Belgische biofuels stagneren door politiek falen
Belgische producenten van biobrandstof investeerden de afgelopen jaren een half miljard euro in installaties waarmee biodiesel en bio-ethanol kunnen worden geproduceerd. Maar de gloednieuwe machines staan grotendeels stil. Een Belgische markt ontbreekt, omdat het bijmengen van biobrandstof nog steeds niet is verplicht. “Het is hallucinant dat België niet in staat is een binnenlandse markt voor biobrandstof te creëren.”

Het familiebedrijf Proviron uit Oostende stuurde haar werknemers afgelopen winter wekenlang naar huis en sloot de biodiesel-fabriek wegens gebrek aan afnemers. “Het had gewoon geen zin bio-diesel te blijven produceren,” zegt eigenaar Wim Michiels. “We houden het hoofd boven water met twee andere fabrieken waar we chemicaliën produceren, maar hoe lang dat lukt is onzeker.”
De familiale aandeelhouders investeerden twintig miljoen euro, maar de situatie begint nu moeilijk te worden, zegt Michiels. “We hebben alle investeringen teruggeschroefd. Met onze oude fabrieken hebben we veertig jaar warmte de lucht ingeblazen. Nu gebruiken we die energie voor de productie van biobrandstof. We denken dat we een goedkoop productieproces hebben, maar dan moet je wel een markt hebben.”
Hij hoopt dit voorjaar de fabriek weer te kunnen opstarten, ‘maar we zijn natuurlijk ook afhankelijk van de ontwikkeling op de wereldmarkt voor grondstoffen.’ “We hebben felle concurrentie vanuit de Verenigde Staten waar de productie van bio-brandstof enorm wordt gesubsidieerd. We zullen door deze moeilijke periode heen moeten proberen te komen.” Het project van Proviron is gefinancierd door drie verschillende Belgische banken, die zich ongerust tonen over de kredietwaardigheid van de lener.
Filip Tilleman is CEO van biodieselproducent Bioro, een bedrijf dat voor het grootste deel in handen is van grondstoffen handelaar Cargill. Tilleman toont de gloednieuwe fabriek in de Gentse haven, die echter nog nooit op volledige capaciteit heeft gedraaid. Er is gesnoeid op de kosten, zodat Tilleman niet alleen leiding geeft aan het bedrijf, maar ook de telefoon en de mail beantwoordt. “We proberen zo efficiënt mogelijk te functioneren,” zegt Tilleman met een glimlach. Hij zal later op de dag het personeel van Cargill toespreken over de stand van zaken. “Er is natuurlijk een zekere onrust. Men wil weten wanneer de fabriek nu eindelijk volop kan draaien.” Hoeveel biodiesel Bioro dezer dagen produceert, wil Tilleman uit concurrentie-overwegingen niet kwijt. Maar er wordt geproduceerd, getuige de persmachines met koolzaad, waar een olie-achtige vloeistof uit druppelt.
Cargill besloot te investeren in biodieselproductie, om de oude sojafabriek een nieuwe functie te kunnen geven. In totaal werd negentig miljoen euro geïnvesteerd in machines en een centrale waar zelf stroom wordt geproduceerd. Het totale productieproces in acht genomen wordt zeventig procent minder CO2 uitgestoten dan bij de productie en verbruik van fossiele olie.
De fabriek ligt aan de Gentse haven en is omringd door bedrijven die een belangrijke rol spelen in het productieproces. Grondstoffen worden per schip of trein aangevoerd uit Frankrijk en Oost-Europa. In België wordt te weinig koolzaad geteeld om aan de vraag van biobrandstof-producenten te voldoen. Opslagsilo’s voor koolzaad, transportbanden, laad- en losinstallaties voor goederentreinen, opslagtanks, alles is op de ‘geïntegreerde site’ aanwezig. “Daarom kunnen we hier redelijk efficiënt werken,” zegt Tilleman. “Omdat al die verschillende bedrijfskosten in de hand worden gehouden, kunnen we ondanks de harde concurrentie onze olie exporteren.” In België raakt hij zijn biodiesel niet kwijt. “Vrijwillig willen pomphouders het niet bijmengen.” Het is kennis achteraf, maar als Cargill en de andere aandeelhouders hadden geweten dat de wetgever in gebreke zou blijven, ‘dan zouden we in Amsterdam of Rotterdam hebben gebouwd.”
