Argentina's mammoth debt swap was given a good reception yesterday as international investors and analysts shared the view that the success of the $29.5bn operation was a first step towards further reform of the economy to enable a resumption of economic growth.
The debt swap which saw investors - mostly domestic - switch from existing securities to new bond issues on terms that are much more favourable to the borrower, should save the Argentine government up to $8bn in interest payments on its debt between now and the end of next year.
The outcome of the swap transaction boosted other emerging markets with both debt and equity prices rising. Traders said the completion of the Argentine deal had removed much uncertainty hanging over Latin American asset prices in recent weeks. Brazilian debt, which had seen a sell-off as some investors sold to buy Argentine debt, also firmed. "There's plenty of demand out there from investors for emerging market debt," another trader said.
Argentina's country risk rating measured by the JP Morgan EMBI+ emerging market index fell to 981 points yesterday from 1,019 points on Friday in lunchtime trading in New York. According to Daniel Marx, Argentina's financial secretary, the total of deferred repayments would be around $16bn up to the end of 2005. This represents a significant easing of the country's immediate financing needs and keeps the door of the international capital markets wide open.
"This is significantly more than the market expected and all in all is very positive for Argentina," said Jerome Booth, head of emerging market research at Ashmore Investment Management. Mr Booth said it was "a vote of confidence in Domingo Cavallo", the country's economy minister, who undertook a tour of world financial capitals to convince investors to participate.
Of the $66bn of existing debt that investors could have swapped into new bonds, the total amount submitted for conversion was just under $29.5bn, nearly half as much again as initial estimates had suggested. Mr Cavallo was careful during the investor roadshows to stress that there was no official target, so he will have been pleased that the response was so high.
The swap creates three highly liquid new dollar-denominated global bonds: $8.52bn of 2031 paper, $7.46bn of 2018 paper, and $11.45bn of 2008 paper. Two domestic issues were also created. "One of the big benefits and attractions of this transaction is that the bonds are very liquid. That accounts for the relatively high interest from foreign investors," said a trader at a London bank. Estimates suggest that foreign investors subscribed for about $8bn of the total swap, a factor that will be received with no little relief in Buenos Aires, analysts said.

„Dies ist deutlich mehr, als der Markt erwartet hat, und insgesamt ist dies sehr gut für Argentinien“, sagte Jerome Booth, der Leiter des Forschungsinstituts für Entwicklungswirtschaft bei Ashmore Investment Management. Booth sagt, dass es sich hierbei um ein „Vertrauensvotum für Domingo Cavallo“ handele, dem Wirtschaftsminister des Landes, der sich ausführlich mit dem Weltfinanzkapital auseinandersetzte, um Investoren zur Mitarbeit zu überreden.

Durch den Swap entstehen drei neue höchst zahlungsfähige globale Anlagen in Dollar: 8,52 Milliarden Dollar aus dem Handelspapier für 2031, 7,46 Milliarden Dollar aus dem Handelspapier für 2018, und 11,45 Milliarden aus dem Handelspapier für 2008. Zwei inländische Emissionen konnten ebenfalls entstehen. „Eines der größten Vorteile und Reize dieser Transaktion ist die Tatsache, dass die Wertpapiere sehr zahlungsfähig sind. Aus diesem Grund waren auch relativ viele ausländische Investoren interessiert“, so ein Wirtschaftsbeteiligter bei der London Bank. Schätzungen geben an, dass ausländische Investoren für ungefähr 8 Milliarden Dollar des kompletten Swaps zuständig sind, eine Tatsache, die in Buenos Aires mit Sicherheit große Erleichterung auslösen wird, vermuten Analytiker.
