Ι. 1. The debate on the future of Europe may not be limited to the institutional system of the European Union and the so-called European Constitution.
It should be a global debate on the institutional, political, geopolitical and financial, namely, developmental future of the Union: on its institutional form and structure, the role of Member States in this institutional framework, comparative advantages of the European economy, assurance of its competitiveness, cohesion of European societies, employment, possibilities of transition from a single market and single financial policy to a single economy which manages and overcomes intra-European inequalities.
In other words, the real scope of the debate on Europe's future is the need to remedy European Union's multiple "deficits": its democratic, political and finally competitive deficits compared with the other major players of global economy, and indeed, based on not only today's facts, but also the projection of their future development.
2. Such debate, however, is reasonably primarily regarded as a discussion of institutional, or rather, constitutional content, mainly for two reasons:
First, because of the strong institutional problems of the Union, the resolution of which is a political prerequisite for the management of all others.

Ι. 1. Η συζήτηση για το μέλλον της Ευρώπης δεν μπορεί να περιοριστεί σε μια συζήτηση για το θεσμικό σύστημα της Ευρωπαϊκής Ένωσης και το λεγόμενο Ευρωπαϊκό Σύνταγμα.
Οφείλει να είναι μια συνολική συζήτηση για το θεσμικό, πολιτικό, γεωπολιτικό και οικονομικό, δηλαδή το αναπτυξιακό μέλλον της Ένωσης: για τη θεσμική της μορφή και διάρθρωση, το ρόλο των κρατών-μελών εντός του εν λόγω θεσμικού πλαισίου, τα συγκριτικά πλεονεκτήματα της ευρωπαϊκής οικονομίας, τη διασφάλιση της ανταγωνιστικότητάς της, τη συνοχή των ευρωπαϊκών κοινωνιών, την απασχόληση, τις δυνατότητες μετάβασης από μια ενιαία αγορά, καθώς και μια ενιαία οικονομική πολιτική σε μια ενιαία οικονομία που αντιμετωπίζει και υπερβαίνει τις ενδοευρωπαϊκές ανισότητες.
Με άλλα λόγια, το πραγματικό αντικείμενο της συζήτησης για το μέλλον της Ευρώπης είναι η ανάγκη κάλυψης των πολλαπλών «ελλειμμάτων» της Ευρωπαϊκής Ένωσης: του δημοκρατικού, του πολιτικού και εντέλει του ανταγωνιστικού της ελλείμματος σε σχέση με τους άλλους μεγάλους συντελεστές της παγκόσμιας οικονομίας και μάλιστα όχι μόνο με βάση τα σημερινά δεδομένα αλλά τη πρόγνωση της εξέλιξής τους.
2. Η συζήτηση αυτή είναι όμως λογικό να εμφανίζεται πρωτίστως ως μια συζήτηση θεσμικού ή μάλλον συνταγματικού περιεχομένου, για δύο κυρίως λόγους:
Πρώτον, γιατί τα θεσμικά προβλήματα της Ένωσης είναι σοβαρά και η επίλυση τους είναι πολιτική προϋπόθεση για την αντιμετώπιση όλων των άλλων.