De Belgische biobrandstoffenproducenten zijn het over één ding roerend eens: dat de markt niet van de grond komt, is te wijten aan een gebrek aan politieke steun. Zo trok een Vlaamse minister trok vorig jaar opeens het voornemen in om alle bussen in het openbaar vervoer op biobrandstof te laten rijden. Het was haar reactie op de toenemende kritiek dat voedselgewassen werden omgezet in brandstof, terwijl in sommige delen van de wereld mensen niets te eten hebben. “De minister heeft op de pauzeknop gedrukt,” zegt de Gentse hoogleraar Wim Soetaert, initiatiefnemer van het biofuelskenniscentrum Bio Base Europe in Gent. “Ze wil zeker zijn dat het om duurzame oplossingen gaat.” Maar het was een weinig bemoedigend signaal voor de nieuwe producenten.
Het fundamentele probleem is echter dat anders dan in vrijwel alle EU-landen in België nog steeds geen wettelijke regeling bestaat voor het verplicht bijmengen van biobrandstoffen. Volgens sommigen komt dat omdat de Belgische petroleumfederatie dwars ligt. De oliemaatschappijen zouden zelf willen bepalen welke olie ze verkopen. “Ze hebben op de een of andere manier steun gevonden bij de minister,” zegt een anonieme bron.
Fons Maes, woordvoerder van de Belgian Biodiesel Board, heeft geen enkel begrip voor de huidige situatie. “De Belgische regering heeft ons gestimuleerd om massaal te investeren in biobrandstof, maar heeft verzuimd voor een Belgische afzetmarkt te zorgen,” zegt hij.
Soetaert ziet een andere reden voor het oponthoud. “Dit land heeft zoveel politieke problemen, dat het eigenlijk nauwelijks meer wordt bestuurd.” Hij benadrukt dat België, samen met Cyprus en Malta de enige drie landen zijn van de 27 EU-lidstaten, die nog steeds niets hebben geregeld voor de biobrandstofsector. “Een illuster gezelschap, nietwaar?”
Wat België wel heeft gedaan is een quota-regeling ingevoerd voor de productie van bio-ethanol en biodiesel. De regering heeft na een Europese tender de productiequota verdeeld. Met dit systeem wil België voorkomen dat er te veel biobrandstof wordt geproduceerd en bijgemengd. De reden daarvoor is dat over de biobrandstof geen accijns kan worden geheven. Als er teveel biobrandstoffen zouden worden geproduceerd, zou dat de Belgische schatkist inkomsten schelen. “De Belgische regering wilde een budgettair neutrale operatie,” zegt Maes. Belgian biofuels stagnate as a result of political failure
Belgian biofuel manufacturers have invested half a billion euros in installations for the production of biodiesel and bioethanol in the last few years. However, the brand new machines are hardly used. The Belgian market is lacking, as it is still not mandatory to mix in biofuels with standard fuels. ‘It is hallucinatory that Belgium is not capable to create an internal market for biofuel.’

Family concern Proviron in Ostend sent its employees home for weeks on end and closed its biodiesel plant because of lacking demand, last winter. ‘It was pointless to keep manufacturing biodiesel,’ says owner Wim Michiels. ‘We manage to stay afloat because of two other plants where we manufacture chemicals, but for how much longer?'
