Podcasting gehört inzwischen zum guten Ton für alle, die etwas mitteilen oder auch verkaufen wollen. Neben solch prominenten und kommerziellen Podcastanbietern informieren auch unzählige Hobbymoderatoren mit diesem Medium über ihre Themen, Interessen und persönlichen Geschichten. Podcasting hat eine rasante Entwicklung genommen, die Anhänger- und Fangemeinde ist riesig. Die meisten dieser Audiodateien, die das Publikum im Internet abrufen oder abonnieren kann, enthalten auch Musik – sei es als kurze Erkennungsmelodie oder auch als Ausschnitte verschiedener Titel. Diese ist in den meisten Fällen urheberrechtlich geschützt und muss bei der GEMA lizenziert werden. Die GEMA hat nun ein vorläufiges Vergütungsmodell für nichtkommerzielles Podcasting veröffentlicht. Nach Jurastudium und Promotion zum Dr. jur. war Gerhard Jussenhoven bei der Industrie- und Handelskammer in Köln tätig und studierte weiter Klavier und Komposition. Mit seiner Kreativität, die in unvergleichlicher Weise den Kölner Liederschatz bereicherte, schuf der „Jurist mit Musenkuss“ Musik für die Welt. Melodien wie Kornblumenblau und Man müßte noch mal zwanzig sein gehören zu den erfolgreichsten Titeln der deutschen Unterhaltungsmusik. Gerhard Jussenhoven setzte sich in zahlreichen Gremien der GEMA für die musikalischen Schöpfer ein. September 2006 fand in Berlin die internationale Konferenz Wizards of OS 4 (WOS 4) statt. Unter dem Motto „Information Freedom Rules“ diskutierten internationale Wissenschaftler zu den Themen freie Software, freie Inhalte und freie Informations-Infrastrukturen. Die Konferenz, die im Rahmen des Informatikjahres des Bundesministeriums für Bildung und Forschung (BMBF) stattfand, wurde vom WOS e.V. in Zusammenarbeit mit der Arbeitsgruppe Informatik & Gesellschaft der Humboldt-Universität zu Berlin veranstaltet und von BMBF, den Hauptstadtkulturfonds und der Bundeszentrale für politische Bildung gefördert. Zu den prominenten Referenten gehörte auch der Rechtsprofessor Lawrence Lessig, Gründer der Initiative Creative Commons, die das Ziel verfolgt, im Rahmen des Internets freien Zugang zu allen Ideen, Inhalten und Informationen anzubieten. In der Vision des Gründers stellt Creative Commons einen öffentlichen Raum dar analog zu öffentlichen Parks, in dem jeder freien und kostenlosen Zugang zu schöpferischen Werken haben soll und diese Werke für nicht kommerzielle aber auch für kommerzielle Zwecke nutzen kann. Creative Commons International gehört zu den Initiativen der Open Source-Bewegung, die zu Beginn des neuen Jahrtausends in den USA ihren Ausgang genommen haben. Vertreter der Initiative kritisieren das bestehende Urheberrechtssystem als restriktiv und unflexibel und setzen sich dafür ein, dass der einzelne Urheber sein Werk der Gemeinschaft, dem Common Good, zur Verfügung stellt. Wenn sich ein Autor für die Welt von Creative Commons entscheidet, hat er unterschiedliche Möglichkeiten festzulegen, wie sein Werk genutzt werden kann. Beispielsweise kann er bestimmen, ob die Verwendung des Werkes grundsätzlich frei ist oder ob ein Werk nur in der Originalgestalt oder auch als Bearbeitung verwendet werden darf. Insgesamt werden sechs unterschiedliche Lizenzarten angeboten (http://creativecommons. org/about/licenses/meet-the-licenses). Entgegen oft geäußerter Meinung ist Creative Commons keine radikale Alternative zum bestehenden System des Urheberrechts. Vielmehr arbeitet Creative Commons auf der Basis existierender Urheberrechtsgesetze, will aber den individuellen Schöpfer dazu bewegen, durch ein spezielles Modell der Rechteübertragung sein Werk der Community zu schenken. Überträgt ein Autor die Rechte an seinem Werk an Creative Commons, muss er sich darüber im Klaren sein, dass er sein Werk der Öffentlichkeit zur Verfügung gestellt hat, ohne dass dies reversibel wäre, sein Werk ohne Anspruch auf Vergütung weltweit anbietet, sein Werk für die gesamte Schutzdauer aus der Hand gegeben hat, sein Werk unter Umständen für die gewerbliche Nutzung durch Dritte freigegeben hat. Aus Sicht der GEMA ist es wichtig, Autoren darauf hinzuweisen, dass das Creative Commons-System keine Alternative zum gewachsenen und bewährten System der Rechtewahrnehmung durch die Verwertungsgesellschaften darstellt. Insbesondere hat der Schöpfer geistiger Werke in diesem System keine Aussicht, von seiner Kreativität leben zu können, da er keine Vergütung für die Nutzung seiner Werke erhält. Konsequenterweise