The following summary of my credentials and qualifications will show you that I possess the essential combination of professional experience, technical knowledge and language skills in order to create a quality work product:

I am a US citizen with native fluency in the American-English language and I work exclusively with German as a source language,

I earned a Master of Arts degree in German after having studied in Salzburg, Austria. I also worked briefly in northern Germany, and

My professional background encompasses 32 years of experience in administration and operations management in the manufacturing and service industries as well as in government, including 11 years in educational institutions in Europe.

PROFESSIONAL CREDENTIALS

Procurement Duties: Supported all phases of the contract lifecycle:

Developed Requests for Proposals (RFP), Requests for Qualifications (RFQ) and other solicitations for the Procurement Manager to purchase products and services; prepared intergovernmental agreements, contractual extensions and addenda; monitored said documents for compliance with legal, statutory and agency policies and procedures; verified contractors’ certified payroll statements for compliance with the Davis-Bacon Act for paying state prevailing wage and benefits.

Maintained contractual records and documentation such as receipt and control of all contract correspondence, contractual changes, status reports and other documents for all projects; audited purchase orders; and acted as liaison with legal counsel for contractual advice.

Examples of contracts included multi-million dollar agreements for bus-purchasing programs and two major construction projects, as well as software modules for integrating payroll and HR, and a GPS bus-tracking program.

Finance Duties:

Prepared files for Federal Transportation Administration and state auditors evidencing compliance of agency policies and procedures with federal and state finance and procurement regulations. There had been no findings during my nine-year tenure.

Wrote grants for Washington State Department of Transportation funding and congressional earmarks. Consulted with congressional legislative aids and lobbyists for other capital funding sources

Managed agency archival records and provided other departmental assistants procedures on retention schedules; served as primary contact with State Archives agency.
