Pollution has no respect for national frontiers. That is why the European Union has a special role to play in environmental protection. Many environmental problems in Europe could not be tackled without joint action by all EU countries.
The EU has adopted over 200 environmental protection directives that are applied in all Member States. Most of the directives are designed to prevent air and water pollution and encourage correct waste disposal. Other major issues include nature conservation and the supervision of dangerous industrial processes. The EU wants transport, industry, agriculture, fisheries, energy and tourism to be organised in such a way that they can be developed without destroying our natural resources.
In 1993, the Union set up the European Environment Agency, based in Copenhagen. The Agency gathers information on the state of our environment, enabling protective measures and laws to be based on solid data.
The EU has a comprehensive system of environmental controls to deal with pollution and environmental threats of many kinds - from noise to packaging waste, from conservation of the natural habitat to car exhaust fumes. The high level of protection these provide is broadly equivalent throughout the EU, but the policy is flexible enough to take local circumstances into account.
Many environmental problems transcend the EU borders. Consequently, the EU has signed up to international programmes and conventions on a wide range of problems, including acid rain, biodiversity, climate change and greenhouse gases, desertification, hazardous waste, oil spills and protection of major rivers.

Загрязнение окружающей среды не признает никаких границ между государствами. Вот почему Европейский Союз играет особую роль в защите окружающей среды. Существует множество проблем, связанных с состоянием окружающей среды, которые нельзя решить иначе, чем совместными усилиями всех стран ЕС.
ЕС принял свыше 200 директив об охране окружающей среды, которые применяются во всех государствах-членах ЕС. Большинство директив предназначено для предотвращения загрязнения атмосферы и водоемов и поощрения мер по надлежащей утилизации отходов. Другими главными проблемами являются вопросы охраны природы и надзора за опасными производственными процессами. ЕС стремится к тому, чтобы транспорт, промышленность, сельское хозяйство, рыболовство, энергетика и туризм были организованы таким образом, чтобы они могли развиваться, не разрушая природных ресурсов.

McCutcheon's, Detergents & Emulsifiers, (North American edition 1979) M.C. Publishing Co.; and Schwartz, et al., Surface Active Agents, Their Chemistry and Technology, New York: Interscience Publishers, 1949; which descriptions are incorporated herein by reference. The cationic surfactants useful herein also include cationic ammonium salts such as those having the formula:
wherein R1, is an alkyl group having from about 12 to about 30 carbon atoms, or an aromatic, aryl or alkaryl group having from about 12 to about 30 carbon atoms; R2, R3, and R4 are independently selected from hydrogen, an alkyl group having from about 1 to about 22 carbon atoms, or aromatic, aryl or alkaryl groups having from about 12 to about 22 carbon atoms; and X is any compatible anion, preferably selected from chloride, bromide, iodide, acetate, phosphate, nitrate, sulfate, methyl sulfate, ethyl sulfate, tosylate, lactate, citrate, glycolate, and mixtures thereof. Additionally, the alkyl groups of R1, R2, R3, and R4 can also contain ester and/or ether linkages, or hydroxy or amino group substituents (e.g., the alkyl groups can contain polyethylene glycol and polypropylene glycol moieties).
