a) Descripción del Bien presentado
LAS ACEÑAS DE OLIVARES
Las aceñas de Olivares son el conjunto edificado más antiguo de los conservados en la ciudad de Zamora y representan el mejor exponente de la relación entre la ciudad y el río.
En el momento en que se iniciaron las obras de restauración no existía mas protección que su pertenencia al Catálogo Municipal.
El río Duero constituye la arteria divisoria entre dos zonas históricamente bien diferenciadas dentro de Zamora : La ciudad propiamente dicha -marcada por los tres recintos amurallados- y los "barrios" de Olivares, San Frontis, Cabañales y Pinilla, individualizados en su origen en torno a sus sobrias iglesias y hoy unidos por el desarrollo demográfico y urbano.
Ambas partes, aunque con un proceso parejo, han llevado a cabo distintas funciones a lo largo de la historia.
En la primera, se concentraron las actividades típicas de una ciudad y asociadas a los edificios que le eran y son representativos: mercado, artesanato, aspectos administrativos y legales y todo lo relacionado con la Iglesia y su sede episcopal. Por el contrario, los barrios desarrollaron una vida paralela, pero al mismo tiempo necesaria para el devenir de la vida urbana. Aquí será donde se asienten los agricultores que ponen en valor las huertas regadas por el río y que suministran los productos de primera necesidad- Huerta de las Pallas y de San Frontis-, o donde tienen su lugar de trabajo los artesanos del barro y de las pieles - Barrio de Olivares -.
Pero sin lugar a dudas, hay unas actividades que se realizan porque existe el río : la molienda del grano y el tratamiento de la lana y de las pieles. Y fruto de estas actividades, o mejor generadoras de ellas, han quedado unos edificios especialmente simbólicos y expresivos, las Aceñas y los Azudes que, en número de tres van recortando y dirigiendo las aguas desde los Tres Arboles hasta Olivares.
Sin embargo el paso del tiempo había quedado marcado en estos restos. En el caso de los Azudes, solamente son identificables por la abundancia de vegetación que los cubre y hace el agua serpenteante; en el de las Aceñas el estado de ruina y abandono, carentes de uso desde hace años , hace casi imposible la identificación, no solo del conjunto, sino de cada uno de los edificios , tal y como nos los muestran los distintos documentos gráficos que existen de la ciudad, al menos desde el siglo XVI.
Por ello el objetivo del proyecto fue la revalorización de las aceñas, los azudes y los márgenes del Duero , con el fin de integrarlas en el espacio suburbial de la ciudad de Zamora, a través de su consolidación y rehabilitación.
Entre todos los grupos de aceñas destacan por su importancia y antigüedad las de Olivares
RESEÑA HISTÓRICA.
El término aceña - del árabe "saniya"-, es usado desde época medieval para definir un molino movido por una rueda vertical de eje horizontal . La importancia de los ejemplos llegados hasta nosotros ha servido para que algunos investigadores los definan como "imponentes barcos de piedra". Sin embargo, el estado de conservación de la inmensa mayoría poco refleja ya la importancia que en su momento tuvieron , sobre todo en cuanto a la actividad económica se refiere.
La primera referencia que conocemos sobre el "Arrabal de Olivares" está fechada a finales del siglo X -año 986-, en un privilegio de Bermudo II que recoge Cesareo Fernandez Duro en su conocida obra sobre Zamora y su provincia. Posteriormente, en el año 1082 se hace reseña, con clara importancia de tipo económico, a las "aceñas y olivares" sitas en este arrabal, pasando a tener ya una cierta entidad en la época de Alfonso VII, tal y como demuestra la carta de donación fechada en 1157 :
" de illa azzuda de olivares que est sub
veteri ponte quantum pertinet regne potestati".
Posteriormente , en el siglo XIII aparece citada la construcción de tenerías en este barrio, pasando a tener una cierta entidad socioeconómica a partir de la época moderna.
