Armed and masked, scouring the oceans, stealing food from hungry families – modern day pirates are a far cry from the glamour of Hollywood movies. But they are a multi billion-dollar reality for many communities that can least afford to be robbed.

From the islands of the South Pacific, to the coastal communities of West Africa, the pirate fishermen, who then claim their profits in European and Asian ports, are netting millions of dollars in much needed income. The United Nations estimates that Somalia loses US$300 million a year to the pirates; Guinea loses US$100 million. Globally more than US$4 billion is lost each year.
Pirate fishing – known by its more technical and less colourful name: illegal, unreported and unregulated (IUU) fishing – is the scourge of the oceans. It leaves communities without much needed food and income and the marine environment smashed and empty. It is disturbingly easy to become a fishing pirate and even easier to evade capture.

The skull and cross bones pennant they proudly fly easily identifies fictitious pirates. In contrast, real life pirates hide their identity and origin, ignore or break the rules and often – sail the flags of countries that ask no questions about the manner and scale of their fishing. Just with the click of a computer mouse, for as little as US$500 and sometimes in just 24 hours, flags can be bought over the internet from countries like Malta, Panama, Belize, Honduras and St Vincent and the Grenadines. In 2001 Greenpeace estimated there were at least 1,300 industrial scale pirate fishing ships at sea.
Far from policing the rogue traders, governments around the world do little to check their activities or what is landed in their own ports. The pirate booty is often illegally transferred to factory ships – known as reefers – mixed with legally caught stocks and then knowingly landed and sold in “legitimate” ports like Las Palmas and Suva. There is barely any scrutiny and pirate fishing fleets use these ports without restrictions to maintain their destructive activities. The countries that are the victims of this wholesale robbery are usually those that are least able to enforce the laws in their own waters – frequently they can barely afford to keep their few policing boats afloat – they simply cannot compete with the big industry thieves.

Des millions de dollars de revenus tellement indispensables aux populations insulaires de l’Océan Pacifique et à celles côtières de l’Afrique de l’Ouest sont empochés par des pêcheurs braconniers dans les ports d’Europe et d’Asie. L’ONU estime que la Somalie perd chaque année 300 millions de dollars au profit des braconniers des mers et la Guinée 100 millions. Globalement, plus de 4 milliards de dollars sont perdus chaque année.
La pêche illicite – communément appelée de manière plus prosaique et technique: Pêche illicite Non déclarée et Non réglementée (INN) – est le fléau des océans laissant des populations sans subsistance et sans revenus indispensables à leur survie, détruisant et désertifiant l’écosystème marin. Devenir pêcheur clandestin reste un jeu d’enfant et filer entre les mailles de la loi est encore plus aisé.

Les pirates, dans la fiction, arborent fièrement leurs pavillons à tête de mort se rendant ainsi facilement identifiables. En revanche, les braconniers des mers de notre temps cachent leur identité et origine, ignorent ou violent les règlements et parcourent les mers souvent sous le pavillon de pays peu regardants quant au caractère et à l’ampleur de leur pêche. Un petit clique sur la souris de l’ordinateur ajouté à environ 500 dollars US permet l’achat sur internet, en seulement 24 heures quelquefois, de pavillons de pays comme Malte, Panama, Belize, Honduras, Saint-Vincent-et-les Grenadines. En 2001, Greenpeace estimait à 1300 au moins le nombre de navires pratiquant la pêche illicite en mer à une échelle industrielle.
Loin de surveiller ces commerçants véreux, les Etats à travers le monde s’impliquent peu dans le contrôle de leurs activités ou de ce qu’ils débarquent dans leurs propres ports. Le butin est souvent transbordé de manière illicite dans des bateaux usines – appelés navires frigorifiques –, mélangé à des prises légales puis débarqué et vendu, en toute légalité, dans des ports «légaux» comme Las Palmas ou Suva. Il n’y a, pour ainsi dire, aucun contrôle de telle sorte que ces flottes de pêche illicite utilisent ces ports sans aucune entrave à la poursuite de leurs actions destructrices. Ce sont ces pays victimes de ce vol à grande échelle qui sont en général les moins armés pour faire respecter les lois sur leurs propres eaux territoriales – leurs moyens ne suffisant, la plupart du temps, qu’à maintenir à flot leurs quelques bateaux de surveillance – et ne peuvent tout simplement pas lutter contre ces voleurs d' envergure industrielle.
