How to Help With Homework—If the Subjects are Unfamiliar or Language is a Problem

Editors Note: This article is the first of a three-part series funded by the California Teachers Association to promote their fall campaign of fostering greater parental involvement in their children’s education.
Latino, Asian and African American parents understand that home involvement is crucial to their children’s success in school, according to a New America Media poll released in August.
As the new school year gets underway, how do care takers—parents, grandparents, fosterparents, babysitters—help students with homework when language is a barrier and subjects are unfamiliar?
Below are 8 concrete tips offered by parents and teachers to enable caretakers to better help with homework.
Tip #1: Set aside a quiet space exclusively for doing homework.
A long time teacher of ESL in public schools, Paquita Bass says a simple and effective method to help with homework is to set aside a separate workspace at home. “It can be a desk, a table, a TV tray in the corner of a room or in the back of a family run business. When parents give their kids a separate space to work kids understand that schoolwork is important.”
Bass recommends that books and written material need to be a visible part of the home-magazines, books, newspapers-in English or even the language spoken at home. “Kids should think reading is a natural part of their environment. “
Tip #2: Encourage your kid to ask questions in the class- room.
“It’s amazing how many kids are afraid to ask for clarification,” says ESL teacher, Bass. “Teachers have the tendency to assume that kids are getting it when they’re not.” Bass advises all caretakers—parents, grandparents, foster-parents, babysitters—to encourage kids to ask questions in the classroom.
“Kids have a right to understand and they should bug their teachers.”
Tip #3: Establish a strong relationship with teachers at the school.
Dennis Guikama currently teaches English at Ralph J. Bunch alternative high school, in Oakland California. Communicating with parents is key, he believes. “I always start conversations with parents focusing on our common goals-the success of the student-so that we all start in the same place.”
Guikama observes that parent-teacher communication may begin to ebb as students get older. “High school may be more intimidating than elementary or middle school. The curriculum becomes more challenging and some parents begin to lose confidence…school resources are stretched really thin. However, with good communication parents and teachers can seal those gaps. “
Tip #4: When phones fail use e-mail to communicate with a teacher.
E-mail can be a valuable tool to minimize the difficulty of distance and accessibility to a teacher.
“I’ve been able to build a relationship with a grandmother whose recently been reunited with her grandson through e-mail,” says high school teacher, Dennis Guikama. “He was having behavioral and attendance issues and she wanted to get involved in his turn around.”
“Due to her involvement with her grandson and her communication with me, he’s earning A’s in class.”
Tip #5: Know the resources in your community.
“If I’m having car problems then I need to find a mechanic,” says Deacon Noe Gonzalez , teacher and volunteer coordinator for the Leo Center in Oakland, Ca. Parents and caregivers need to know the educational resources that exist like the Leo center which offers a safe and quiet environment for junior high and high school students to do their homework. “Kids who are able to finish their homework are going to be more confident about attending school the next day,” says Gonzalez.
Tip #6: Time spent going to and from school may be the best time to talk.
“Conversations in the car, that’s when people get real,” says Shirley Yee a consultant for the Oakland Unified School district. Commuting time to and from school may be the best time to communicate with kids. “It’s informal time--a good time to be receptive, especially with teenagers.”
The daughter of immigrant parents and a parent herself, Yee understands how difficult communications can be between immigrant parents and their American born children. Cultural conflicts are made worse when parents work long hours.
“You need to ask your child, ‘What can I do? Where do you think I can best support you?”
Tip #7: Let your kid be the teacher.
Allegra Harrison is a social worker in San Francisco and a single mother of two children-a son aged 20 and daughter, 13. She uses a role-reversal strategy to help her daughter learn subjects she herself is unfamiliar with. “I ask her to test me. She asks me the questions a teacher might ask her and then she searches for the answer.” The strategy has a double benefit allowing both Harrison and her daughter to become more familiar with the topic. “In the end I allow my daughter to teach me.”
Tip #8: No substitute for the love and support of family
Writer Richard Rodriguez remembers his parents’ difficulty in helping him with homework. “I write in ‘Hunger of Memory’ of the awkwardness that results when the child of slightly educated parents begins to learn language and number skills that his parents do not possess.”
For Rodriguez though, the calming effect and closeness of family eased those difficulties. “Though I learned not to ask my parents for help with my homework, I can remember having my parents nearby--my mother ironing, for example-while the family of children worked at the kitchen table.
