna price-list”; or, in compliance with the Privacy Safeguard Guidelines on the processing of personal data in clinical trials issued on 24 July 2008, to record in the agreement the name of the external laboratory, as well as specify the kind of activity he has to perform together with the reason leading to the choice by the Sponsor. Furthermore: § the Sponsor shall provide the general practitioner with a letter (information supporting the drafting of said letter is available on the EC website); § the Principal Investigator shall specify who collects the blood sampling, the ECG and who secures the parameters. Should these tasks be performed by the nursing staff, section C of Appendix 1 shall be resubmitted for a single favourable opinion, duly filled out and countersigned by the assigned coordinator(s). Reminder: the study can start only upon reception of authorization by the Competent Authority according to Legislative Decree n. 211/2003, article 2, paragraph 1, letter t) and Legislative Decree n. 200/2007 article 33, paragraph 5. Lastly, in compliance with to the current legislations, the Principal Investigator provides the EC with the following information concerning the study performance: start enrolment date, end enrolment date and study end date. Moreover, starting from the date of approval, an annual report on the evolution of the study shall be submitted. BLACKS IN COLONIAL NEW YORK 1613-1783
The Black experience in New York had its origins in the European colonization of the Americas and the expansion of the transatlantic slave trade. Two colonial powers – first the Dutch and later the English – presided over the unfolding of this first chapter in the black New York historical and cultural development. In 1613 when Dutch merchants first arrived in the New World to establish a trading post, Jan Rodriguez, a free African from the West Indies, was with them and helped them build it. In 1615, the year before the Dutch settlement was officially named New Amsterdam, the first enslaved Africans arrived to become its labor force.
From Exploitation to Colonization
By the time Rodriguez arrived in New Amsterdam, people of African descent had been involved in the complex process of colonizing and settling the New World for more than a century. European colonial powers had already transported more than 500,000 enslaved Africans to Central and South American and to the Caribbean. Between 1450 and 1870, 50 percent of the Africans who crossed the Atlantic would live in the South and Central America and 43 percent in the Caribbean. Only 7 percent would live in North America, where the earliest had settled in South Carolina in 1526.
In Brazil, Mexico, Peru, Argentina, and the Caribbean Islands, Africans had been mining gold and silver, tending cattle, and constructing forts, churches and public buildings for a century. Throughout the New World, the Africans had raised sugar cane, tobacco, and other cash crops for the world market, and at times served in the military forces.
Christopher Columbus’s voyage on behalf or Spain to the Western Hemisphere in 1492 had unleashed the economic forces that led to the African migration. Within two years after Columbus’s “discoveries”, Pope Alexander VI sought to settle many disputes about who would profit. The Pope awarded to Spain all of the Americas except Portuguese settlements in Brazil, and to Portugal all of Africa and Asia. In the view of the other European powers, however, the title to the newly opened territories rested less on papal decrees than on exploitation, conquest, occupation, and settlement. Spain’s and Portugal’s claims would be challenged by the Dutch, the English, and the French, among others, all of whom had imperial designs on the Western Hemisphere.
Africans Build a Dutch Trading Colony
The United Provinces of the Netherlands, the seven northern provinces of the Netherlands led by Holland and Zeeland, aligned themselves against both Spain and Portugal. The Dutch had declared their independence from Spain in 1581. Then, in 1602 the United Provinces subsidized and authorized the East India Company to challenge Portuguese claims to Africa and Asia by establishing a Dutch monopoly on trading from the Cape of Good Hope through the Pacific. Henry Hudson, the English seaman sailing for the Dutch East India Company, was seeking a new route to Asia when he wandered into the New York Bay in 1609 and sailed up the North River (later renamed the Hudson River in his honor).
To the Dutch West India Company, founded in 1621, the United Provinces gave a trade monopoly in the Americas and West Africa, and the added mission to support the ongoing Dutch war against Spain in the Americas and on the Atlantic Ocean. By 1625 the company had established the village of New Amsterdam on Manhattan Island, and had begun importing enslaved African labor to assist them in salvaging the North American imperial venture. The first enslaved black workers cleared land; built houses, roads, fortifications, and bridges; and planted and harvested crops. But because village merchants were more interested in trading than in farming, a plantation economy did not emerge.