handelt es sich bisher bei Teilnehmern des Creative Commons-Systems einerseits um musikalische Laien, die mit ihrem Schaffen nicht ihren Lebensunterhalt verdienen müssen, oder andererseits um etablierte Top-Stars, die es sich leisten können, ihre Werke aus unterschiedlichen Gründen, wie zum Beispiel einem vordergründigen Marketingeffekt, der Öffentlichkeit zu schenken. Prominente Vertreter der zweiten Gruppe sind David Byrne von Talking Heads und der brasilianische Musiker Gilberto Gil, derzeitiger Kulturminister von Brasilien. Die Verhandlungsstärke der Verwertungsgesellschaften im Interesse der Musikurheber liegt im Zusammenführen von Nutzungsrechten begründet, die ihnen durch die Mitglieder übertragen werden. Die kollektive Rechtewahrnehmung garantiert den Musikautoren national und international ein hohes Schutzniveau und angemessene Vergütungen für die Nutzung ihrer Werke. Das im System Creative Commons verankerte Prinzip der individuellen Rechtewahrnehmung dagegen setzt den einzelnen Musikautor der Marktmacht der Lizenznehmer schutzlos aus. Vertreter von Creative Commons argumentieren mit dem Vorwurf, das herkömmliche System der Rechtewahrnehmung durch die Verwertungsgesellschaften sei restriktiv und unflexibel. Leider zeigen sich gerade junge Autoren für eine solche Polemik in einer Situation empfänglich, in der sie bei einer Entscheidung für das Creative Commons-System die rechtlichen und finanziellen Konsequenzen ihres Handelns für die Zukunft nicht abschätzen können. Ein Mitglied der GEMA hat seine Nutzungsrechte alleine der GEMA übertragen und kann daher erst nach Kündigung des Berechtigungsvertrages mit der GEMA seine Rechte Creative Commons zur Verfügung stellen. Bis zu diesem Zeitpunkt nimmt die GEMA die Rechte auf der Grundlage veröffentlichter Tarife wahr und verteilt die Erträge gemäß den Bestimmungen des Verteilungsplans. Das einzelne Herauslösen von Werken aus dem Gesamtschaffen (cherry picking) ist einem GEMA-Mitglied nicht gestattet, denn dies gefährdet die in der kollektiven Rechtewahrnehmung begründete Interessenvertretung der Verwertungsgesellschaften. Im Rahmen dieses Grundprinzips aber hat die GEMA sich stets darum bemüht, das Rechtemanagement flexibel und den Wünschen der Mitglieder entsprechend auszugestalten. So unterstützt die GEMA beispielsweise ihre Mitglieder bei der Präsentation ihrer Werke im Internet durch ein Lizenzangebot für kostenloses Streaming der eigenen Werke auf der persönlichen Website (siehe Bericht auf S. 14). Most of these audio files that the public can download or subscribe to on the internet also contain music – whether as a brief jingle or even as excerpts from various titles. These bits of music are usually protected by copyright and must be licensed with GEMA. GEMA has now published a preliminary model of royalty rates for non-commercial Podcasting. Private Podcasters can now acquire the necessary rights simply and quickly at GEMA's online licencing shop (www.gema.de/lizenzshop). Professor Dr. Jürgen Becker, Spokesman for the GEMA Executive Board: "GEMA's mission is to continuously promote technical developments in the interest of music authors and to promptly establish royalty structures that are suited to the market. GEMA's online licensing shop, which has already established itself in the online community, is a perfect example of efficient and modern rights management." The royalty model applies to hobby moderators who do not intend to earn profits with their Podcasts and only release one Podcast of maximum 30 minutes duration per day. Under the motto "Information Freedom Rules," international scientists discussed the topics of free software, free contents and free information infrastructures. The conference, which took place within the scope of the Informatics Year of the Federal Ministry of Education and Research (BMBF), was organised by WOS e.V. in cooperation with the study group Informatics & Society of the Humboldt University of Berlin and sponsored by BMBF, the municipal cultural-affairs funds and the Federal Agency for Civic Education. The prominent speakers included law professor Lawrence Lessig, founder of the initiative Creative Commons, which pursues the goal of offering free access to all ideas, contents and information within the scope of the internet. In the vision of the founder, the Creative Commons represents a public space analogous to public parks, in which everyone should have unlimited and