Iraqis show video of teenage girl in suicide vest
BAGHDAD. Iraqi police publicly questioned a teenage girl after she was allegedly caught wearing an explosives belt, parading her in front of reporters and pressing her to confess she was planning a suicide bombing.
The girl gave her first name as Rania and said she was born in 1993. She appeared confused in the questioning, giving conflicting answers about whether she knew two women who put the vest packed with 33 pounds of explosives on her.
In the video of the arrest, a policeman standing next to the teenager could be heard saying that when she was picked up, she was initially unable to talk because she had been given drugs.

NATURALEZA DE LA NUEVA REFORMA
Entre septiembre y diciembre de 2007, el Congreso aprobó un paquete con importantes reformas constitucionales y legales en materia electoral. El proceso de reforma reviste dos atributos fundamentales que es conveniente destacar. Primero, fue resultado de un amplio proceso de negociación y acuerdo entre las distintas fuerzas con representación parlamentaria, que comprendió mecanismos de consulta y deliberación con sectores y grupos interesados de la sociedad civil. Desde esta perspectiva, la reforma tuvo un carácter incluyente, plural y participativo.
En segundo lugar, permitió atender y dar respuesta a demandas y expectativas relacionadas con el régimen electoral en su conjunto, esto es, tuvo un carácter integral. Prueba de ello es que además de las modificaciones a nueve artículos constitucionales, la reforma derivó en la emisión de una legislación electoral totalmente renovada que si bien no cambió de denominación, si sustituyó por completo a la promulgada en 1990.

NATURE DE LA NOUVELLE RÉFORME
Entre septembre et décembre 2007, le Congrès a approuvé une série d’importantes réformes constitutionnelles et légales en matière électorale. Ce processus de réforme a deux particularités fondamentales qu’il est convenable de souligner. Premièrement, il est le résultat d’un ample procès de négociation et un accord entre les différentes forces représentées au Parlement, lequel a compris des mécanismes de consultation et délibération avec les secteurs et les groupes intéressés à la société civile. Dans cette perspective, nous avons une réforme inclusive, plurielle et participative.
Deuxièmement, elle a permis d’adresser les demandes et les expectatives liées à l’ensemble du régime électoral, c’est-à-dire, il s’agit d’une réforme intégrale. La preuve est qu’en plus de modifier neuf articles constitutionnels, la réforme a donné comme résultat une législation électorale totalement rénovée qui, malgré ne pas avoir changé de nom, a remplacé au complet la loi de 1990.