The legal status of Africans varied during the early period of Dutch colonial rule, and Africans – free, half-free, and slave – frequently enjoyed some of the same rights as white residents. Some owned property, bore arms and practiced Christianity, created families, and engaged in the same commerce, both legal and extralegal, as whites. Beginning in 1655, however, colonial authorities transformed New Amsterdam into a slave trading port and increased restrictions on the African residents.
The Slave Trade Supports a British Colony
The English won control of New Amsterdam in 1664, and renamed it New York. Within a few years, it was positioned as a major outpost in the British colonial empire.
Under British rule, the emerging city became an even more aggressive actor in the transatlantic slave trade. The Duke of York – for whom the city and the colony were renamed, and who later became James II – was a major shareholder of the Royal African Company, the British firm that held the monopoly in the British slave trade. Among his first actions were granting port privileges to ships engaged in the slave trade, and encouraging New York residents to become more actively involved in it. At the same time the British colony of New York developed elaborate slave codes designed to control and restrict the behaviour of enslaved Africans, and strip free and half-free blacks of the rights and property they had held, however tenuously, under the Dutch rule. The English began enforcing the slave codes in 1702 and slave market was established on Wall Street in 1711.

GLI AFRO AMERICANI NELLA NEW YORK DELL’ERA COLONIALE 1613-1783
L’esperienza degli Afro Americani a New York deve la sua origine all’epoca della colonizzazione delle Americhe e a seguito dell’espandersi del commercio di schiavi oltre oceano. Furono due delle nazioni colonialiste – prima l’Olanda e in seguito l’Inghilterra – ad essere iniziali fautori dello sviluppo storico-culturale dei neri di New York. Quando, nel 1613, i mercanti olandesi giunsero nel Nuovo Mondo per potervi insediare un avamposto commerciale, fra loro vi era anche Jan Rodriguez, un africano libero originario delle Indie Occidentali. Dal 1615, un anno prima dell’ufficializzazione di New Amsterdam come insediamento nel Nuovo Mondo, iniziò l’esodo di schiavi africani destinati alla forza lavoro.
Dall’esplorazione alla colonizzazione
Al momento dell’arrivo di Jan Rodriguez a New Amsterdam, la popolazione di origine africana era già da un secolo parte integrante del complesso procedimento di colonizzazione e insediamento del Nuovo Mondo. Più di mezzo milione di africani erano già stati trasportati verso le terre di insediamento dell’ America del Sud e del Centro e dei carabi. Degli africani che, fra il 1450 e il1870, avevano attraversato l’Atlantico, il 50% erano stati inviati nel Sud e Centro America, il 43% nei carabi. Solo il 7% si era diretti verso il Nord America, dove il primo insediamento è datato 1526, in Carolina del Sud.
Gli africani erano impiegati nell’estrazione di oro e argento, la cura del bestiame, la costruzione di forti, chiese e edifici pubblici già da un secolo in Brasile, Messico, Perù, Argentina e nelle isole caraibiche. In tutto il territorio del Nuovo Mondo erano impiegati nelle piantagioni di zucchero di canna, tabacco e altri prodotti oggetto di commercio. A volte vennero anche impiegati come forza militare.
Il viaggio compiuto da Cristoforo Colombo nel 1492 per conto della Spagna verso l’Emisfero Occidentale aveva scatenato le forze economiche che avrebbero alimentato la migrazione africana. A soli due anni dalle “scoperte” di Colombo, Papa Alessandro VI decise di decretare chi dovesse trarre profitto dal Nuovo Mondo. Alla Spagna furono dati tutti i territori americani, fatta eccezione per gli insediamenti portoghesi in Brasile. Ai portoghesi furono assegnati l’Africa e l’Asia. Le altre forze europee, però per stabilire il controllo sui nuovi territori conquistati non seguivano gli ordinamenti papali bensì quelli derivanti dallo sfruttamento, la conquista, l’occupazione e l’insediamento.
Il dominio spagnolo e portoghese sul Nuovo Mondo fu presto conteso, fra gli altri, dagli olandesi, gli inglesi e I francesi, tutti con mire colonialiste sui territori dell’emisfero occidentale.