My mother liked to save money by having us all work in the same room (using the same lights). The result was that I never felt alone as a child, but was always surrounded by the assurance of family. Even when my education later began to separate me culturally from home, I knew that my parents wanted me to succeed in an America where they could not follow.”

Consejo #5: Conozca los recursos en su comunidad.

Allegra Harrison es trabajadora social en San Francisco y madre soltera de dos hijos –un hijo de 20 años y una hija de 13. Ella usa una estrategia de intercambio de papeles para ayudar a su hija a aprender materias que ella misma desconoce. “Le pido que me examine. Ella me hace las preguntas que un profesor le podría hacer y luego ella busca la respuesta”. La estrategia tiene un doble beneficio que permite tanto a Harrison como a su hija conocer mejor el tema. “Al final dejo que mi hija me enseñe a mí”.
Consejo #8: No hay nada que reemplace el amor y apoyo de la familia.
El escritor Richard Rodríguez recuerda la dificultad de sus padres al ayudarle con sus tareas. “Escribo en ‘Hunger of Memory’ [‘Hambre de memoria’] de lo incómodo que se siente cuando el hijo de padres poco formados empieza a adquirir destrezas con el lenguaje y los números que los padres no poseen.
Para Rodríguez, sin embargo, el efecto tranquilizador y la cercanía de la familia mitigó esas dificultades. “A pesar de que aprendí a no pedirles a mis padres ayuda con mi tarea, puedo recordar tener a mis padres cerca –mi madre planchaba, por ejemplo- mientras los hijos trabajábamos en la mesa de la cocina.
A mi madre le gustaba ahorrar dinero al tener a todos nosotros trabajando en el mismo cuarto (utilizando las mismas luces). El resultado fue que de niño nunca me sentía solo, ya que siempre estaba rodeado por la seguridad de la familia. Tensión por medidas contra inmigrantes en Costa Mesa
La comunidad latina se siente perseguida tras varias decisiones del Concejo de esa ciudad

“Costa Mesa, lo mejor de California”, es el eslogan que promueve a esta tranquila ciudad de suave clima del condado de Orange, cuya frontera sur está apenas a una milla de las aguas del Pacífico. Aquí, según las cifras más recientes, la delincuencia va en declive y se goza de una intensa actividad comercial y de una saludable economía.
Desde hace unas semanas, sin embargo, Costa Mesa ha estado en las noticias por razones muy diferentes a todas estas ventajosas características: tras un voto de 3 a 2 a principios de diciembre, el Concejo Municipal convirtió a esta ciudad en la primera del país que pide permiso al gobierno federal para que algunos de sus policías actúen como agentes de inmigración.
Pero esta no es la primera acción política que Costa Mesa toma en relación al tema migratorio desde que una nueva mayoría se instaló en el Concejo Municipal a finales de 2004. En marzo de 2005, los mismos tres concejales que aprobaron la medida policial (el alcalde Allan Mansoor y los concejales Gary Monahan y Eric Bever), votaron en favor de cerrar el “Centro de Trabajo” que desde 1988 —hace 18 años— operaba en la ciudad.
Dicho centro, ubicado en el lado oeste de la ciudad de mayoría latina, servía para congregar organizadamente a los numerosos jornaleros que ofrecían sus servicios y para que los contratistas y otras personas tuvieran un lugar donde contratarlos.
La mayoría del Concejo alegó que no quería seguir gastando fondos de la ciudad en un programa que supuestamente era utilizado por muchas personas que no viven en Costa Mesa. Algunos residentes se quejaron de que el centro era utilizado principalmente por trabajadores “ilegales”. El concejal Monahan señaló que sería conveniente deshacerse del mismo, debido a los planes de revitalización que la ciudad tiene para la zona y para los cuales, supuestamente, el centro resultaba un estorbo.
Estas dos decisiones, unidas a medidas como la eliminación del comité de relaciones humanas de la ciudad a mediados de año, los recortes a programas sociales y la controversia en torno al uso de parques para el juego de futbol soccer, han creado un ambiente que algunos califican de hostil hacia la comunidad latina que conforma más del 30% de esta ciudad.
