Washington -- President Bush and European Union (EU) leaders together called on Iran to respond to the international community’s offer concerning its nuclear activities, warning that “time is limited,” and that its answer should come in “weeks, not months.”
Bush made remarks to the press with Austrian Chancellor Wolfgang Schuessel and EU President Jose Manuel Barroso June 21 at the U.S.-EU Summit in Vienna.
“[I]t shouldn't take the Iranians that long to analyze what is a reasonable deal,” the president said, and the Iranian government’s stated intention to respond to the package of incentives on August 22 “seems like an awful long time for a reasonable answer.”
He repeated that the United States is willing to join France, Germany and the United Kingdom, collectively known as the EU-3, in their direct negotiations with Iran once Tehran verifiably suspends its uranium enrichment and reprocessing activities. (See Arms Control and Non-Proliferation.)
“The Iranians have said that they will end uranium enrichment activities before. That's what they told the EU-3. We're just asking them to do what they already said they would do,” Bush said.
“I'm convinced that when they look and see that we're working very closely together, that they will see the seriousness of our intent to resolve this in a diplomatic and peaceful way.”
Austrian Chancellor Schuessel said, “time is limited, and I think we should not play with time.”
“I think now is the right moment for Iran to take this offer, to grab it and to negotiate,” he said, adding that the deal is “well-balanced,” and has benefited from the participation of the United Nations and the International Atomic Energy Organization, as well as scientists and experts.
“[T]his is their ‘kyros.’ Take it. This is my advice,” Schuessel said, using the Greek word that means “the right moment.”
NORTH KOREA ON THE AGENDA
On North Korea, President Bush noted that country’s previous agreement not to test-fire long-range ballistic missiles, and said it is the global interest “to know what they're testing, [and] what they intend to do on their tests.” (See related article.)
“It should make people nervous when non-transparent regimes that have announced that they've got nuclear warheads fire missiles,” he said.
Chancellor Schuessel said if Pyongyang carries through with its threat to test the missiles, “there will be a strong statement and a strong answer from the international community, and Europe will be part of it. So there's no doubt.”
GLOBAL TRADE
Bush and EU leaders also discussed the Doha round of the World Trade Organization (WTO) negotiations, noting continued differences in their positions, but expressing hope for an agreement that would increase global prosperity.
President Bush said both sides are “committed to a successful round,” despite having to make “difficult adjustments” in their policies to advance negotiations.
“[W]e can't let this round fail,” Bush said. “A failed WTO round would be missed opportunity, particularly to help people … who are impoverished,” adding that trade is more effective than foreign aid in helping to “lift people out of poverty.”
EU President Barroso said the Doha negotiations are “at a crucial phase,” but said after the day’s discussions in Vienna, “I'm really convinced that it's possible to have a successful outcome of the Doha talks,” which he said are “crucially important” to trade, the global economy and international development.

TERRORISM AND DETAINEES
The three leaders also discussed the U.S. detention facility at Guantánamo Bay, Cuba. President Bush said the United States and the EU are “working through the issue,” and repeated his desire to close the facility and send the approximately 400 enemy combatants, mainly from Saudi Arabia, Afghanistan and Yemen, to their home countries. “I'd like it to be over with,” he said, noting that 200 combatants have already been sent back.
However, he said that some of the combatants, captured in the war on terrorism, need to be tried in U.S. courts. “[T]hey're cold-blooded killers. They will murder somebody if they're let out on the street,” Bush said.
Chancellor Schuessel said the EU is calling for Guantánamo to be closed, arguing that it creates a “legal void” in the fight against terrorism, but he welcomed Bush’s stated desire to close the facility.
He also said there were “clear signals and clear commitments from the American side” against torture, and said the EU should find a way to “help countries to take back the prisoners, either to charge them or to release them.” (See Detainee Issues.)
President Barroso highlighted several accomplishments of the summit in his remarks, such as the establishment of a high-level dialogue on climate change, clean energy, sustainable development; a strategy to protect intellectual property rights; efforts to combat economic protectionism, including the possible finalization of an air transport agreement; and the possible establishment of reciprocal visa-free travel between EU countries and the United States.
Chancellor Schuessel also said an agreement had been reached to allow the expansion of higher education and vocational training programs between the U.S. and EU, which would reach “three times more students than before.”