free access to creative works and can use these works for non-commercial but also for commercial purposes. The Berlin conference has once again fanned the flames in the professional public about the pros and cons of Creative Commons so that GEMA would like to point out some of the fundamental aspects of the Creative Commons policy. Creative Commons International belongs to the initiatives of the Open Source movement that originated at the beginning of the new millennium in the USA. Representatives of the initiative criticise the existing authors' rights system as restrictive and inflexible. They argue that the individual authors should make their work available to the community, the common good. If an author decides upon the world of Creative Commons, he has various possibilities of determining how his work can be used. For example, he can determine whether the use of the work is fundamentally free or whether a work can only be used in the original form or also as an adaptation. Overall, six different types of licences are offered (http://creativecommons. org/about/licenses/meet-the-licenses). Contrary to the frequently expressed opinion, Creative Commons is not a radical alternative to the existing system of the copyright laws but wants to be an incentive for the individual creator to give the rights to his work to the community through a special model. If an author grants the rights to his work to Creative Commons, it must be clear to him that he has Made his work available to the public in a way that is not reversible, Offers his work worldwide without any claim to compensation, Has no control over his work for the entire term of protection, Has released his work under certain circumstances for commercial use by third parties. From the perspective of GEMA, it is important to point out to authors that the Creative Commons system does not represent an alternative to the time-tested and proven system for the administration of rights through the copyright collecting societies. In particular, the creator of intellectual works has no prospects in this system of being able to live from his creativity since he does not receive any compensation for the use of his works. Consequently, up to now the participants in the Creative Commons system have been musical laypeople who do not have to earn their livelihood with their creations on the one hand or established top stars who can afford to give their works to the public for various reasons, such as primarily for the marketing effect, on the other hand. Prominent representatives of the second group are David Byrne of Talking Heads and the Brazilian musician Gilberto Gil, the current Cultural Minister of Brazil. The negotiating strength of the copyright collecting societies in the interest of music authors is based on the consolidation of exploitation rights that are transferred to them by the members. The collective administration of rights guarantees to the music authors a high level of protection and appropriate compensation for the use of their works both nationally and internationally. On the other hand, the principle of individual administration of rights that is anchored in the Creative Commons system puts the individual music author at the mercy of the market power of the licensees. Representatives of Creative Commons argue that the customary system of administrating rights through the copyright collecting societies is restrictive and inflexible. Unfortunately, especially young authors appear to be receptive to such polemics in a situation in which they cannot anticipate the legal and financial consequences of their actions for the future when deciding in favour of the Creative Commons system. GEMA members have assigned their exploitation rights exclusively to GEMA and can therefore make their rights available to Creative Commons only after termination of their deed of assignment with GEMA. Up to that point in time, GEMA safeguards the rights on the basis of published royalty rates and distributes the proceeds according to the regulations of the distribution plan. Taking individual works out of the complete works (cherry picking) is not permitted for a GEMA member since this endangers the representation of interests by the copyright collecting societies founded upon the collective administration of rights. However, within the scope of this basic principle GEMA always endeavours to organise the management of rights in a