Việc rỡ bỏ hàng rào thuế quan đã tạo điều kiện cho thâm nhập sản phẩm thực phẩm có nguồn gốc động vật từ nước ngoài, từ những nước có nền chăn nuôi rất phát triển, mức độ cạnh tranh cao, có cả bảo hộ xuất khẩu. Do đó, ngành chăn nuôi Việt nam cần có sự tổ chức mạnh, đủ sức cạnh tranh với sản phẩm nhập khẩu và tìm cơ hội xuất khẩu sang các thị trường thích hợp. Việc hội nhập thị trường cũng làm cho dịch bệnh dễ dàng lây lan sang Việt nam, chiến lược phòng dịch kết hợp với thương mại cần được coi trọng hơn trong một tổng thể toàn cầu.
Translation - English The process of international integration has helped narrow the gap between domestic and global market. The removal of tariff barriers has facilitated the entry of animal products from overseas, countries with highly developed competitive animal husbandry, and even countries with protective export duty. Therefore, the livestock industry in Vietnam needs strong organization, capable of competing with imported products and should seek for opportunities to export livestock products to niche markets. The market integration also makes it easy to spread the disease to Vietnam, prevention strategies associated with trading strategies should be considered more as an important issue in the overall global.

Source text - Vietnamese Tại Việt Nam, dân số nông thôn chiếm hơn 70% và chủ yếu sống phụ thuộc vào nông nghiệp. Ngành chăn nuôi chiếm khoảng 25% tổng giá trị sản xuất ngành nông nghiệp và đóng vai trò quan trọng đối với sinh kế của người dân. Sinh kế của người dân trên cả nước phụ thuộc chủ yếu vào chăn nuôi lợn (56% hộ nông thôn) và gia cầm (69%). Trong vòng 2 thập kỷ qua, sản xuất nông nghiệp tăng trung bình 5,5%/năm, đặc biệt ngành chăn nuôi phát triển với tốc độ khoảng 10%/năm. Giai đoạn 1995-2008, sản lượng thịt gia cầm và thịt lợn đã tăng gấp đôi, sản xuất sữa tăng gấp 5 lần. Sự phát triển nhanh chóng của ngành chăn nuôi trong thời gian qua đã đặt khu vực nông thôn nói riêng và cả nước nói chung trước nhiều thách thức to lớn. Ở một số vùng nhất định, các cở sở chăn nuôi có xu hướng tập trung hơn. Tuy nhiên, sản xuất trong nước chưa đáp ứng đủ nhu cầu nội địa, Việt Nam vẫn tiếp tục nhập khẩu một khối lượng lớn các sản phẩm thịt, sữa và thức ăn chăn nuôi. Do đó, ngành chăn nuôi sẽ giữ mức phát triển như cũ trong những năm tới đây.
Để đối phó với những thách thức mới, Nghị quyết 26 được ban hành vào tháng 8/2008 (được gọi là Nghị Quyết “Tam Nông”) đã chỉ rõ những định hướng mang tính chiến lược về phát triển “nông nghiệp, nông dân và nông thôn”. “Chiến lược phát triển nông thôn mới” này xác định 3 chương trình mục tiêu quốc gia sau: một là, “xây dựng nông thôn mới”, hai là “thích ứng với biến đổi khí hậu và ba là, “đào tạo nguồn nhân lực”. Chương trình mục tiêu quốc gia về “nông thôn mới” được quy định trong Quyết định 800 của Chính phủ vào tháng 6 năm 2010, nhằm xây dựng định hướng thương mại hóa về nông nghiệp cũng như công nghiệp hóa nông nghiệp, đồng thời thiết lập các cở sở hạ tầng và dịch vụ nông thôn.