The family shareholders have invested twenty million euros, but the situation is starting to become difficult, says Michiels. ‘All investments have been scaled down. Our old factories blew hot air into the atmosphere for forty years. We now use that energy to manufacture biofuel. We are of the opinion that we have an economical manufacturing process, but we do need a market.’
He hopes to be able to restart production this spring, ‘even though we are dependent on the development of raw materials in the world market’. ‘We encounter fierce competition from the United States where biofuel production is subsidised substantially. We must try and survive this difficult period.’ The three different Belgian banks financing the Proviron project are showing concern with regards to the creditworthiness of their client.
Filip Tilleman is the ceo of diesel manufacturer Bioro. A majority share of this company is owned by Cargill, a commodities merchant. Tilleman shows the brand new plant in the Ghent port, which has not run at full capacity yet. Costs have been cut, so that Tilleman is not just responsible for running the company, but also for answering phone and e-mails. ‘We try to function as efficiently as possible,’ says Tilleman with a smile. He will speak to the Cargill employees with regards to the state of affairs later in the day. ‘There is a certain amount of restlessness, of course. Our people want to know when the plant will finally run at full capacity.’ Tilleman does not want to reveal how much biodiesel Bioro produces these days, for competition reasons. Production is taking place, however, judging by the rapeseed presses, which are excreting an oil-like substance.
Cargill decided to invest in biodiesel production to give the historic soy factory a new lease of life. A total of ninety million euros was invested in machines and in a steam-producing power plant. The emission of CO2 is reduced by seventy percent in the entire manufacturing process, compared to the production and use of fossil oil.
The plant is situated in the port of Ghent and is surrounded by companies which play an important role in the manufacturing process. Raw materials are imported by ship or train from France and Eastern Europe. Belgium is not growing enough rapeseed to meet biofuel manufacturers’ demand. Storage silos for rapeseed, transport belts, loading and unloading installations for freight trains and storage tanks are all present on the ‘integrated site’. ‘This enables us to work quite efficiently,’ says Tilleman. ‘All running costs are kept under control, which enables us to export our oil despite fierce competition.’ He is not able to sell his biodiesel in Belgium. ‘Petrol station owners are not willing to mix it in voluntarily.’ In hindsight, had Cargill and other shareholders been aware that the legislator would fail to put legislation in place, 'we would have built in Amsterdam or Rotterdam.’
The Belgian biofuel manufacturers are in complete agreement regarding one thing: the lack of demand is a result of lacking political support. A Flemish minister suddenly withdrew the intention to have all buses in the public transport system run on biofuel last year. It was her reaction to the increasing criticism that food crops are used for fuel, whereas people are going hungry in some parts of the world. ‘The minister has pushed the pause button,’ says the Ghent professor Wim Soetaert, initiator of the biofuel knowledge centre Bio Base Europe in Ghent. ‘She wants to be certain that it concerns a sustainable solution.’ Not a very encouraging signal for the new manufacturers.
The fundamental problem however is that, other then in most EU-countries, Belgium still does not have legal regulations with regards to mixing in biofuels. Some say that this is due to an obstructive Belgium petrol federation. The oil companies apparently want to decide themselves which oil they are going to sell. ‘In some way they have managed to obtain the minister’s support,’ says an anonymous source.
Fons Maes, spokesperson for the Belgian Biodiesel Board, has no understanding whatsoever for the current situation. ‘The Belgian government has stimulated us to make substantial investments in biofuel, but has lacked to create a Belgian market,’ he says.
Soetaert sees another reason for the delay. ‘This country has so many political problems that it is hardly governed at all.’ He emphasises that Belgium, Cyprus and Malta are the only three countries of 27 EU member states, which still have not made arrangements for the biofuel industry. ‘Distinguished company, isn’t it?
Belgium has however introduced a quota scheme for the manufacturing of bioethanol and biodiesel. The government has divided the production quota after a European tender. Belgium is using this system to prevent too much biofuel being produced and mixed in. The reason for this is that no excise taxes can be charged on biofuel.