way that is flexible and reflects the wishes of the members. For example, GEMA supports its members in the presentation of their works on the internet through a licence offer for streaming their own works free of charge on their personal websites (see report on pg. 14). Source text - German Rede des Staatssekretärs im Bayerischen Staatsministerium für Unterricht und Kultus, Karl Freller, anlässlich des Empfangs zur Eröffnung des Prix Jeunesse International 2006 am 05. Mai 2006 in München - Anrede - Es ist mir eine große Freude, Sie, verehrte Teilnehmerinnen und Teilnehmer am diesjährigen Prix Jeunesse, im Namen der gesamten Bayerischen Staatsregierung zum heutigen Empfang im Kuppelsaal der Staatskanzlei zu begrüßen. Der Besuch von Filmschaffenden aus so vielen Ländern unserer Erde ist eine Ehre für den Freistaat Bayern. Ich freue mich sehr, Sie zum diesjährigen Festival in München willkommen zu heißen. Die Teilnehmerliste ist der beste Beweis für die Weltoffenheit des traditionsreichen Prix Jeunesse. Die Filmschaffenden kommen aus zahlreichen europäischen und außereuropäischen Orten und nehmen vom 5. bis 10. Mai in München an diesem einzigartigen Festival teil. Dabei widmen sie sich einem Thema, das sie alle verbindet: dem Kinder- und Jugendfernsehen. Mit dem Thema „Lachen“ hat das Festival in diesem Jahr erstmals ein Leitthema: Laugh and the World laughs with you: Kids, TV and Humour („Lache und die Welt lacht mit dir. Ich freue mich ganz besonders, dass sich hier auch Kulturschaffende aus Ländern treffen, deren politische Beziehungen seit Jahren nicht einfach sind. Sie zeigen in ihren Beiträgen, dass es eine Ebene gibt, die über allen politischen und religiösen Konflikten liegt. Ein japanisches Sprichwort drückt dies, passend zum Leitthema dieses Festivals, wie folgt aus: Wer lächelt, statt zu toben, ist immer der Stärkere. Das Programm an Beiträgen zum Kinder- und Jugendfernsehen, das Sie in den nächsten Tagen gemeinsam ansehen und diskutieren werden, ist beeindruckend und allein die Titel Ihrer Beiträge ergeben bereits eine bemerkenswerte Collage, welche die kulturelle Vielfalt der Veranstaltung und die breite Themenpalette unterstreicht. ► Sie sprechen klassische Jugendthemen an, ► drücken sich aber auch nicht vor hochbrisanten politischen und sozialen Themen aus aller Welt.  Es besteht kein Zweifel, dass in den Tagen - und sicher auch Nächten - bis zum 10. Mai im Bayerischen Rundfunk ein lebhafter Austausch stattfinden wird. Eine weitere Besonderheit des Prix Jeunesse International, die den völkerverbindenden Charakter des Festivals einmal mehr betont, hat mich seit jeher fasziniert: Die Preisträger werden von allen Teilnehmern nach ausgiebigen Diskussionen gemeinsam gewählt und nicht von einer isolierten Jury bestimmt. Der Freistaat Bayern unterstützt den Prix Jeunesse International als einer der Stifter schon seit mehr als 40 Jahren. Ich freue mich angesichts dieser langen Zeit umso mehr, dass die Stiftung nach bewegten Zeiten auch in Zeiten leerer Kassen weiterexistieren kann. Mein Dank gilt deshalb auch allen anderen Stiftern, die seit Jahren dazu beitragen, den Prix Jeunesse am Leben zu erhalten: ► der Stadt München ► und dem Bayerischen Rundfunk - beide Stifter sind mit dem Freistaat Bayern seit 1964 an der Stiftung beteiligt. ► Des Weiteren danke ich dem Zweiten Deutsches Fernsehen (ZDF, seit 1971 beteiligt), ► der Bayerischen Landeszentrale für neue Medien (BLM, seit 1992 beteiligt) ► sowie dem Sender Super RTL (seit 2005 beteiligt). Frau von Zallinger, haben Sie einmal gezählt, wie viele Kilometer Sie für den Prix Jeunesse bei Reisen in unzählige Länder der Welt zurückgelegt haben? Da dürfte die Wegstrecke zum Mond mehrfach zusammengekommen sein. Ich danke Ihnen im Namen des Freistaats Bayern für dieses außergewöhnliche kulturelle und soziale Engagement, das zur Weiterentwicklung des internationalen Kinder- und Jugendfernsehens entscheidend beigetragen hat und das auch einen einzigartigen interkulturellen Austausch ermöglicht. Frau von Zallinger, Ihre Lebensleistung verdient größte Anerkennung und Respekt. Mein Dank gilt an dieser Stelle auch Frau Dr. Maya Götz, der neuen Leiterin des Prix Jeunesse, der ich für Ihre zukünftige Tätigkeit und ihr erstes Festival viel Erfolg wünsche. Sie haben sich bereits einen Namen gemacht als Leiterin des Internationalen Zentralinstituts für das Jugend- und Bildungsfernsehen und ich bin mir allein aufgrund Ihrer viel