One of the fundamental anchors of government policy is to increase the participation of private capital and private initiative in the national economy. The new ports policy shall therefore aim to introduce the discipline of the market economy into the sector in order to attract private investment and initiative, and as far as possible transfer responsibilities for the day-to-day functioning of the ports system from the government to the private sector.

· Effectiveness of Agreement - The End User's use of the Service shall not in any respect whatsoever modify any of the terms, conditions, or restrictions contained in the license agreement or other agreement by which the End User initially acquired rights to use the Product (the "End User Agreement"), and the use of the Product downloaded in connection with the Service shall in each and every instance remain subject to the terms, conditions, and restrictions contained in the End User Agreement.

Следовательно, новая политика в сфере морских портов ставит себе за цель учредить порядок рынковой экономики как сектора промышленности для того, что бы привлечь частные инвестиции и частных предпринимателей, а также в максимальной степени передать управление вопросами ежедневной эксплуатации портов в руки частного сектора.(Соглашение о Гарантийных Обязательствах)
· Эффективность соглашения - тот факт, что конечный потребитель будет пользоваться услугами, предлагаемыми фирмой ни в коем случае не послужит поводом для внесения изменений в строки, условия и ограничения, которые обусловлены лицензионным соглашением или другим договором, согласно которому, конечный потребитель на начальной стадии приобретает права на использование продукции (Договор между конечным Потребителем), и использование продукта, полученного через Интернет в связи с предоставлением данной услуги будет в каждом и отдельно взятом случае подчиняется строкам, услугам и ограничениям, которые оговорены в Соглашении между конечным потребителем.
· Возмещение убытков
· Возмещение платы за пользование услугами подлежит выплате конечному потребителю только в том случае, если конечный потребитель обратиться с просьбой о возмещении убытков за все те товары, которые являются частью договора, конечный потребитель не имеет право на частичное возмещение в связи с его просьбой на возмещение суммы за продукт меньше, чем та, которая указана в заказе.