“He vivido aquí por 24 años y me da mucha pena lo que estoy viendo”, señaló la restaurantera y ex candidata al Concejo Mirna Burciaga. “Estamos viendo un hilito de diferentes sucesos que al ponerles atención y analizarlos juntos, llegamos a la conclusión de que todo esto es una fuerte campaña antiinmigrante”.
La concejala Katrina Foley, que votó en la minoría del Concejo en todas las anteriores decisiones, coincidió con la apreciación de Burciaga. “No apoyo esta forma de gobernar”, señaló en una entrevista. “Es gobernar dividiendo. Nada bueno puede salir de todo esto. Esta es una buena ciudad, no la ciudad que está siendo representada en la prensa a lo largo y ancho de toda la nación”.
El alcalde Mansoor, un agente del Sheriff bajo cuyo liderazgo la ciudad ha dado un vuelco político hacia el conservadurismo extremo, no respondió a la llamada de La Opinión para obtener su punto de vista, pero en una breve y reciente conversación con un reportero de este diario dijo, respecto a la futura actuación de ciertos detectives e investigadores de su departamento de policía como agentes de inmigración, que “nuestro objetivo principal son las personas que hayan cometido delitos mayores. Alguien que cometió un crimen y es ilegal debe de ser deportado”.
No obstante, fue el propio Mansoor el que ofreció el proyecto de ley inicial, luego modificado, que proponía revisar los papeles migratorios de cualquier persona detenida —no convicta— por cualquier delito o infracción por más mínima que fuera, lo cual levantó agrias protestas de grupos comunitarios y cuestionamientos sobre el costo que esto tendría para la ciudad.
Al final, la mayoría del Concejo aprobó pedir al condado que se incluya a Costa Mesa en la petición que hace el condado de Orange al gobierno federal, para que los agentes de las cárceles y ciertos investigadores reciban un corto entrenamiento sobre leyes migratorias (apenas tres semanas, frente a los cuatro meses que recibe un legítimo agente de inmigración) y puedan revisar los papeles a personas arrestadas por delitos mayores.
La concejal Foley afirma que el programa será inútil y perjudicial para la seguridad publica. “Yo he tenido numerosas conversaciones con el jefe de policía y otros jefes de policía del condado y sé que se oponen a esto, pero el jefe tiene que cumplir la orden del Concejo”, dijo Foley. “Al final del día, olvidemos la reacción emotiva. Desde el punto de vista práctico, este programa costará cientos de miles de dólares y quizá logren deportar a unas 10 personas al año. No es realmente algo efectivo. Pero lo que sí va a hacer es perjudicar la relación de la comunidad latina con la policía y crear temor”.
Ambiente incómodo
Desde la sala de un inmaculado apartamento, de uno de los limpios y ordenados vecindarios de esta ciudad-suburbio, José Delgado Rodríguez y su sobrina Verónica hablan de esta nueva sensación de sentirse perseguidos, después de una década de haberse establecido felizmente en esta ciudad donde no hay un problema pandilleril, la delincuencia va en declive y hay abundante trabajo.
Verónica, ama de casa y madre de tres hijos, dos de los cuales asisten a escuelas de Costa Mesa, explica que en 10 años que vive aquí, nunca había tenido miedo, como ahora, de salir a la calle.
“No queremos ir ni a McDonald’s por si nos agarran. La verdad, nunca se había escuchado algo así. Tengo muchos amigos que están igual de preocupados. Yo no entiendo qué les hace uno. Yo he trabajado en hospitales y gimnasios limpiando de todo, hasta popó”, dice Verónica, que es originaria de México. “¿Es que acaso ellos lo van a limpiar eso? ¿Qué mal les estamos haciendo?”
Son las dos de la tarde y su tío José, de 62 años, acaba de llegar de su trabajo en una empresa de productos de limpieza, donde empieza cada mañana a las 5 de la madrugada. Cruza los brazos, y mientras Verónica sale a buscar a los dos niños mayores a la cercana escuela, el hombre reflexiona sobre lo que está pasando en la que considera su ciudad, después de 11 años aquí.
“Yo he pagado mis impuestos, siempre he trabajado y no he recibido ni un tylenol del gobierno”, dice, visiblemente molesto por la situación. “En el tiempo que tengo aquí nunca había observado ni sentido una presión de esta índole por parte de los güeros. Pero lo que yo veo es un caso de unos cuantos racistas, no es algo general. Hay unos pocos que sienten odio hacia nosotros. Pero a mí en mi trabajo, los güeros me tratan muy bien. No hay nada de racismo. Por eso sé que son sólo algunos”.