Đối với ngành chăn nuôi, Chính phủ Việt Nam đã xác định “Chiến lược phát triển chăn nuôi đến năm 2020” tháng 5, năm 2008, nhằm khuyến khích phát triển chăn nuôi, đáp ứng nhu cầu ngày càng tăng. Chiến lược này tập trung vào thúc đẩy tăng trưởng và công nghiệp hóa tiểu ngành chăn nuôi thông qua phát triển các khu chăn nuôi lớn. Tuy nhiên, những tác động tiêu cực của “cuộc cách mạng chăn nuôi” này vẫn chưa được xác định rõ ràng. Cụ thể, nhiều tỉnh, huyện có thể chưa bắt kịp với công nghiệp hóa chăn nuôi và công nghiệp hóa chăn nuôi có thể gây ra nhiều tác động tiêu cực lên vệ sinh môi trường. Hơn nữa, chăn nuôi liên quan đặc biệt đến những thay đổi về kinh tế, môi trường, như tự do hóa thị trường và biến đổi khí hậu- hai yếu tố này đều có thể ảnh hưởng đến kết quả việc chuyển đổi ngành chăn nuôi sau này. Translation - English In Vietnam, rural population accounts for around 70% of the total population, and mainly belongs to farm households. The livestock sub-sector accounts for around 25% of the agriculture output and plays a crucial role in rural livelihoods. Throughout the country, rural livelihoods widely depend on pig production (56% of rural households) and poultry production (69%). Over the last 2 decades, agricultural production has been increasing at 5,8% per annum. Livestock, in particular, has been growing at an average growth rate of 10 % in the recent years. Between 1995 and 2008, poultry meat and pig meat production have nearly doubled, and milk production has been multiplied by 5. This extremely high growth rate is raising new challenges for rural populations and for the whole country. In certain areas, livestock farms are getting more and more concentrated. Both intensification and industrialization of livestock subsectors progressively lead to the emergence of new types of livestock farms, processing industries and distribution systems. Still, the local demand remains unsatisfied by local production and the country continues to import huge amounts of meat, milk products and animal feeds. And the transformation of the livestock sector will therefore certainly continue in the same rate in the coming years.
To respond to those new challenges, the Resolution 26 promulgated in August 2008 (known as Resolution “Tam Nông”) has defined a strategic orientations for the development of “agriculture, farmers and rural areas”. This “new rural development strategy” defines 3 national target programs: one on the “construction of new rural areas”, a second on “adaptation to climate change”, and a third on “training of rural human resources”. The national target program on “new rural areas”, defined in the Decision 800 taken by the Government in June 2010, aims at developing the commercial orientation of agriculture as well as its industrialization, and at setting up rural infrastructures and services.
In the livestock sector, the Government of Vietnam has defined in May 2008 its “livestock development strategy to 2020”, which aims at encouraging the rapid increase of animal production in order to respond to the growing demand. This strategy is focused at promoting intensification and industrialization of the livestock sub-sector through the development of large farms. However, the negative impacts of this “livestock revolution” have not been clearly identified yet. In particular, livestock industrialization might leave behind certain provinces or districts, and might have negative impacts on environmental and sanitary indicators. Moreover, livestock is particularly concerned with global economic and environmental changes, such as market liberalization and climate change, which could both affect the outcome of the livestock transformation currently ongoing. Lastly, the national livestock development strategy needs to be updated in the light of the new Tam Nông Resolution.

Cà chua được người dân đánh giá cao về mặt dinh dưỡng và giá trị kinh tế. Đồng thời cà chua còn được sử dụng như một loại thuốc chống lão hoá, cảm nắng, ung thư, cao huyết áp…
Nếp cái hoa vàng (hay nếp Hoa vàng) là tên thường gọi một sản phẩm nổi tiếng của vùng Đồng bằng sông Hồng và vùng Trung du phía Bắc của Việt Nam. Gạo nếp hoa vàng được sử dụng để chế biến ra nhiều loại sản phẩm khác nhau như bánh trưng, bánh dày, cốm - đặc trưng cho văn hóa ẩm thực của người Việt, đặc biệt vào các dịp lễ Tết.

Ba sản phẩm này vẫn được phân phối chủ yếu tại các chợ bán lẻ truyền thống. Gần đây nhất, trên thị trường đã xuất hiện sản phẩm thịt lợn tươi, cà chua và gạo nếp cái hoa vàng được sản xuất, chế biến, đóng gói và tiêu thụ thông qua nhiều tác nhân bán lẻ trên thị trường cao cấp (siêu thị, cửa hàng) ở Hà nội (phổ biến nhất) và nhiều thành phố lớn khác của miền Bắc.
