Because Estonia had invested heavily in networking following independence, the attacks proved devastating. By 2007, the country relied on information services for everything from banking and filing tax returns to paying for parking and public transportation. Internet services covered all of Estonia, with half the population enjoying access from their homes. Most of the attacks emanated from outside the country, principally Russia. Their origin was also traced to at least 177 other countries. Initially, they came from private IP addresses, although experts tracked a number to Russian government institutions. It remains uncertain whether the latter were launched with the government’s knowledge. As the cyber attacks unfolded, they became increasingly sophisticated, evidencing considerable organization and command and control. While various pro-Russian activist groups apparently executed some of the second wave operations, there is no firm evidence that the Russian government either conducted or orchestrated them.

(к соот. периоду прошлого года, см. график 1.1.). Соответственно1 (с учетом высокой неопределенности результатов второго полугодия) темпы роста российской экономики в 2013 г. составят 1.7-2.0%2. И в 2014-2016 гг., в зависимости от реализуемого сценария, темпы экономического роста либо «зависнут» на уровне порядка 2-3% ВВП в год, либо будут повышаться, но за пределы 4.5% все равно вряд ли выйдут (см. график 1.2).

Consequently, 1 (given the high degree of uncertainty associated with the results for the second semester) the 2013 rate of growth in the Russian economy will be 1.7-2.0%2. And in 2014-2016, depending on the scenario that will come to pass, the annual rate of economic growth will either "freeze" at about 2-3% of GDP or increase but it is unlikely that it will exceed 4.5% (see Figure 1.2).

La Chine est en train de vivre un tournant de son histoire en se lançant dans l’innovation. Dans ce qui reste jusqu’à présent un océan low-tech, des ilots high-tech émergent. Comment les entreprises chinoises comblent-elles leur retard ? Quelles sont les stratégies technologiques adoptées par ces entreprises afin de rivaliser avec les entreprises étrangères dans l'industrie high-tech ? La littérature existante sur le processus de rattrapage des retardataires est-elle applicable à ces entreprises de Chine ? Notre recherche s’inscrit précisément dans cette perspective et vise à étudier les relations entre les capacités d’innovation technologique, l’innovation produit et la performance des entreprises. Notre travail applique des concepts de la littérature en innovation à un nouveau contexte : les entreprises chinoises. À notre connaissance, c’est la première recherche de ce type. L’intérêt de cette recherche est de vérifier la pertinence de ces hypothèses dans un contexte où les règles du jeu peuvent être différentes. Il est possible, par exemple, de s’interroger sur l’effet des réseaux externes dont on connaît l’importance en Chine (Amber, 1995 ; Farh et al., 1998 ; Park & Luo, 2001) ou encore de possibles différences selon que l’entreprise est sous contrôle public ou sous contrôle privé – une forme juridique revenue en Chine depuis moins de trente ans. De plus, nous mettons un accent particulier sur l’effet médiateur de l’innovation produit.

China has reached a turning point in history by throwing itself into innovation. There are emerging islets of high-tech in what has so far been an ocean of low tech. What do Chinese companies do to catch up? What are the technology-related strategies adopted by these companies to be able to compete with foreign high-tech ventures? Is the existing body of work on the process of closing gaps applicable to these Chinese companies? Our study fits in precisely with this perspective and targets the relationships between the capability for technological innovation, product innovation, and enterprise performance. Our study applies concepts from the existing body of work on innovation to a new context, that of Chinese companies. As far as we know, this is the first study of its type. The idea behind this study is to ascertain the applicability of these hypotheses in a context where the rules of engagement may be different. A question, for example, could be posed on the effect of external networks of known significance in China (Amber, 1995; Farh et al., 1998; Park & Luo, 2001) or on the possible differences based on whether a company is publicly or privately held: a legal format revived in China not thirty years ago. In addition, we place a special emphasis on the mediating effect of product innovation.