El teniente de la policía de Costa Mesa Allan Huggins dijo que la propuesta aún no se pone en funcionamiento y que tomará varios meses, en caso de que el gobierno federal acepte la petición del condado para que los agentes involucrados reciban el entrenamiento y comiencen a operar. Aseguró a la comunidad que “no habrá redadas, no habrá patrulleros por ahí revisando papeles migratorios…. las únicas personas afectadas serán extranjeros ilegales que cometan un delito grave o serio”.
El teniente señaló que la policía no mantiene estadísticas de quiénes son los criminales en la comunidad ni cuál es su estatus migratorio, por lo cual es imposible determinar si los indocumentados criminales son un problema serio en Costa Mesa. De hecho, de acuerdo a las estadísticas reportadas por las autoridades locales, los delitos violentos han tendido a la baja en los últimos años y únicamente entre 2004 y 2005 se redujeron de 135 a 129. La ciudad vio un solo asesinato en 2005.
Añadió Huggins que la policía va a hacer lo posible por mantener buenas relaciones con la comunidad latina. “Hemos trabajado duro para mejorar la comunicación y no queremos perjudicar esa relación”, señaló el teniente.
Durante las últimas semanas, especialmente después del voto sobre la policía, se ha notado la reticencia de muchos en la comunidad latina a dejarse ver en lugares públicos.
“En la escuela donde van mis hijos, nueve familias han sido detenidas por la calle y les han retirado sus vehículos. Tengo un cliente —soy abogada— a cuyo negocio le dieron una orden de desalojo por permitir que sus trabajadores jugaran soccer en el estacionamiento”, dijo la concejal Foley. | Translation - English
Tension in Costa Mesa due to measures against immigrants
The Latin community feels persecuted after a variety of that city’s Council decisions.

“Costa Mesa, the best of California”, is the slogan that promotes this tranquil city with the mild climate, which lies on the southern border of Orange County barely a mile from the waters of the Pacific. Here, according to the most recent figures, delinquency is declining and there is intense business activity and a healthy economy.
As of a few weeks ago, however, Costa Mesa has been in the news for very different reasons besides these favorable characteristics: after a 3 to 2 vote at the beginning of December, the City Council made this city the first in the country to ask permission from the Federal Government for some of their police officers to act as immigration agents.
But this is not the first political action that Costa Mesa has taken with regards to the topic of immigration since the new majority took office on the City Council at the end of 2004. In March of 2005, the same three council members who approved the police measure (Mayor Allan Mansoor and Council Members Gary Monahan and Eric Bever), voted in favor of closing the “Labor Center” that had operated since 1988 – for 18 years – in the city.
Said center, located on the city’s west side and mostly Latino, served as an organized gathering place for the many day laborers who offered their services and for the contractors and other people to hire them.
The majority of the Council alleged that it did not want to continue spending city funds on a program that supposedly was used by many people who did not live in Costa Mesa. Some residents complained that the center was used mainly by “illegal” workers. Councilman Monahon indicated that it would be convenient to get rid of it because of revitalization plans the city has for the area and for which, supposedly, the center was a hindrance.
These two decisions, combined with measures like the elimination of the city’s human relations committee at mid-year, the cuts in social programs and the controversy around the use of parks for playing soccer, have created an atmosphere that some people call hostile toward the Latin community, which makes up more than 30% of the city.
“I’ve lived here for 24 years and I’m very saddened by what I’m seeing,” stated restaurant owner and ex-Council candidate Mirna Burciaga. “We’re seeing a string of different events that when focusing on them and analyzing them together, we come to the conclusion that all this is a strong anti-immigrant campaign.”
Councilwoman Katrina Foley, who voted in the Council minority on all the previous decisions, shared the same viewpoint as Burciaga. “I don’t support this kind of governing,” she indicated in an interview. “It’s governing while dividing. Nothing good can come of all this. This is a good city, not the city that’s being presented in the press all across the nation.”
Mayor Mansoor, a Sheriff’s agent under whose leadership the city has taken a political turn towards extreme conservatism, did not return calls from La Opinion for his point of view, but in a recent, brief conversation with a reporter of this newspaper he said, regarding the future involvement of certain detectives and investigators from his police department as immigration agents, that “our main objective are the people who have committed major crimes. Anyone who committed a crime and is illegal should be deported.”