La tratta degli Schiavi a supporto del Disegno Colonialista Inglese
Le Province Unite Neerlandesi, le sette province settentrionali della Neerlandia, con a capo l’Olanda e la Zeelandia, si schierarono contro la Spagna e il Portogallo. Gli olandesi avevano dichiarato la loro indipendenza dalla Spagna nel 1581. Nel 1602 sovvenzionarono e autorizzarono la Compagnia delle Indie orientali nella sua lotta per il predominio sull’Africa e l’Asia tramite la creazione di un monopolio commerciale olandese sulla tratta che dal Capo di Buona Speranza si estendeva verso il Pacifico. Nel 1609, Henry Hudson, marinaio inglese al servizio della Compagnia Olandese delle Indie orientali, alla ricerca di una nuova rotta verso l’Asia, si avventurò nella Baia di New York e risalì parte del North River (in seguito ribattezzato, in suo onore, come l’Hudson River).
Nel 1621 fu fondata la Compagnia Olandese delle Indie orientali a cui le Province unite diedero il monopolio commerciale delle Americhe e dell’Africa occidentale, nonché il compito di appoggiare la guerra contro la Spagna per il predominio sull’Oceano Atlantico e le Americhe. Nel 1625 la compagnia fondò il villaggio di New Amsterdam sull’Isola di Manhattan. Questa data segnò anche l’inizio dell’importazione di schiavi africani come forza lavoro a supporto dell’avventura colonialista nel Nord America. I primi schiavi africani ripulirono i terreni; costruirono case, strade, forti e ponti; contribuirono alla semina e al raccolto nelle piantagioni. So the talk of random brutality wasn’t just talk. At noontime they discovered the bodies of three young women, out on some mission of conversion that appeared to have gone awry. The novice maunts had been strangled by their ropes of holy beads, and their faces removed.
Her nerve being shaken at last, Oatsie Manglehand now caved in to the demands of her paying customers. She told the team drivers they’d pause only long enough to dig some shallow graves while the horses slacked their thirst. Then the caravan would press on across the scrubby flats known, for the failed farmsteads abandoned here and there, as the Disappointments.
Moving by night, at least they wouldn’t make a sitting target, though they might as easily wander into trouble as sidestep it. Still, Oatsie’s party was antsy. Hunker down all night and wait for horse hoofs, spears?
Too hard on everyone. Oatsie consoled herself: if the caravan kept moving, she could sit forward with her eyes peeled, out of range of the carping, the second-guessing, the worrying.
With the benefit of height, therefore, Oatsie spotted the gully before anyone else did. The cloudburst, at sunset had fed a small trackside rivulet that flowed around a flank of skin, water-lacquered in the new moonlight. An island, she feared, of human flesh.
I ought to run aside before the others notice, she thought; how much more can they take? There is nothing I can do for that human soul. The digging soul. The digging of another trench would require an hour minimum. An additional few moments for prayers. The project would only further agitate these clients as they obsess about their own precious mortality.
Upon the knee of the horizon balanced the head of a jackal moon, so-called because, once every generation or so, a smear of celestial flotsam converged behind the crescent moon of early autumn. T he impact was creepy, a look of a brow and a snout. As the moon rounded out over a period of weeks, the starveling would turn into a successful hunter, its cheeks bulging.
Always a fearsome sight, the jackal moon tonight spooked Oatsie Manglehand further. Don’t stop for this next casualty. Get through the Disappointments, deliver these paying customers to the gates of the Emerald City. But she resisted giving into superstition. Be scared of the real jackals, she reminded herself, not frets or nocturnal portents.
In any case, the light of the constellation alleviated some of the color blindness that sets in at night. The body was pale, almost luminous. Oatsie might divert the Grasstrail Train and give the corpse a wide berth before anyone else noticed it, but the slope of the person’s shoulders, the unnatural twist of legs – the jackal moon made her read the figure too well, as too clearly human, for her to be able to turn aside.
“Nubb,” she barked to her second, “rein in. we’ll put into a flank formation up that rise. There’s another fatality there in the runoff.”
Cries of alarm as the news passed back, and another mutter of mutiny: Why should we stop? – were they to bear witness to ever fresh atrocity? Oatsie didn’t listen. She yanked the reins of her team of horses, to halt them, and she lowered herself gingerly. She stumped. Her hand on her sore hip, until she stood a few feet over the body.