Según la documentación escrita existente, las "aceñas de Olivares" -y las vecinas de Pinilla- forman parte de la propiedad del Cabildo Catedralicio, al menos desde el siglo XVI hasta la primera mitad del siglo XIX , coincidente con el proceso de desamortización. Durante este período, son abundantes los datos relacionados con su arrendamiento, usufructo y mantenimiento, siendo especialmente expresivas las referencias a los contratos de cantería para su restauración .
Asimismo son elocuentes las pugnas que mantienen los laneros, pañeros y curtidores con el propio Cabildo, también ubicados en el barrio de Olivares y necesitados del río para llevar a cabo su trabajo; pugnas que no desaparecerán hasta que, por diversos motivos, se reduzcan estos oficios hasta casi su desaparición.
Otro aspecto significativo es la denominación y referencia númerica de las Aceñas en esta época . Así en ocasiones se habla de cinco edificios y, en otras de seis o siete :
"Las siete paradas de aceñas en el río Duero, en la ribera que llaman de Olivares, fuera e cerca esta ciudad con las casas, paneras e caballerizas y corrales que tienen el cabildo en dichas aceñas y con el peso y casa de el peso".
Según Alvarez Vazquez, estas aceñas en el siglo XVI parecen ser "la Monterico (o Nueva, como relación a su reciente construcción) y Manca en una de las casas, la Rubisca y Armis en otra , y la aceña izquierda en otra ( junto con la Río, que era propiedad del Convento de Santa Clara).La sexta era la Triquitana (que en algunos contratos se dice que es la primera de Olivares y posiblemente por ello pasará a llamarse la Primera en el siglo XVII).La séptima sería la aceña ya citada de Río, que el Monasterio cede al Cabildo desde 1633 a cambio de recibir de éste 17 cargas (68 fanegas ) de trigo anuales". A partir del siglo XVII, sólo se citan cuatro aceñas - Río,Rubisca,Manca y Primera- lo que puede significar que el resto ya no tuvieran uso.
b) Descripción del estado de consevación y su uso ......
ESTADO PREVIO AL INICIO DE LAS OBRAS
Des los cinco edificios que constituían el conjunto de las "Aceñas de Olivares" representados por Anton van den Wyngaerde en el año 1570, tan solo han llegado a nosotros tres de ellos. Es posible que su destrucción fuera antigua ya que en otras representaciones posteriores, tales como las de 1756 y 1818 respectivamente, ya no aparecen.
-El acceso con su correspondiente embarcadero, ha perdido parte de los tajamares situados aguas abajo y las escaleras del embarcadero; la plataforma ha sido "restaurada" de forma poco acertada en los tramos donde se ha producido pérdida de la misma, al tiempo que los arcos presenta un avanzado estado de ruina, en especial el primero, cuyas dovelas han sido sustituidas por una especie de dintel- y el último que ha perdido parte de la obra de fábrica de su cara externa.
-La primera aceña , localizada junto a la margen derecha, ha perdido buena parte de su estructura. Conserva tan solo parte del muro lateral derecho y su cierre frontal aguas arriba, mientras que, aguas abajo permanece su tajamar, si bien presenta una imponente grieta vertical, así como la pérdida de varios sillares de su base. Su interior ha sido inutilizado y cerrado por medio de una valla de ladrillo y reja metálica.
-La segunda aceña o intermedia, conserva algo más de su estructura perimetral, manteniéndose en sus lados derecho y frontal y parte del izquierdo , si bien no queda nada de su cerramiento y cubierta . Aguas abajo ofrece completo su tajamar, donde se conserva un escudo con el "Agnus Dei", símbolo del que fuera su propietario, si bien ha perdido algunos sillares de su base . En su interior hay distintos chamizos para gallinero y otros usos.
-La tercera aceña es la que ofrece una vista más completa agua abajo, ya que conserva su tajamar y el remate de su muro frontal , que nos da la altura que pudo tener en origen. Sin embargo, sus muros laterales, como en los otros dos casos, están prácticamente perdidos.
-El arranque del azud , está muy perdido si bien es posible su restitución empleando los mampuestos todavía existentes.
