Trece Años de la Aec Forjando La Historia del Gran Caribe
Los años impactan a las instituciones tanto como a las personas. Es el caso de la AEC, estos trece años, indudablemente que hacen del Gran Caribe algo distinto a lo que era en los inicios de la fundación de esta entidad. Para empezar, aunque el espacio geográfico siempre ha existido, la noción política del mismo surge con la AEC, con lo cual se produce un hecho histórico que cambia los viejos designios coloniales.
El proceso colonial no se configuró basado en las características comunes de la zona y más bien, cada cual, se concentró hacia el interior de los espacios conquistados, estableciendo conexión directa con las respectivas metrópolis; por ello como ha sido otras veces señalado, las fronteras de cada sociedad colonial se establecían entre el Mar Caribe y Europa. Esto conllevó a que cada una de esas sociedades, mirase mucho más hacia su metrópoli correspondiente que a los vecinos circundantes. Con ello, la tendencia fue hacia el aislamiento entre una y otra de esas comunidades. Uno de los resultados de esa situación es que la percepción más relevante de la zona haya sido la discordante convergencia de un conjunto de rasgos que siendo afines se percibieron como disímiles.
Por siglos, lo que significaba esta razón geográfica en sí misma careció de atención política por parte de los Estados que la integran y es ahí donde la AEC vino a jugar su rol unificador. Esta es una acción política de alta significación histórica, en la medida se trata de una acción consciente que trata de unir lo que por tantos años intereses ajenos a la zona habían mantenido en desunión. Se puede afirmar que después de la creación de esta Asociación las comunidades del Gran Caribe han empezado a dotar de valor el hecho de coincidir en el mismo espacio geográfico, tanto en las sociedades insulares, como en las de Tierra Firme.
Los intentos iniciales de unidad caribeña, se conformaron respondiendo a las divergencias coloniales. Así, los primeros esquemas unitarios se establecieron en función de las afinidades lingüísticas de cada grupo de países en la zona(los franceses, los holandeses, los ingleses y los españoles). No obstante, todas las islas se reconocían como vecinos. Pero en ese proceso de identificar la vecindad, le pasaron por encima al Mar Caribe, pues cuando empezaron a denominarse como el Mar de las Antillas, no sólo reducían el espacio marino de referencia, sino que se aislaban mas de la parte continental.
De ese modo, a pesar de las diferencias socio históricas entre las islas, dada su proximidad física, estas lograron algún nivel de acercamiento e identificación entre sí. Pero fueron los centroamericanos los que quedaron más aislados de la identidad caribeña, pues en esa zona no se reconoció la caribeñeidad como un rasgo cultural propio, sino como algo extraño, exclusivo de las Antillas. Entre otras razones, Como ya hemos explicado en otros momentos esto explica que los centroamericanos se identifiquen más fácilmente con la costa atlántica que con la costa caribeña.
Aunque las riveras del Mar Caribe han sido siempre las mismas, el hecho político que implicaba reconocer dicho mar desde ambos lados como parte de una zona única, tuvo que esperar hasta la fundación de la AEC. Con esta Asociación, se produjo una ruptura histórica que rompió con los designios coloniales de cinco siglos, creando por primera vez una estructura que responde al genuino interés de todos los países circundantes del Mar Caribe.
Pero frente a cinco siglos, trece años es todavía muy poco tiempo para ver los frutos que potencialmente podría ofrecer este nuevo esquema unitario; aunque han sido suficientes para reconocer que ya existe un diálogo sobre la cooperación, que además de canalizar recursos, favorece la creación de confianza entre actores que nunca antes se habían sentado para hablar sobre problemas comunes desde una perspectiva multilateral.