Face down and genitals hidden, he appeared to have been a young man. A few scraps of fabric were still knotted about his waist, and a boot some yards distant, but he was otherwise naked, and no signs of his clothes.
Curious: no evidence of the assassins. Neither had there been about the bodies of the maunts, but that was on rockier ground, in a drier hour. Oatsie couldn’t see any sign of scuffle here, and in the mud of the gulch one might have expected … something. The body wasn’t bloody, nor decayed yet; the murder was recent. Perhaps this evening, perhaps only one hour ago.
“Nubb, let’s have him up and see if they’ve taken his face,” she said.
“No blood,” said Nubb.
“Blood may have run off in that cloudburst. Steel yourself, now.”
They got on either side of the body and bit their lips. She looked at Nubb, meaning: It’s only the next thing. It’s not the last thing. Let’s get through this, fellow.
She jerked her head in the direction of the hoist. One, two, heave.
They got him up. His head had fallen into a natural scoop in the stone, a few inches higher than where the rain had pooled. His face was intact, more or less; that is to say, it was still there, though shattered.
“How did he get here?” said Nubb. “And why didn’t they scrape him?”
Oatsie just shook her head. She settled on her haunches. Her travelers had come forward and were congregated on the rise behind her; she could hear them rustling. She suspected that they had gathered stones, and were ready to kill her if she insisted on a burial.
The jackal moon rose a few notches higher, as if trying to see into the gulley. The prurience of the heavens!
“We’re not going to dig another grave.” That from her noisiest client, a wealthy trader from the northern Vinkus. “Not his, Oatsie Manglehand, not yours, either. We’re not doing it. We leave him unburied and alone, or we leave him buried with your corpse for company.”
“We don’t need to do either,” said Oatsie. She sighed. “Poor, poor soul, whoever he is. He needs no grave. He isn’t dead yet.”

In time, when the travelers had rejoined their cronies and relatives in the Emerald City – in salons, in public houses, in taverns of exchange – they heard more chatter about the hostilities they had managed to sidestep. Rumors flourished. Forty, sixty, a hundred deaths resulting from the skirmishes between the Scrow and the Yunamata. Barbarians, the lot of them: They deserved to kill off each other. But not us.
Rumor could be wrong, of course, but it couldn’t be uninteresting. Two hundred dead. Twice that. Mass graves, and they would be found any day.
But the luxury of safety came later. First the Grasstail Train still had to resume its snail’s progress through the Disappointments. Geographical variety – the hills, mountains, dales and forests that made the rest of Oz so memorable, such a heartland – was in short supply here. Just flats, shales, more flats, grey as pulped newspapers.
The prospect was dispiriting, and the notion of having to carry an invalid with them didn’t improve matters. Oatsie Manglehand’s clients had paid good hard cash for her service. Some originating from as far away as Ugabu, and others having joined the group along the eastern foothills of the Great Kells, they considered their own safe travel should be Oatsie’s sole concern.
Oatsie reminded them that they didn’t have a vote. She’d never represented that her clients would travel unencumbered by waifs and strays. Indeed, by terms of their contracts, she was free of liability should any of the travelers be murdered on the trail by a fellow passenger, a stowaway, a hitchhiker, a native. Oatsie had promised to lead the caravan as safely as she could, relying on her knowledge of the terrain and its populations. That was it. Period. To the end, she’d chosen a new route intended to avoid the current hot spots of intertribal conflict, and so far so good. Right?
The invalid was loaded aboard.
Despite her bravado, Oatsie was indeed sensitive to her clients’ fears, and in a way she was glad to have the unconscious young man with them. It distracted the travelers, while he remained oblivious of their resentment.
She bedded him in the third carriage back, requisitioning from her clients the warmest of winter clothes. She mounded him into a cocoon. There he languished, day and night, not so much fevered as feverless – an equally worrying condition. After a day of trying, Nubb was able to spoon a few tips of brandy between the lad’s lips, and Oatsie fancied she saw his muscles relax in a new way.
She couldn’t be certain of this. She was no doctor.
Of one thing she was sure, though. With his arrival, the mood of the Grasstrail Train had changed. Why? Perhaps this: If the poor creature had been beaten to within an inch of his life, and lived, there might be hope for all of them. Think about this: His face hadn’t been scraped. People relaxed. The nasal buzz of prayers around the supper campfire gave away to a quieter mood. Song returned, in time.