beachteten und interessanten Arbeiten in dieser Funktion sicher, dass Sie die neue Herausforderung mit Bravour meistern werden. Translation - English Speech by the State Secretary in the Bavarian State Ministry for Education and Cultural Af-fairs, Karl Freller, on the occasion of the reception for the opening of the Prix Jeunesse International 2006 on May 5, 2006 in Munich - Ladies and Gentlemen - Dear participants of this year’s Prix Jeunesse, it is a great pleasure for me to welcome you in the name of the entire Bavarian State Government to today’s reception in the Dome Hall of the State Chancellery. It is an honour for the Free State of Bavaria to be visited by filmmakers from all over the world. I am very pleased to welcome you to this year’s festival in Munich. The participant list is the best proof for the cosmopolitan outlook of the Prix Jeunesse with its rich tradition. The filmmakers come from many places in Europe and beyond and participate in this unique festival in Munich from the 5th to the 10th of May. On this occasion, they dedicate them-selves to a topic that connects all of them: televi-sion for children and young people. With the theme of “laughter,” this year’s festival has a main theme for the first time: Laugh and the World Laughs with You: Kids, TV and Humour. Laughter brings people together and builds bridges in a natural way: We do not need to know a foreign language in order to laugh together. Laughter liberates, connects and relieves tension: I congratulate the organisers on a successful choice of this first festival theme. The choice could not have been better. A glance at the participant list for this year’s Prix Jeunesse International illustrates what I mean: The organisers have once again succeeded in uniting filmmakers from countless, sometimes very differ-ent, countries of the world with a common goal. I am especially pleased that there are meetings be-tween people engaged in the cultural scene from countries whose political relationships have not been easy for years. In their contributions, they show that there is a level above all the political and religious conflicts. In keeping with the main theme of this festival, a Japanese proverb expresses this thought in this way: He who smiles instead of throwing a fit is always the stronger one. The programme of contributions to children’s and young people’s television, which you will watch and discuss together during the next few days, is impressive. Even just the titles of its con-tributions create a remarkable collage that high-lights the cultural diversity of this event and the wide range of themes. ► They address classic youth themes ► But do not hesitate to speak out about highly charged political and social themes from around the world.  There is no doubt than a lively exchange will take place in the days - and certainly also the nights – until May 10th at Bavarian Broadcasting. Another special feature of the Prix Jeunesse International, which once again emphasises the people-connecting character of the festival, has always fascinated me: The prizewinners are elected mutually by all of the participants after extensive discussions and are not determined by an isolated jury. The Free State of Bavaria has already sup-ported the Prix Jeunesse International as one of its sponsors for more than 40 years. In view of this long period of time, I am even more pleased that the foundation can continue to exist after turbulent times even with low budgets. Source text - German 1. Frau Dr. Berggreen-Merkel, wie hat sich denn in den letzten Jahren die Me¬dienkompetenz der Schülerinnen und Schüler in Deutschland ent¬wickelt? Computer, Internet, Handy, MP3 und DVD sind aus dem Leben unserer Kinder nicht mehr wegzudenken und werden von ihnen mit größter Selbstverständlichkeit in den Alltag integriert. Die größte Errungenschaft der letzten Jahre besteht meiner Ansicht nach darin, dass die meisten Kinder und Jugendliche die Medien heute gezielter zur Kommunikation und zur Information benutzen und sie nicht mehr als reine Unterhaltungsmittel betrachten. Es ist somit offensichtlich gelungen, zahlreichen jungen Menschen moderne Medien als Mittel souveräner Lebensführung zugänglich zu machen. Grund dafür ist sicherlich die in unseren Schulen konsequent betriebene Medienerziehung. Ein Beispiel für diese Tendenz sind die in den letzten Jahren in Mode gekommenen „Blogs“, in denen Jugendliche ihre Meinung