DESCRIPCIÓN DE LAS PATOLOGÍAS EXISTENTES
El paso del tiempo y el abandono fueron los principales agentes que propiciaron el casi total derrumbamiento de las aceñas así como la desaparición de su mecanismos y elementos complementarios. La enorme suciedad de las riberas y el descuido en el mantenimiento de las zudas había generado una gran estado de degradación.
ACEÑAS
Las aceñas se encontraban completamente arruinadas, su ubicación dentro del río y la influencia de la acción del agua y de las fuertes crecidas había debilitado las fábricas fundacionales en contacto con el agua, lo que originó a lo largo del tiempo importantes derrumbamientos como consecuencia de la presión y el desgaste que produce el paso del agua y la incidencia de troncos y ramajes que arrastra el río produciendo importantes daños por impacto.
Los antiguas viguerías de madera, sobre las que colocaba el forjado de tablazón desde el que se alimentaban las tolvas se habían derrumbado, no existiendo más que la huellas en algunos de los paramentos, que nos permitieron suponer la ubicación de los antiguos elementos
Las cubiertas originales (de par hilera) habían desaparecido en su totalidad y solo la existencia de pequeños indicios en los restos de los paramentos nos ofrecían datos para su reconstrucción.
El paso hacia las aceñas y los arcos portantes se hallaban practicamente derrumbados y la falta de uso y mantenimiento había provocado el crecimiento de arbustos en el entorno , produciendo sus raíces importantísimas deformaciones en las fábricas y consiguientes hundimientos.
Los muros que se mantenían en pie estaban realizados con sillares de piedra arenisca hasta una altura aproximada de cuatro metros, completándose a partir de ahí con fábricas de ladrillo de tejar.
Las piedras y sillares producto de los continuos derrumbamientos se hallaban en el fondo del río lo que permitía su reutilización en las obras de reconstrucción.
Las antiguas maquinarias de los molinos habían desaparecido en su totalidad, así como las compuertas o aguatoches que cerraban las vías de entrada
c)Descripción del alcance de la realización.......
EL PROYECTO
ACEÑAS
El proyecto proponía la reconstrucción completa de las aceñas, la recuperación del más antiguo conjunto edificado de la ciudad de Zamora.
Partimos de la identificación pormenorizada y exhaustiva de todos los restos para, a través de su análisis, plantear la reconstrucción del conjunto recuperando todas y cada una de sus características, de tal modo, que pudieran ubicarse las maquinarias hidráulicas que igualmente proyectamos reconstruir.
Para a reconstrucción de los muros de fabrica de sillería se planteó la utilización de la piedra arenisca igual que la original, utilizando los restos deprendidos como consecuencia de los derrumbamientos que se encentraban en el fondo del cauce.
Para llevar a cabo estos trabajos se proyectó la construcción de un dique que permitía secar el entorno del área de intervención.
Una vez clasificadas las piedras, se planteó consolidar los azudes y las fundaciones de las aceñas, reconstruyendo las bases y tajamares, mediante la utilización de sillares labrados con la estereotomía precisa y recibidos con morteros de fraguado rápido y capaces de responder a las especiales solicitudes derivadas de la inmersión y presión de agua a la que estarán expuestos, reconstruyendo los arcos y el paso que da acceso a las aceñas , así como las guías labradas en piedra en cola de milano por las que discurrirán las compuertas, y resto de los elementos necesarios que garanticen el posterior funcionamiento.
Asimismo se propuso la ejecución de la estructura forjante y la armadura de cubierta en madera de roble de acuerdo con las técnicas y detalles tradicionalmente empleados.
La armadura de la cubierta se realizará mediante un sistema de par y hilera atirantado a medio par, sobre el que se dispondrá un sistema de correas de faldón que soportarán dos tableros uno fenólico y otro hidrófugo , una placa impermeable y sobre ella teja cerámica curva.
Una vez reconstruidos los edificios deberá realizarse la maquinaria completa para su instalación y funcionamiento.