We’ll make it. We deserve to. The privilege of life has been accorded us, see? We’ve been saved. Must be for a reason. Spines straightened, eyes grew bright and moist in a rapture of gratitude at the plan of the Unnamed God.
Another week and they had rounded the landmark rocks that marked their U-turn north, and they left behind them in the Disappointments the greatest threats of ambush.
In this month of Summersend, the wind flicked the strands of oakhair in the forest that grew between the lakes. Squirrels spilled nuts on the skarkskin roofs of the wagons. The air more watery, too, though both lakes were out of sight beyond the miles of woods on either side.
As the oakhair forest thinned and they reached the Shale Shallows, the shady surround and homely walls of an old settlement solidified in the middle of walnut-colored fields the first stone building they’d seen in six weeks. Despite its steep, aggrieved gables and pinched outbuildings, despite its battlement defenses, nothing – not even the Emerald City - could seem more welcome a sight just then.
“The cloisters of Saint Glinda,” they buzzed. “How holy it appears.”

Le notizie di brutalità senza senso non erano solo dicerie. Verso mezzogiorno furono ritrovati i corpi di tre giovani donne, impegnate in un’opera di conversione che sembrava essere andata a finire male. Le novizie erano state strangolate con i loro stessi rosari e i loro volti erano stati rimossi.
I nervi di Oatsie Manglehand erano, infine, stati scossi e questo l’aveva fatta cedere alle richieste dei suoi clienti paganti. Informò le guide che si sarebbero fermati giusto il tempo di poter scavare delle fosse poco profonde mentre i cavalli placavano la loro sete. La carovana avrebbe, in seguito, ripreso il cammino attraverso le pianure coperte di arbusti soprannominate le Delusioni, cosparse di fattorie andate in rovina e abbandonate.
Viaggiando la notte quantomeno non sarebbero stati facili prede, anche se si sarebbero potuti cacciare nei guai con la stessa facilità con cui sembrava potessero schivarli. Ciononostante, il gruppo accompagnato da Oatsie era irrequieto, Rannicchiarsi tutta la notte in attesa di sentire lo zoccolìo di cavalli, il rumore di alabardi?
Troppo difficile per tutti. Oatsie si consolò: se la carovana avesse continuato il suo viaggio, lei si sarebbe potuta sedere in prima linea tenendo gli occhi ben aperti, lontana dalle lamentele, i dubbi, le paure.
Sfruttando il vantaggio dell’altezza, Oatsie scorse per prima il corpo. Il nubifragio al tramonto aveva dato origine ad un rivoletto che scorreva lungo la pelle e risplendeva sotto il riflesso della luna. Temeva si trattasse di un’isola di carne umana.
Pensò, forse dovrei affrettarmi a passargli di fianco prima che gli altri se ne accorgano; quanto ancora sono in grado di subire? Non c’è più nulla da fare per quell’essere umano. A scavare un’altra fossa si sarebbe persa un’altra ora, da aggiungersi a qualche momento di raccoglimento in preghiera, il che avrebbe solo contribuito ad agitare ulteriormente questi clienti ossessionati dalla loro preziosa mortalità.
In bilico, a ridosso dell’orizzonte, si affacciava la luna dello sciacallo, così chiamata perché, all’incirca una volta ogni generazione, una scia di relitti celesti convergeva dietro la luna crescente autunnale. Il risultato faceva accapponare la pelle, assomigliando ad un ciglio e ad un naso. Al riempirsi della luna, con il passare delle settimane, l’uomo malnutrito si sarebbe trasformato in un ottimo cacciatore dalle gote pronunciate.
Questa sera la luna dello sciacallo inquietava ancor di più Oatsie. Non ti fermare per questa vittima. Attraversa la Delusioni e accompagna questi pellegrini alla Città di Smeraldo. Resistette alla tentazione di cedere alle superstizioni. Bisogna aver paura dei veri sciacalli e non di timori e presagi notturni.
Ad ogni modo, la luce delle costellazioni alleviava in parte l’oscurità della notte. Il corpo era pallido, quasi luminescente. Oatsie avrebbe potuto dirottare il percorso della carovana e fornire un giaciglio al cadavere prima che qualcuno se ne accorgesse, ma l’inclinazione delle spalle di quella figura, l’aggrovigliamento innaturale delle sue gambe. La luna dello sciacallo le permetteva di distinguere fin troppo bene lineamenti umani, troppo per permettersi di ignorarli.