Washington - Il presidente Bush e i leader dell’Unione Europea (UE) hanno lanciato un appello congiunto all’Iran affinché risponda all’offerta della comunità internazionale riguardo alle sue attività nucleari, ammonendo che “il tempo è limitato” e che la risposta deve arrivare “in settimane e non in mesi”.
Bush ha rilasciato le sue dichiarazioni alla stampa durante il summit USA-UE di Vienna del 21 giugno insieme al Cancelliere austriaco Wolfgang Schuessel e al Presidente della Commissione Europea Jose Manuel Barroso.
“Gli iraniani non dovrebbero metterci molto ad analizzare una proposta così ragionevole ”, ha affermato il presidente, aggiungendo che l’intenzione manifestata dal governo iraniano di rispondere solo il 22 agosto alla proposta per il pacchetto di incentivi”è un lasso di tempo terribilmente lungo per una risposta ragionevole”.
Bush ha ribadito che gli Stati Uniti hanno intenzione di unirsi a Francia, Germania e Gran Bretagna, gruppo noto come UE-3, nei negoziati diretti con l’Iran una volta che Teheran avrà sospeso in modo verificabile le attività di ritrattamento e arricchimento dell’uranio. “Gli iraniani in passato hanno già detto che avrebbero sospeso le attività sull’arricchimento dell’uranio. È ciò che hanno affermato all’UE-3. Chiediamo solo che facciano quello che hanno già detto che avrebbero fatto”, ha affermato Bush.
“Sono convinto che quando vedranno la nostra stretta collaborazione, verificheranno la nostra sincera volontà di risolvere la questione seguendo una via diplomatica e pacifica”.
Il Cancelliere austriaco Schuessel ha detto: “il tempo è limitato e ritengo che non si debba giocare col tempo”.
“Credo che questo per l’Iran sia il momento giusto per accettare l’offerta, di non lasciarsela sfuggire e di negoziare” ha detto Schuessel, aggiungendo che l’accordo è “equo” e ha tratto beneficio dall’apporto delle Nazioni Unite e dell’Agenzia Internazionale per l’Energia Atomica, così come di scienziati ed esperti.
“Questo per loro è il ‘kyros’. Lo colgano. Questo è il mio consiglio”, ha detto Schuessel che ha usato il termine greco che significa “il momento giusto”.
LA QUESTIONE NORD COREANA
Riguardo la Corea del Nord, il Presidente Bush ha ricordato il precedente accordo con questo paese perchè si astenesse dall’effettuare test con missili balistici a lunga gittata e ha dichiarato che è interesse di tutti “sapere cosa stanno sperimentando e quali siano gli scopi di questi test”.

“Si diventa nervosi quando regimi non trasparenti annunciano di possedere testate nucleari missilistiche” ha detto Bush.
Il cancelliere Schuessel ha affermato che se Pyongyang darà seguito alla minaccia di effettuare test missilistici, “da parte della comunità internazionale ci saranno decise prese di posizione e risposte forti, e l’Europa svolgerà la sua parte. Su questo non c’è alcun dubbio”.
COMMERCIO GLOBALE
Bush e i leader dell’Unione Europea hanno inoltre discusso della fase di Doha dei negoziati multilaterali del WTO (World Trade Organization - Organizzazione Mondiale per il Commercio) notando il fatto che continuano a esserci delle divergenze, ma esprimendo speranza per il raggiungimento di un accordo che aumenterebbe la prosperità nel mondo.
Il Presidente Bush ha detto che entrambe le parti sono “impegnate per una buona riuscita di questo round dei negoziati”, nonostante debbano accettare per far progredire i negoziati “difficili compromessi” nelle loro politiche.
“Non possiamo permetterci che questo round di negoziati fallisca”, ha detto Bush. “Un fallimento del negoziato OMC significherebbe mancare un’opportunità, in modo particolare di aiutare persone … che si sono impoverite”, aggiungendo che per “affrancare le persone dalla povertà” il commercio è molto più utile degli aiuti internazionali.
Il presidente della Commissione Europea Barroso ha detto che i negoziati di Doha sono “in una fase cruciale”, ma dopo la giornata di discussioni a Vienna ha affermato di “essere fermamente convinto della possibilità che i colloqui di Doha portino a risultati positivi” e ha aggiunto che i colloqui sono “di importanza cruciale” per il commercio, per l’economia globale e per lo sviluppo internazionale.

TERRORISMO E DETENUTI
I tre leader hanno inoltre discusso della struttura detentiva statunitense di Guantanamo Bay a Cuba. Il presidente Bush ha detto che gli Stati Uniti e l’UE stanno “esaminando la questione”, e ha ribadito il suo desiderio di chiudere la struttura e di rimandare i circa 400 combattenti nemici, per la maggior parte provenienti dall’Arabia Saudita, Afganistan e Yemen, nei loro paesi di origine. “Vorrei che la questione fosse già risolta” ha aggiunto Bush, sottolineando il fatto che 200 combattenti sono già stati rispediti nei loro paesi.
Tuttavia, Bush ha detto che alcuni combattenti, catturati durante la guerra al terrorismo, dovranno essere giudicati dai tribunali degli Stati Uniti. “Si tratta di assassini a sangue freddo. Se fossero lasciati liberi di circolare ucciderebbero delle persone”, ha detto Bush.
Il cancelliere Schuessel ha detto che l’UE chiede che la struttura di Guantanamo sia chiusa perché crea un “vuoto legale” nella lotta al terrorismo, ma ha accolto con favore il desiderio espresso da Bush di chiuderla.

Nel suo discorso il presidente Barroso ha messo in rilievo i risultati conseguiti durante il summit, come l’istituzione di dialoghi ad alto livello sui cambiamenti climatici, sull’energia pulita e sullo sviluppo sostenibile; una strategia per proteggere i diritti della proprietà intellettuale; iniziative per contrastare il protezionismo economico, compresa l’eventuale firma di un accordo sui trasporti aerei; e la reciproca possibile istituzione di viaggi senza visto tra i paesi UE e gli Stati Uniti.
Il cancelliere Schuessel ha inoltre affermato che è stato raggiunto un accordo per consentire l’espansione di programmi di istruzione universitaria e di formazione professionale tra USA e UE, che raggiungerebbe “il triplo degli studenti rispetto al passato”.