Nevertheless, it was Mansoor himself who offered the initial law project, later modified, which proposed checking the immigration papers of any person arrested – not convicted – for any minimal offense or infraction. This raised bitter protest by community groups, and concerns about what this would cost the city.
In the end, the majority of the Council approved asking the county to include Costa Mesa in the request Orange County is making to the federal government for prison agents and certain investigators to receive a short training on immigration laws (barely three weeks, compared with the four months real immigration agents get) and to be able to check the papers of people arrested for major offenses.
Councilwoman Foley states that the program will be useless and harmful to public safety. “I’ve had a number of conversations with the chief of police and other county chiefs of police and I know that they are opposed to this, but the chief has to comply with the Council’s order,” said Foley. “At the end of the day, let’s forget the emotional reaction. From the practical point of view, this program will cost hundreds of thousands of dollars and they may be able to deport some 10 people per year. It isn’t really something effective. But what it will do is harm the relationship the Latino community has with the police and create fear.”
An uncomfortable atmosphere
From the living room of an immaculately clean apartment in a clean and orderly neighborhood of this city/suburb, José Delgado Rodríguez and his niece Veronica talk about this new sense of feeling persecuted after a decade of having established themselves happily in this city where there is no gang problem, delinquency is decreasing and there is plenty of work.
Veronica, a housewife and mother of three children, two of which attend schools in Costa Mesa, explains that in the 10 years that she has been living here, she has never felt a fear of going out, like she does now.
“We don’t even want to go to McDonald’s for fear they might catch us. Truthfully, that is unheard of. I have a lot of friends who are equally worried. I don’t understand what one matters to them. I’ve worked in hospitals and gyms cleaning everything, even poop,” says Veronica, who is originally from Mexico. “Would they go clean that? What harm are we doing them?”
It is two o’clock in the afternoon and her uncle José, 62 years old, has just arrived from his job at a cleaning products company, where he starts work every morning at 5 o’clock. He crosses his arms and while Veronica goes out to get her two eldest children from the nearby school, the man reflects on what is happening in what he considers his city, after being here for 11 years.
“I’ve paid my taxes, I’ve always worked, and I haven’t even received a Tylenol from the government,” he says, visibly bothered by the situation. “In the time I’ve been here I have never seen or felt pressure of this kind from the whites. But from what I see, it’s a case of a few racists. It’s not a general thing. There are a few who feel hatred toward us. But in my work, the whites treat me very well. There is no racism at all. That’s why I know that it’s only some.”
Costa Mesa Police Lieutenant Allan Huggins said that the proposal still has not been put into effect and that it will take a few months, if the federal government accepts the county’s petition, for the agents involved to receive training and to begin to operate. He assured the community that “there won’t be round-ups, there won’t be patrol squads out there checking immigration papers… the only people affected will be the illegal foreigners who commit a severe or serious offense.”
The lieutenant indicated that the police don’t keep statistics of who are the criminals in the community nor what their immigration status is, so it is impossible to tell if undocumented criminals are a serious problem in Costa Mesa. In fact, according to the statistics reported by the local authorities, violent offenses have been decreasing in recent years and just between 2004 and 2005 they went down from 135 to 129. The city only saw one single murder in 2005.
Huggins added that the police are going to do all possible to maintain a good relationship with the Latin community. “We’ve worked hard to improve communication and we don’t want to endanger that relationship,” indicated the lieutenant.
In recent weeks, especially after the vote on the police, the reluctance of many in the Latin community to be seen in public places has been noticed.
“At the school where my children go, nine families have been stopped in the street and they have had their cars taken away. I have a client – I’m a lawyer – whose business was given an eviction notice for allowing workers to play soccer in the parking lot,” said Councilwoman Foley.

I have been a translator since 1997 translating a wide variety of documents including web pages. I have created language style guides for a couple of my clients and have kept a terminology glossary for all of my work. I am quite flexible yet very organized.
I am fully bilingual and bicultural. I grew up in a Spanish-speaking household in the U.S. with grandparents and parents speaking in Spanish. I have studied and lived in Mexico City as well as Madrid for quite a few years. I have a Bachelors degree in Communication and have recently earned my Master's Degree in Spanish with a focus on translation. |