“Nubb,” sbraitò Oatsie al suo secondo, “fermati. Ci disporremo in formazione difensiva su quell’altura. C’é una nuova vittima. Lì, sul ciglio della strada.”
Si sentirono nuovi gridi di allarme allo spargersi della notizia, seguiti da un borbottio di un potenziale ammutinamento. Perché fermarsi? – devono per forza essere testimoni di ogni nuova atrocità? Oatsie non li ascoltava nemmeno. Tirò con forza le redini dei suoi cavalli per poterli fermare e si calò giù con circospezione. Camminò con andatura rigida, una mano lungo la sua anca dolorante, finché non giunse a qualche passo dal corpo.
A faccia in giù e con i genitali coperti, sembrava si trattasse di un giovane. Alcuni brandelli di stoffa erano annodati alla vita e uno degli stivali si trovava a qualche centinaio di metri, ma, a parte questo, il giovane era nudo e non vi era alcuna traccia dei suoi vestiti.
Strano: non vi era lacuna traccia degli assassini. Non ve ne erano stati nemmeno vicino alle salme delle suore, ma i loro corpi si trovavano su di un terreno più roccioso e asciutto. Oatsie non riusciva a trovare segni di lotta e, nel fango presente nel burrone ci si sarebbe aspettato … qualcosa. Il corpo non presentava alcuna presenza di sangue e non era ancora iniziata la decomposizione. L’omicidio era avvenuto da poco. Forse questa stessa sera, forse sol da un’ora.
“Nubb, solleviamolo e vediamo se gli hanno asportato il volt.”
Nubb rispose: “Non c’è presenza di sangue.”
“Il sangue sarebbe potuto essere portato via dall’acquazzone. Fatti coraggio.”
Voltarono il corpo e si morsero le labbra. E lei guardò Nubb. Come a dire: è solo l’ennesimo problema, e non l’ultimo. Sbrighiamoci.
Alzò di scatto il volto in direzione della leva. Uno, due, tre: oissa … lo sollevarono. La sua testa si era incastrata in un’insenatura della roccia a non lontano da dove si era andata a raccogliere l’acqua piovana. Il suo volto era sostanzialmente intatto, ancora al suo posto anche se pieno di escoriazioni.
Nubb chiese: “Com’è arrivato fino a qui? Perché non è stato sfigurato?” Oatsie scosse il capo e si accovacciò. I suoi clienti si erano avvicinati e si erano raggruppati su di un’altura vicina; li sentiva mormorare. Temeva avessero raccolto delle pietre, pronti ad ucciderla nel caso avesse continuato con l’interramento del corpo.
La luna si alzò ancora di più nel cielo, come a voler sbirciare in fondo al burrone.
Il cliente più rumoroso, un commerciante benestante proveniente dalla regione del nord (Vinkus) affermò: “Non scaveremo un’altra fossa. Né la sua, Oatsie Manglehand, né la tua. Non lo faremo. Lo abbandoneremo qui senza sepoltura e solo, oppure senza sepoltura e in compagnia del tuo cadavere.”
“Non c’è bisogno di agire né in un modo né nell’altro,” sospirò Oatsie. “Povera, disgraziata anima, a chiunque essa appartenga. Non è necessario seppellirlo, non è ancora morto.”

Con il tempo, una volta riabbracciati i propri compari e famigliari nella Città di Smeraldo – nei saloni, nelle case pubbliche e nelle taverne – avrebbero sicuramente sentito dei racconti sulle ostilità alle quali loro erano riusciti a scampare. Sarebbero fioriti racconti che narravano di quaranta, sessanta, un centinaio di morti, vittime delle schermaglie fra lo Spaventapasseri e i Yunamata. Tutti barbari: meritavano di sterminarsi l’un l’altro. Ma non noi.
Poteva, certamente, essere tutto frutto di un errore ma di sicuro non si poteva che suscitare interesse. Duecento morti, il doppio di questa cifra. Fosse comuni, che sarebbero state scoperte di lì a poco.
