Source text - English 1.1 Some definitions
¾ Authorizations/Limits: these terms refer to outstandings drawn or non-drawn from confirmed or non-confirmed limits. The outstandings concerned are measured in terms of Credit Risk Equivalent (see definition below).
¾ Level 1, 2 or 3 delegate: delegate/person to whom powers are granted within the credit-decision process as described in 1.3.
¾ Term: final maturity for financings, the date of the next break clause for capital market transactions with an unconditional cancellation option in favor of Natixis, and expected maturity for variable-length transactions. For on-balance sheet trading of capital-market transactions, the term is six months.
¾ Credit Risk Equivalent:
- For capital-market transactions, Credit Risk Equivalent equates to potential exposure on transactions up to maturity (or six-months for on-balance sheet trading), after applying the spread of market parameters with a unilateral confidence interval of 97.5%. For capital-market transactions with a margin-call contract, the calculation notably takes into account the threshold, the minimum transfer amount and the contractual frequency of the margin-call contract plus five calendar days.
- For financing transactions, Credit Risk Equivalent refers to the outstanding credit amount before taking into account any guarantee or security. The guarantee or security serves as a risk mitigant (e.g. cash collateral, joint and several guarantee, etc.). It is not taken into account when calculating the delegation. The only exceptions to this principle are:
For export credits guaranteed by public credit-insurers belonging to OECD countries rated at least 2 or A-equivalent (except risk countries like those defined in Appendix 1-a of “Rules for Setting and Managing Country Limits”), only the non-guaranteed portion is taken into account (e.g. 5% of the amount for a Coface public guarantee).
The portion of exposure covered by cash collateral (according to French law) will be assigned a 50% weighting.
The notion of intra-group guarantees: if the risk is counter-guaranteed by an entity consolidated by Groupe BPCE or by one of its shareholder affiliates, the gross commitment is reduced by the amount of the counter guarantee.
- For factoring transactions, a fixed amount equivalent to 10% of the proposed limit (seller risk) shall be taken into account in the delegation system.
Credit Risk Equivalent is expressed in euros. Requests in US dollars are converted into euros on the basis of a fixed exchange rate revisable half-yearly on December 31 and June 30 each year. However, in the event that the euro/dollar exchange rate varies by more than 15% between these two reference dates, the applicable exchange rate shall be revised. The Business Lines will be informed of the applicable exchange rates by the Risk Division, by means of an email sent by the Committees’ Office to all level 1, 2 and 3 delegates. The information will also be available on the Risk Department intranet.

¾ Ủy quyền tín dụng/giới hạn tín dụng: là các khoản dư tín dụng đã rút vốn hoặc không rút vốn (tín dụng bằng tiền/ tín dụng không bằng tiền) từ các hạn mức tín dụng cam kết hoặc không cam kết. ¾ Người được ủy quyền (Người có thẩm quyền quyết định tín dụng) cấp 1, 2 hoặc 3: Người được ủy quyền/ người có quyền cấp tín dụng trong quy trình cấp tín dụng được mô tả tại mục 1.3
¾ Kỳ hạn: Ngày đáo hạn cuối cùng của khoản tài trợ, là ngày của điều khoản hủy bỏ kế tiếp đối với giao dịch thị trường vốn với lựa chọn hủy bỏ vô điều kiện có lợi cho Natixis, và ngày đáo hạn dự kiến đối với các giao dịch có độ dài thay đổi. Với các giao dịch thị trường vốn nội bảng, kỳ hạn là sáu tháng.
¾ Rủi ro Tín dụng Tương đương:
- Đối với các giao dịch trên thị trường vốn, Rủi ro Tín dụng Tương đương có thể coi là dư nợ tiềm năng (potential exposure) của các giao dịch đó đến ngày đáo hạn (hoặc thời hạn là sáu tháng đối với các giao dịch nội bảng), sau khi áp dụng biên độ của các tham số thị trường với khoảng tin cậy dự kiến 97,5%. Đối với các giao dịch trên thị trường vốn có yêu cầu hợp đồng ký quỹ tối thiểu (margin- call), phương pháp tính toán đáng chú ý là sử dụng ngưỡng, số tiền chuyển khoản tối thiểu và tần suất hợp đồng của hợp đồng margin-call cộng với năm (05) ngày dương lịch.
