5. Route the cable over the back of the mill sheetmetal and install the cable clamp. The bottom plate of the clamp assembly must be removed and discarded before installing the clamp to the mill.
Assemble the clamp to the mill as shown.

A composite liner shall be installed as bottom liner and top cover for cells for class I waste as well as for cells for class II, III and IV for Phase I and II of the landfill, see drawing 60403-31.2 and 31.3, and for the storage and control basin for surface water, see drawing 60403-64, 64.2 and 64.3. The selected liner type is based on the consideration presented in chapter 5.3 of the Explanatory Note for Final Design of Apan Landfill.
The composite liner consist of a 1.5 mm High Density Poly Ethylene (HDPE) membrane placed in di-rect contact on an under laying:
• 2 m installed clay membrane at the bottom of the landfill cells

One Hundred Years After
Introduction
In 2003, the town of Pskov, which is one of the oldest and most beautiful in Russia, celebrated its 1100th anniversary. Many principles and ideas that underlie the Russian civilization and nationhood originated from the land of Pskov.
Throughout the history of the Russian State, Pskov was famous as a warrior town, one of the largest medieval centres for commerce, culture, and politics, and endowed with inimitable paintings and architecture.
The town grew from a small settlement built by the west Finnish tribes in the middle of the 1st millennium A.D. on a high, cliffy promontory at the junction of the rivers Velikaya and Pskova. In the 6th and 7th centuries, the Krivich Slavs arrived in the North-West and settled there. The 10th century saw Pskov become a multi-ethnic town. The first written document about Pskov dates back to the year 903. This was “The Tale of Bygone Years” – a narrative of the marriage of the Kievan Prince Igor and a Pskovite named Olga.

Pesticides are either chemicals or biological substances used for combating agricultural pests and plant diseases, weeds, pests in stored agricultural products, domestic pests and external animal parasites, as well as for regulating plant growth, pre-harvest removal of leaves (defoliants) and pre-harvest pre-drying of plants (desiccants).
Pesticides, which are in fact chemical plant protection substances, have been extensively used since the 1960s. If pesticides were not used, harvest losses of up to 25-30% could be expected.
Pesticides used in Russia are tested at the State Plant Protection Station before they are licensed for use. They can in concentrated forms pose a threat to hu-man health and the environment. Systematic approach
In February and March 2004, a Capacity Review cum Training Needs As-sessment (CR-TNA) was conducted in the two pilot Rayons Opochka and Dedovichy/Pskov Oblast. Staff of the Rayon and Volost administrations was reviewed by means of a questionnaire research, followed up by two rounds of interviews.
The core of the Capacity Review was a Training Needs Assessment (TNA). A TNA seeks to compare the existing potential of skills and knowledge of staff of an organisation/an institution to desired ones, and to identify the gaps. Once the gaps have been identified, the necessary gap filling measures can be planned and implemented.
Quite often, the gaps fillers are educational or training measures (though non-training measures such as organisational changes, provision of staff, materials and equipment can also emerge as necessary means to fill the gaps).
The desired skills and knowledge will normally be derived either from the (overall or partial) corporate aims of the assessed organisation/institution. In the case of this present project the desired skills and knowledge can be derived from the Local Government Reform process presently under way in Russia necessitating additional skills and knowledge in the three major thrust areas of the project - Good Governance, Financial Management and Delivery of Social Services. Hence the CR-TNA was focused on these three thrust areas. The CR-TNA revealed however that there also are gaps in other areas. | Translation - Russian