Ma il lusso della sicurezza sarebbe giunta in un secondo momento. Come prima cosa, la carovana doveva riprendere il suo lento cammino attraverso il territorio delle Delusioni. Non c’era molta diversità geografica – le colline, le montagne, le valli che avevano fatto del regno di Oz un territorio memorabile – questo luogo era caratterizzato da una pianura argillosa, di un grigio simile al colore di un giornale.
La prospettiva era deprimente, e il fatto che avrebbero dovuto trasportare un invalido non avrebbe reso le cose più facili. I clienti di Oatsie Manglehand avevano pagato profumatamente per i suoi servizi. Alcuni di loro provenivano fin da Ugabu, altri si erano uniti al gruppo in un secondo momento ai piedi delle montagne Kels, nella regione orientale del regno di Oz. Tutti erano dell’idea che l’unica cosa alla quale Oatsie dovesse pensare era la difesa della carovana.
Oatsie rammentò loro che non avevano scelta. Lei non aveva mai garantito un viaggio privo di problemi. Anzi, stando agli accordi pattuiti, Oatsie non poteva essere ritenuta responsabile per l’uccisione di uno dei suoi clienti durante il percorso per mano di un compagno di viaggio, di un viaggiatore clandestino, di un viandante che avesse richiesto di accodarsi o di gente del luogo. Oatsie si limitava semplicemente a garantire di condurre la carovana per la durata del percorso nel modo più sicuro possibile, basato sulla sua conoscenza del percorso e delle popolazioni indigene. Nonostante la sua spavalderia, Oatsie aveva a cuore le paure dei suoi clienti, ed era in qualche modo contenta di avere a bordo un giovane privo di sensi. Questi distraeva i viaggiatori ed era, allo stesso tempo, ignaro del loro rancore.
Oatsie trovò una sistemazione al giovane nella terza carrozza della carovana e requisì per lui i vestiti invernali più caldi fra quelli dei suoi clienti. Giorno dopo giorno, il giovane languiva pur non essendo febbricitante – condizione che suscitava ancor più preoccupazione. Dopo aver tentato per un’intera giornata, Nubb riuscì a somministrare all’invalido qualche goccia di brandy e a Oatsie sembrò di notare nei suoi muscoli un nuovo rilassamento, anche se, non essendo un medico, non poteva averne certezza.
Ciononostante, era sicura di una cosa, con l’arrivo del nuovo passeggero era cambiato l’umore della carovana. Come mai? Forse perché, seppure aggredito con ferocia, era riuscito a sopravvivere e questo aveva alimentato nuove speranze. Basti pensare al fatto che la sua faccia non era stata rimossa. Questo aveva permesso alla gente di rilassarsi e il mormorio di preghiera intorno al fuoco dell’accampamento aveva lasciato spazio ad uno stato d’animo più rilassato. E con il tempo si rincominciò perfino a cantare.
Ce la faremo. Ce lo meritiamo. Vedete? Ci è stato accordato il privilegio della vita. Siamo stati graziati, deve esserci stata una ragione. Le schiene si raddrizzarono, gli occhi iniziarono a brillare di gratitudine nei confronti del Dio senza nome.
Dopo una settimana avevano raggiunto le rocce che marcavano il passaggio a Nord, lasciandosi alle spalle le Delusioni e il pericolo di agguati.
In questo mese passato a Summersend, il vento agitava i rami degli alberi della foresta che si ergeva fra i due laghi. Gli scoiattoli facevano cadere le noci sui tetti dei vagoni della carovana. Anche l’aria era più umida, nonostante la distanza che li separava dai laghi era di qualche miglia, aldilà delle foreste che sorgevano ai lati del percorso.
All’assottigliarsi della foresta, giunsero presso le Secche d’Argilla. Qui si materializzò davanti ai loro occhi un la sagoma in penombra di muri domestici, resti di un vecchio insediamento nel mezzo di un campo color noce. Questi era il primo edificio che la carovana incontrò sul suo percorso da sei settimane. Nonostante fosse abbarbicato su di una collina scoscesa, composto da edifici stretti dai tetti spioventi e trasandati, nonostante le merlature di difesa, nulla, in quel momento – nemmeno la Città di Smeraldo – sembrava più ospitale di quel luogo.
Un bisbiglio generale: “Le mura del convento di Santa Glinda, che aurea di sacralità.”