- Đối với các giao dịch cho vay, Rủi ro Tín dụng Tương đương được xác định theo số dư tín dụng trước khi tính đến bất kỳ biện pháp bảo lãnh hoặc bảo đảm nào. Các biện pháp Bảo lãnh hoặc bảo đảm được coi như là 01 biện pháp giảm thiểu rủi ro (ví dụ như tài sản thế chấp bằng tiền mặt, bảo lãnh,…). Nó không được sử dụng khi tính toán mức được ủy quyền quyết định tín dụng. Trường hợp ngoại lệ duy nhất đối với nguyên tắc này là:
Đối với bảo lãnh tín dụng xuất khẩu được phát hành bởi tổ chức bảo hiểm tín dụng đại chúng thuộc khối các nước OECD được xếp hạng thấp nhất là 2 hoặc tương đương A (ngoại trừ các rủi ro quốc gia như quy định tại Phụ lục 1-a của "Quy tắc thiết lập và quản lý hạn mức Quốc gia") thì chỉ có phần không đảm bảo sẽ được sử dụng để tính toán(ví dụ 5% số tiền cho một khoản bảo lãnh của COFACE).
Phần Exposure được đảm bảo bằng tiền mặt (theo pháp luật của Pháp) sẽ được chỉ định một trọng số là 50% khi xác định rủi ro.
Khái niệm bảo lãnh trong nội bộ tập đoàn: nếu rủi ro được bảo lãnh đối ứng bởi một thực thể hợp nhất bởi Groupe BPCE hoặc bởi một trong các công ty thành viên cổ đông của nó, tổng cam kết sẽ được giảm đi bằng tiền từ bảo lãnh đối ứng.
- Đối với các giao dịch bao thanh toán, một khoản tiền cố định tương đương với 10% của hạn mức đề xuất (rủi ro thuộc về người bán) sẽ được đưa vào tính toán trong hệ thống cấp tín dụng.
Rủi ro Tín dụng Tương đương sẽ được tính bằng đồng euro. Yêu cầu bằng đô la Mỹ sẽ được chuyển đổi thành euro trên cơ sở tỷ giá hối đoái cố định được xem xét lại nửa năm một lần vào ngày 31 tháng 12 và 30 tháng 6 hàng năm. Tuy nhiên, trong trường hợp tỷ giá euro/đô la thay đổi với biên độ hơn 15% giữa hai ngày tham chiếu nêu trên, tỷ giá hối đoái áp dụng sẽ được xem xét lại. Các Khối kinh doanh sẽ được thông báo về tỷ giá hối đoái áp dụng bởi Bộ phận Rủi ro, thông qua một email được gửi bởi Văn phòng Hội đồng tới tất cả những người có thẩm quyền quyết định tín dụng cấp 1, 2 và 3. Thông tin này đương nhiên cũng được phổ biến trên mạng nội bộ của Bộ phận Rủi ro.

được liên danh tư vấn quốc tế PPJ trình bày, định hướng phát triển không gian của Hà Nội là có
một đô thị trung tâm hạt nhân và 5 đô thị vệ tinh.
Đô thị hạt nhân là trung tâm chính trị, văn hóa, lịch sử, dịch vụ, y tế, đào tạo chất lượng cao của cả nước,
khu vực và Thành phố Hà Nội, có dân số khoảng 4-4,6 triệu người vào năm 2030, được mở rộng từ đô thị
lõi lịch sử về phía Tây đến tuyến đường Vành đai IV, về phía Bắc sông Hồng – Khu vực Mê Linh,
Đông Anh, Gia Lâm.
Khu vực từ đường vành đai II đến trung tâm sẽ là khu vực hạn chế phát triển, kiểm soát về dân số và từng
bước cải thiện hạ tầng kỹ thuật. Ưu tiên khai thác quỹ đất dọc sông Tô Lịch để hình thành hành lang xanh.