Vistos en el tiempo, los éxitos de la AEC han sido muchos, entre los que podríamos mencionar, cuatro Cumbres de Jefes de Estado y de Gobierno, más de una decena de reuniones ministeriales, el desarrollo de un conjunto de proyectos en las cuatro áreas prioritarias: comercio, turismo, desastres naturales y transporte. Más recientemente, la formación de la comisión del Mar Caribe. Un amplio reconocimiento en los principales foros internacionales como las cumbres de Unión Europea América Latina y Caribe. La importante mención de la AEC en el acuerdo entre SICA y CARICOM, las Asambleas de la Organización de estados Americanos.
Pero lo más importante de todo es que los miembros de la AEC se reconocen como parte del espacio Gran Caribe y trabajan para la consolidación del mismo.

Thirteen Years of the ACS Forging the History of the Greater Caribbean
Time has a profound impact on institutions as well as on people. Such is the case with the ACS, where these thirteen years have undoubtedly made the Greater Caribbean somewhat different from what it was when this organization was founded. For instance, although the geographical area has always existed, the political notion comes into play with the ACS, producing a historical fact that changes the old colonial model.
Colonialism did not take shape based on the common features of the area. Rather, each of the conquered areas focussed inwards, establishing a direct connection with the respective metropolises; thus, as has been pointed out before, the borders of each colonial society were established between the Caribbean Sea and Europe. This caused each of those societies to look to their respective metropolis much more than to surrounding neighbours. Thus, the trend was towards isolation among those communities. One of the results of that situation is that the most relevant perception of the area has been the conflicting fusion of a series of characteristics which, being similar, are perceived as dissimilar.
For centuries, what this geographical area meant per se lacked political attention on the part of the States comprising it and it is there that the ACS came to play its unifying role. This is a political move of great historic significance, as it is a conscious action to try to unite what for so many years foreign interests had kept apart. It can be asserted that since the establishment of this Association, communities of the Greater Caribbean have begun to value the fact that they share the same geographical area, both as island societies as well as those on terra firma.
Initial attempts at Caribbean unity occurred in response to colonial differences. The first unitary models were set up according to the linguistic similarities of each group of countries in the area (the French, Dutch, English and Spanish). Nevertheless, all the islands recognized one another as neighbours. But in that process of identifying neighbours, they overlooked the Caribbean Sea, because when they began to be called the Sea of the West Indies, they not only reduced the marine space in question, but also became further isolated from the continental area.
In this way – despite the socio-historical differences among them–, given their physical proximity, the islands achieved a certain level of rapprochement and identification among themselves. But the Central Americans were the ones who remained isolated the most from the Caribbean identity, as in that area “Caribbean-ness” was not recognized as a cultural trait, but rather as something strange, exclusive to the West Indies. Among other reasons, as we have cited on previous occasions, this explains why Central Americans identify more readily with the Atlantic coast than with the Caribbean coast.
Although the shores of the Caribbean Sea have always been the same, the political fact implied in recognizing said Sea from both sides as part of a single area had to wait until the founding of the ACS. With this Association, a historic break occurred that departed from the five-century old colonial model, creating for the first time a structure that responds to the genuine interest of all the countries surrounding the Caribbean Sea.
But in comparison to five centuries, thirteen years is still not enough time to be able to see the potential results of this new unitary model. It has been sufficient, though, to recognize that there is now dialogue on cooperation which, in addition to channelling resources, fosters confidence-building among stakeholders who had never before come together to discuss common problems from a multilateral perspective.
Viewed in time, the successes of the ACS have been many. Among these, we could mention four Summits of Heads of State and Government, more than a dozen Ministerial meetings, the development of a series of projects in the four priority areas: trade, tourism, natural disasters and transport; more recently, the formation of the Caribbean Sea Commission; widespread recognition in the main international spheres such as the summits of the European Union – Latin America and the Caribbean; and the important mention of the ACS in the agreement between SICA and CARICOM, the Assemblies of the Organization of American States.
However, the most important point is that the members of the ACS are recognized as part of the Greater Caribbean region and work in order to strengthen said region.