äußern, Interessen darstellen und mit anderen kommunizieren. Jugendliche benötigen jedoch mehr als nur instrumentelle Fertigkeiten: Sie müssen die Medien in ihrer Wirkung und Funktion richtig einschätzen können. In Bayern sprechen wir daher davon, dass Medienkompetenz zu einer vierten Kulturtechnik werden muss, wenn wir unsere Schülerinnen und Schüler zu „medienmündigen“ Bürgern erziehen wollen. Ich bin überzeugt davon, dass die Länder heute auf dem richtigen Weg sind: Nach der Medieneuphorie der 90er Jahre ist mit den Notwendigkeiten des Jugendmedienschutzes ein kritischeres Bewusstsein in der Gesellschaft für die gewinnbringende Nutzung von Medien entstanden. Medienkompetenz bedeutet zudem auch, praktische Medienarbeit zu leisten und dadurch u. a. ästhetische Wertmaß¬stäbe zu entwickeln und analytische Fähigkeiten aufzubauen. Über prakti¬sche Medienarbeit kann man lernen, eigenen Vorstellungen und Interessen Ausdruck zu verleihen und diese auch öffentlich zu machen. Der seit nun mehr zehn Jahren bestehende Wettbewerb Join Multimedia ist eine ideale Möglichkeit für Schülerinnen und Schüler, ihre Fähigkeiten auf diesem Gebiet zu erproben. Hochmotivierte Teams junger Menschen lassen sich herausfordern, mit multimedialer Kreativität Neues zu schaffen. Er ist auch ein Beweis für eine äußerst gelungene Partnerschaft zwischen Wirtschaft und Schule: Mein Dank gilt heute der Firma Siemens für ihr langjähriges Engagement für die Schulen. Unsere Schülerinnen und Schüler nutzen die Angebote, die ihnen zum Erwerb von Medienkompetenz gemacht werden. Dass nicht jede Teilnahme an einem Wettbewerb mit Erfolg gekrönt ist, sollte nicht unbedingt stören. Natürlich bedauere ich, dass wir heute kein deutsches Siegerteam dabei haben, doch manchmal ist dabei sein wirklich alles. 2. Gibt es nach Ihrer Einschätzung länderspezifische Unterschiede beim Multi¬media-Know-How von Jugendlichen? Ich glaube, wir würden die Augen vor der Realität verschließen, würden wir behaupten, es gäbe keine regionalen Unterschiede. Die Fähigkeiten von Schülerinnen und Schülern, mit modernen Medien zu arbeiten, hängen immer auch von den Kompetenzen ihrer Lehrkräfte und der Ausstattung ihrer Schule ab. Die Vermittlung von Medienkompetenz ist natürlich gekoppelt an Organisation und Infrastruktur. Zahlreiche Empfehlungen der Kultusministerkonferenz der letzten Jahre machen jedoch deutlich, welch großen Stellenwert dieses Thema für uns hat. Ich möchte hier nur auf die Rolle der Medienpädagogik, insbesondere der Neuen Medien und der Telekommunikation, in der Lehrerbildung verweisen sowie auf die Einheitlichen Prüfungsanforde¬rungen in der Abiturprüfung (EPA) für das Fach Informatik. Ich sehe allerdings auch potentielle Handlungsfelder, die die Aneignung von Multimedia-Know-How unterstützen können: - eine verstärkte Medienwirkungsforschung - die Entwicklung hochwertiger und unterrichtskonformer Lehr- und Lernsoftware - die Entwicklung kostengünstiger Supportsysteme für schulische PC-Netze - die Entwicklung geeigneter Fachdidaktiken zur Integration multimedialer Elemen¬te Was ich oft genug festgestellt habe ist, dass die Fertigkeiten im Umgang mit den neuen Medien auch sehr vom „Medienklima“ in der Familie abhängig sind. Bildungsferne Schichten, so zeigen zahlreiche bekannte Untersuchungen, haben einen deutlich erschwerten Zugang zu Medien, besonders bei der sinnvollen Nutzung von Computer und Internet bestehen Defizite. Eine wichtige Herausforderung ist es daher, Familien bei der Medienerziehung zu unterstützen. In Bayern wird daher versucht, über die Schulen die Eltern zu erreichen und ihnen deutlich zu machen, wie wichtig sie bei der medialen Sozialisation ihrer Kinder sind. Im Rahmen des Projekts „Elterntalk“ der Aktion Jugendschutz e.V. treffen sich etwa in ganz Bayern Eltern und diskutieren über das Medienverhalten ihrer Kinder. Daneben sind viele Schulbibliotheken, heute gerne als „Mediotheken“ bezeichnet, in der Medienarbeit aktiv und versuchen gezielt, sozial benachteiligte Kinder an die Mediennutzung heranzuführen. It is now hard to imagine the lives of our children without the computer, Internet, cell phone, MP3 and DVD. They integrate them into their everyday lives and completely take them for granted. In my opinion, the greatest achievement of recent years is that most children and adolescents now use the media more specifically for communication and information and no longer consider it to be purely a means