A Autoridade Nacional da Aviação Civil (ANAC) esclareceu hoje que a obrigação de manter um tripulante no 'cockpit', sempre que um dos dois pilotos se ausenta, não tem a função de substituir quem vai aos comandos do voo.
Em comunicado, numa reação à posição assumida na segunda-feira pela Associação Portuguesa dos Pilotos de Linha Aérea, a ANAC afirma que "o tripulante, designado pelo piloto comandante para estar presente no 'cockpit' quando este se ausenta, não tem a função de o substituir ou a qualquer elemento da tripulação técnica, nem tal seria possível".
"Pretende-se apenas uma presença de auxílio pessoal e não técnico para qualquer situação de emergência que ocorra no curto espaço de tempo em que um dos tripulantes técnicos se ausenta", acrescenta a entidade reguladora do setor de transporte aéreo.
Em entrevista à TSF, o presidente da APPLA, Miguel Silveira, afirmou na segunda-feira que os tripulantes "nem sempre estão preparados para estarem no 'cockpit'", referindo-se às medidas de segurança instituídas pela ANAC na sequência do acidente com o avião da Germanwings.
De acordo com o mesmo responsável, a solução mais acertada seria encontrar uma tecnologia que permita abrir a porta pelo exterior, em algumas situações.

The Portuguese National Civil Aviation Authority (ANAC) today clarified that the obligation to have a member of the cabin crew present in the cockpit whenever the pilot is absent will not serve to replace those on the flight deck.
In a statement in reaction to the position taken on Monday by the Portuguese Airline Pilots Association, the ANAC confirmed that “the cabin crew member designated by the pilot-in-command to be present in the cockpit whenever they leave will not serve to replace them nor any member of the flight crew, nor would this even be possible.”
“They are only intended to provide personal, rather than technical assistance for any emergency situation that might develop in the short space of time in which one of the flight crew is absent,” added the regulatory body for the air transport sector.
In an interview with Portuguese radio station TSF on Monday, the president of the Airline Pilots Association Miguel Silveira claimed that cabin crew “are not always even prepared for being in the cockpit,” referring to the security measures implemented by the ANAC following the Germanwings accident.
According to him, the most appropriate solution would be to develop technology that allowed for the cockpit door to be opened from outside in certain situations.