Đa số người tiêu dùng thành phố lo ngại về chất lượng vệ sinh thực phẩm, đặc biệt là vấn đề về chất lượng thức ăn trong quá trình nuôi dưỡng gia súc, vấn đề bệnh tật và vệ sinh trong khâu giết mổ và bán lẻ (Vũ Trọng Bình (2002)). Ngay cả sản phẩm thịt lợn tươi được đóng gói, có nhãn mác trong các siêu thị cũng không thực sự mang lại cho người tiêu dùng sự tin tưởng vào chất lượng và vệ sinh. Cà chua cũng là loại rau tươi gây cho người tiêu dùng nhiều lo ngại về chất lượng vệ sinh do chứa nhiều dư lượng thuốc BVTV (Cục Trồng trọt). Người sản xuất còn trồng cà chua ở những vùng ô nhiễm, không tuân thủ triệt để quy trình sản xuất và sử dụng hóa chất bừa bãi. Trong khi đó, gạo nếp cái hoa vàng thật, giả lẫn lộn trên thị trường cộng với hệ thống quản lý chất lượng sản phẩm và quản lý thị trường ở Việt Nam khá lỏng lẻo khiến người tiêu dùng nghi ngờ về chất lượng thực sự của sản phẩm gạo hoa vàng mà mình mua được.
Nhu cầu của người tiêu dùng về chất lượng của từng loại sản phẩm là gì? Làm thế nào để nâng cao lòng tin của người tiêu dùng vào những sản phẩm có chất lượng và an toàn thực sự? Đây không chỉ là những trăn trở của những nhà quản lý mà còn là mối quan tâm của người sản xuất. Nghiên cứu này sẽ có ý nghĩa thiết thực phát triển ngành hàng có chất lượng đảm bảo lợi ích của cả tác nhân sản xuất và tiêu dùng. Không những có ý nghĩa trong việc nghiên cứu đề xuất giải pháp cải thiện chất lượng sản phẩm xuất phát từ yêu cầu của khách hàng, nghiên cứu này là cơ sở cho việc chuẩn hóa các phương pháp và công cụ trong nghiên cứu thị trường người tiêu dùng cho một sản phẩm cụ thể.
Translation - English In Vietnam, pork and tomato are two main kinds of food in every day meal of people. Sticky rice is also one important food for Vietnamese people especially in ceremony, Tet festival, death anniversary, etc, event it is not used every day.
Tomato is highly evaluated for its high nutrition and economic value. It is used as kind of medicine to fight against old age, treat sunstroke, cancer, high blood pressure, etc.
Hoa Vang sticky rice is well-known product in Red Delta river area and northern midland area of Vietnam. It is often used to make Trung cake, Day cake, Com (green rice flakes) for special day such as ceremony or Tet festival, anniversary, etc.
Pork accounts for nearly 90% of meat consumption and pig production is one of the most developing sectors in Agricultural field in Vietnam. Demand on pork is more and more increasing in quality, quantity and kind of pig.
The three mentioned products are mainly distributed in traditionally retail market. Recently, all three products have been produced, processed and packaged and consumed in high level market (supermarket, shop) in Hanoi (most popular) and in other big cities in the North.
Most of consumers in the cities are worried about food safety quality of products, especially about food for livestock, diseases and sanitation in slaughtering and retail stage (Vu Trong Binh, 2002.). Even fresh pork, which is packaged, labeled, and sold in supermarket, does not draw trust from consumers in terms of quality and safety. Consumers also expose their suspect on the safety and quality of tomato, as they are afraid of plan protection chemicals residue (Department of Crop production). Producers also grow tomato on contaminated area, do not follow necessary production process, and use chemicals without any control. Meanwhile for Hoa vang sticky rice, consumers find it hard to distinguish real and false products sold in the market. Quality management system and market management system in Vietnam is slack leading to suspect of consumers on the products that they buy.
What is demand of consumers in quality for each kind of product? How to raise belief of consumers on truly safe and quality products? These are not only matters of concern of managers but also producers. The research could help develop such commodity chains to ensure benefit of producers and consumers. Along with working out some proposed recommendations to promote quality of products based on consumers’ demand, the research is recognized as basis for standardization ò tool and methodologies for consumer market research for specific product.