of entertainment. The attempt to make modern media accessible to many young people as a way of confidently living their lives has apparently succeeded. The reason for this is certainly the thorough media education that is offered in our schools. One example of this tendency is the blogs that have become a trend in the past few years. Young people use them to express their opinions, present their interests, and communicate with others. However, young people require more than just the instrumental skills: They must be able to correctly assess the media in its effect and function. This is why we say in Bavaria that media competence must become a fourth cultural technology if we want to raise our students to be “media-responsible” citizens. I am convinced that the German states are on the right path today: After the media euphoria of the 1990s, the necessities of legal media protection for young people have resulted in a more critical consciousness in our society regarding the profitable use of media. Furthermore, media competence also means doing practical media work. This includes the development of aesthetic standards and advancement of analytical abilities. Practical media work can teach us to express our own ideas and interests, and also make them public. The Join Multimedia contest, which has existed for the past ten years, is an ideal possibility for students to test their abilities in this field. Highly motivated teams of young people are challenged to make something new with multimedia creativity. This is also evidence of a highly successful partnership between the business world and the schools: I would like to thank the Siemens Corporation today for its many years of commitment to the schools. Our students use what is made available to them for the learning of media competence. The fact that participation in a competition is not always rewarded with success should not necessarily bother us. Of course, I regret that we do not have a winning German team today, but sometimes it is enough just to participate. 2. As you see it, are there differences in the multimedia know-how of young people depending on which German state they are from? I believe that we would close our eyes to the reality if we claimed that there are no regional differences. The skills of students in working with modern media are always also dependent upon the competence of their teachers and how well their school is equipped. Conveying media competence is obviously linked with an organisation and its infrastructure. However, the numerous recommendations by the Conference of Ministers of Education in recent years make clear the major importance that this topic has for us. I would just like to point out the role of media pedagogy, and especially of the new media and telecommunications, in teacher training, as well as the Uniform Examination Requirements in the Final School Exam (EPA) for the subject of Informatics. Yet, I also see potential fields for action that could support the learning of multimedia know-how: - Intensified research on the impact of media - The development of high-quality teaching and learning software that conforms to classroom standards - The development of cost-effective support systems for PC networks in schools - The development of suitable specialised methodology for the integration of multimedia elemen¬ts As I have discovered often enough, the skills in dealing with the new media are also very dependent upon the “media climate” in the family. Many well-known studies have shown that the less educated sectors of the population clearly have a more difficult time accessing the media. There are deficits in particular when it comes to the meaningful use of the computer and the Internet. Consequently, supporting families in media education is an important challenge. In Bavaria, we therefore try to reach parents through the schools and make it clear to them how important they are in the media socialisation of their children. Within the scope of the project Elterntalk (Parent Talk), a campaign by the Aktion Jugendschutz e.V. (Action for Protection of Children and Young Persons), parents throughout Bavaria meet and discuss the media behaviour of their children. In addition, there are many school libraries, which are often called mediathèques today, where the effort is made to actively do media work and specifically introduce socially disadvantaged children to the use of media.