Целью анализа кадрового потенциала была оценка потребностей в обучении (ОПО). Задача ОПО – сравнить существующий потенциал навыков и знаний кадров организации/учреждения с желаемым и определить пробелы. После выявления пробелов, можно спланировать и внедрить ряд мер для их заполнения.
Довольно часто такими «заполнителями пробелов» являются меры по обучению или подготовке (хотя действия не учебной природы, такие как организационные изменения, набор персонала, приобретение материалов и оборудования, также могут являться необходимыми мерами для заполнения пробелов).
Требуемые навыки и знания обычно проистекают от корпоративных целей (общих и частных) исследуемой организации. В нашем случае требуемые навыки и знания диктуются процессом реформы местного самоуправления, которая в настоящее время осуществляется в России, обуславливая необходимость в дополнительных навыках и знаниях по трем основным направлениям данного проекта – хорошему управлению, финансовому менеджменту и предоставлению социальных услуг. Отсюда, АКП-ОПО был сфокусирован на этих трех областях. Wastewater from "ACRON" is directed into the receiving chamber of the 1st line and gets through mechanical and biological treatment. After secondary cla-rifiers, treated water is led to the aeration tanks of the 2nd line.
Wastewater flow from the city is divided into two parts. One part (approx 30%) is directed into the receiving chamber of the 2nd line and the other part (approx 70%) into the receiving chamber of the 3rd line.
The treatment facilities of the 2nd and 3rd line include mechanical, biological treatment and disinfection by chlorination. After the chlorination the wastewa-ter flow is discharged through a channel to the recipient.
Biological treatment on all lines includes aeration tanks and secondary clarifi-ers. Clarified wastewater from the primary clarifiers is directed to the aeration tanks, for biological removal of organic matter and nitrification by means of an activated sludge process. The 1st line operated furthermore with denitrification as the wastewater from "ACRON" contains a high concentration of nitrogen. To improve the denitrification process in the 1st line methanol (approx. 12 tons per day) is added. | Translation - Russian

3. Режим поставки газа
3.1 Поставка объемов газа, определенных в соответствии с п. 2.1. Договора, производится равномерно в течение месяца в пределах среднесуточной нормы, исчисляемой из месячного объема поставки, деленного на количество дней в месяце. В случае необходимости при проведении плановых и аварийных работ возможно отступление от среднесуточной нормы. В этом случае поставка газа производится по согласованному Сторонами графику.
3.2 Оперативное суточное регулирование и контроль за соблюдением режима потребления газа Покупателем осуществляют Поставщик или ГРО по указанию Поставщика. При перерасходе газа Покупателем, Поставщик имеет право вводить принудительное ограничение поставки газа до установленной среднесуточной нормы с привлечением ГРО по истечении 24 часов с момента предупреждения об этом Покупателя. Действия ГРО при ограничении должны быть согласованы с Поставщиком.
3.3 Распоряжения ЦПДЦ ОАО «Газпром» по поставке газа, изданные в пределах его компетенции и предусмотренные нормативно-правовыми актами РФ, являются обязательными для Сторон.
3.4 При перерасходе газа без предварительного согласования с Поставщиком, Покупатель оплачивает дополнительно объем отобранного им газа сверх установленного Договором и стоимость его транспортировки за каждые сутки с применением коэффициентов в соответствии с п. 17 «Правил поставки газа в РФ», утвержденными Постановлением Правительства Российской Федерации от 05.02.1998 г. №162. | Translation - English
3. Gas Supply Procedure
3.1 The delivery of gas volumes, defined as per Article 2.1 of the Contract, shall be made evenly through the month within a daily rate average, derived as a monthly gas delivery, divided by days to month. The daily rate average could be waived, subject to emergency or a scheduled procedure. In that case, the gas supply shall perform as per Schedule, approved by PARTIES.
3.2 SELLERS or GDC, acting on SELLERS’ instructions, shall effect the real-time daily management and check BUYERS’ gas consumption. In case of gas over-expenditure, BUYERS’ fault, SELLERS shall have the right to introduce compulsory constraints on BUYERS, cutting on gas to a set daily average, GDC engaged in 24 hours from informing BUYERS. The limitation in effect, GDC actions are subject to SELLERS approval.
3.3 All directions on gas supply by distribution center of GASPROM Corp, falling within their authority and legislation of Russian Federation, shall be binding on both PARTIES hereto.
3.4 Over-running on gas without SELLERS’ consent, BUYERS shall pay extra for the gas volume drawn beyond this Contract, the daily transportation charge payable as well, the following time factors applicable, as per Item #17 of Russian Federal Gas Supply Regulations, approved by Resolution #162 of the Russian Federation Government dd. 05/02/98. |
