The philosopher Karl Popper had ample reason to propose a precise definition of democracy. Democracy, he said, is a means to remove those in power without bloodshed. Popper's preferred method, of course, was the ballot box.

Popper's definition avoids theological disputes about the "rule of the people," and whether such a thing can actually exist. It also spares us the attempt to stick all kinds of possibly desirable objectives into the definition, like equality in social as well as technical terms, a general theory of the actual process of "democratisation," or even a set of civic virtues of participation.

But Popper's definition of democracy does not help when it comes to a question that has become topical in many parts of the world: what if those removed from power believe in democracy, whereas those who replace them do not? What in other words, if the "wrong" people are elected?

DSL modem (CO)

The xTU-C (Transceiver Unit-Central Office) is the counterpart of the customer modem. The xTU-C consists of cards plugged into an access shelf. The Central Office modem is typically connected to or in close proximity to the DSLAM. In conjunction with the xTU-R the xTU-C establishes a dedicated data line.


Transmission level point (TLP) is a way of referencing the test signal level to an expected level at a particular point on a circuit. (This field indicates the TLP for the equipment direction.) For example, if the expected level at a 4-wire analog carrier interface is -16 dB (the TLP), and your test tone arrives there at -18 dB, your level reading would be -2 dBm0 if it is referenced to the TLP. It is important to remember that a signal level referenced to a TLP is a relative level, not an absolute level. Typically set for +7 dBm. The permitted range is from +10 to -40.

I am a Spanish-language professional based in Barcelona, Spain, from where I work as a freelance translator and project manager on an on-going basis for a select number of translation agencies and final clients. I enjoy establishing long-term professional relationships based on trust and the highest expectation of quality.

In 2014 my team and I have managed, translated and edited over 1,500,000 words from English to Spanish, with congratulations from our clients.

I have worked for 2 years at the Chilean offices of a major international translation services company as a senior in-house editor and linguistic coordinator for English to Spanish projects. Since then I run a translation team focused on Spanish language varieties at highly professional levels for selected clients.