Di chuyển dần các cơ sở sản xuất, trường học, bệnh viện ra khỏi khu vực trung tâm. Quy mô dân số dự
tính đến năm 2030 của khu vực này sẽ khoảng 0,8 triệu người.
Khu vực từ đường vành đai II đến sông Nhuệ (phía Nam sông Hồng) sẽ hình thành hệ thống hồ điều hòa,
cây xanh, thảm thực vật, hệ thống thoát nước tạo thành chuỗi công viên cây xanh hoàn chỉnh kết nối với hệ
thống cây xanh sông Hồng. Quy mô dân số dự tính đến năm 2030 của khu vực này sẽ khoảng 0,85-0,9
triệu người.
Các khu đô thị lõi mở rộng bao gồm: khu vực Gia Lâm, Long Biên sẽ phát triển dịch vụ chất lượng cao như
thương mại, tài chính, ngân hàng, thị trường chứng khoán, đào tạo nghề, y tế chuyên sâu…và hỗ trợ các
ngành công nghiệp dọc QL5. Khu vực Đông Anh sẽ phát triển thương mại giao dịch quốc tế, công nghiệp
kỹ thuật cao, du lịch sinh thái, trường quay gắn với bảo tồn di tích Cổ Loa và đầm Vân Trì, TT thể thao
thành phố Hà Nội ( phục vụ ASIAD).
Mê Linh khu là khu đô thị dịch vụ và công nghiệp sạch, đa ngành, kỹ thuật cao kết nối với sân bay Nội Bài,
phát triển trung tâm triển lãm EXPOR, hội chợ hoa kết hợp trung tâm khoa học công nghệ chuyên ngành
hoa và cây. Chuỗi đô thị từ sông Nhuệ tới đường vành đai 4 sẽ hình thành trung tâm văn hóa nghệ thuật
cấp quốc gia với các công trình công trình văn hóa - lịch sử - nghệ thuật, tượng đài dọc trục Thăng Long -
Ba vì.
Translation - English According to the Master Construction Plan of Hanoi Capital by 2030 and the vision by 2050 which has been presented by PPJ – the international partnership consultancy, Hanoi’s orientation of spatial planning is to develop 01 core city and 05 satellite towns.
The core city will play the role as the center of politics, culture, history, services, health care and high-quality education for both the whole country and Hanoi City, with the population of around 4-4.6 million people by 2030, which will be enlarged from the historical core urban area to the No. IV ring road towards the west, then to the districts such as Me Linh, Dong Anh, Gia Lam towards the North of the Red River.
The area from the No. II ring road to the center will be subjected to the limited development, control of population and gradual improvement of technical infrastructure. The land scale along the To Lich River will be focused on developing “a green lobby”. Manufacturing and producing factories, schools, and hospitals will be gradually removed out of the center areas. Population scale of this area is estimated to reach about 0.8 million people by 2030.
In the area from the No. II ring road to the Nhue River (the South of the Red River), it will be developed a system of conditioning lakes, green trees, vegetation, drainage system which will create a chain of fully-constituted green tree park in connection with the green tree system of the Red River. Population scale of this area is estimated to reach about 0.85 – 0.9 million people by 2030.
The expanded core urban areas include: The area of Gia Lam, Long Bien District will be focused on developing high-quality services such as commerce, finance, securities, vocational education, in-depth heath care… and supporting the industrial sectors along the No. 5 National High Way. And Dong Anh District will be focused on developing international transactional commerce, high-technology industries, eco-tourism, studio, and concurrently, the preservation of Co Loa Remains and Van Tri Pond, Hanoi Sport Center (for serving ASIAD).
Me Linh will be the urban area where will concentrate clean, high-technology multi-services and industries in connection with the Noi Bai Airport; moreover; EXPOR exhibition center, flowers festivals in combination with the Specialized Science and Technology Center will be developed here. The chain of urban areas from the Nhue River to the No. 4 ring road will be developed as a national center of art and culture with many cultural-historical- art monuments along the Thang Long – Ba Vi Axis.