Se proyectó la construcción de una rueda medieval que movería la maquinaria del molino hzarinero y otras dos de acuerdo con los modelos y diseños de Leonardo da Vinci que moverían el Batán y el Martinete.
El conjunto deberá de ser reutilizado como museo de si mismo en el que se explique a través de las máquinas y restos existentes la importancia del río, la fuerza del agua y el ingenio del ser humano, capaz de transformar la fuerza de la naturaleza en energía aplicable.
LA OBRA
Las obras fueron realizadas en dos fases:
La primera la llevó a cavo la Escuela Talle de Rehabilitación durante los años 96/97 realizando una serie de obras de consolidación en la primera aceña, y reconstrucción parcial de algunos sectores de primer arco del puente de acceso.
Estas obras contribuyeron a cumplir los objetivos de la Escuela Taller, cuyo reglamento contenido en la Orden Ministerial nº 8351 de fecha 29 de Marzo de 1988, tenío como objetivo la formación de especialistas en los diversos oficios artesanales, dado que con el paso del tiempo se han ido perdiendo al ser sustituidos por técnicas más nuevas con el pretexto del seguir el proceso, o de la simplificación de los materiales.
Con posterioridad, y por encargo del Excmo. Ayuntamiento se redactó un proyecto de rehabilitación y consolidación de las Aceñas firmado en Julio de 1999, adjudicandose las obras a la empresa constructora Rearasa .
La complejidad de las obra ha exigido un cuidado extremo en los trabajos de ejecución y restauración utilizando materiales y sistemas constructivos similares a los originales, dimensionando cada uno de los elementos componentes en función de los requerimientos de tan expuesto y extraordinario lugar, procurando en resumen, plantear soluciones acordes y respetuosas con la colosal importancia del conjunto sobre el que actuamos.
Reconstruimos los arcos utilizando cimbras y apeos de madera similares a los que seguro fueron empleados en la construcción primera. Los muros de piedra fueron ejecutados con sillares similares a los originalmente utilizados. Para pavimentar el pontón de acceso de utilizaron lajas de piedra de gran espesor. Los forjados y la armadura de las cubiertas fue realizada con madera de escuadrías y sistemas de junta y ensamblaje similares a los tradicionalmente empleados. Las máquinas se han reconstruido con arreglo a los modelos originales utilizando los materiales exigidos en función de los requerimientos.
Estas obras de Consolidación, restauración y reconstrucción de los sectores arruinados, han logrado la recuperación del conjunto así como de sus características y firmeza que en otros tiempos tuvo.
Asimismo se ha procedido a la instalación parcial de maquinarias y elementos de protección que permitirán el funcionamiento de las mismas.
Mediante este proceso Se ha intentado, en suma, reconstruir, no solo la arquitectura sino lo que la arquitectura alberga al pasar el tiempo, la tradición, la historia, los lecciones y recuerdos de otros tiempos.

La reconstrucción de las Aceñas de Olivares, constituye una considerable aportación a la conservación y mejora del patrimonio Europeo por las siguientes razones:
Por su antigüedad ya que conocemos datos de su existencia en el año 986.
Por sus especiales características arquitectónicas derivadas de su funcionalidad y emplazamiento, verdadera demostración de racionalidad y belleza.
Por su razón de ser, clave del sustento de los seres humanos durante la edad media y expresión de la transformación de la fuerza de la naturaleza en energía útil y aplicable.
Por ser ejemplo de Integración de la arquitectura en el medio natural.
Por su interés cultural y didáctico, ya que estos edificios explican por si mismos una importante parte de la historia del lugar el que se encuentran.
Por su extremada fragilidad, ya que de no haber realizado esta obras de reconstrucción y restauración, los edificios hubieran desaparecido en un corto espacio de tiempo y con ello todo lo que en el orden histórico, social y cultural representan.

a) Description of the Property presented
LAS ACEÑAS DE OLIVARES(THE WATERMILLS OF OLIVARES)
The Watermills of Olivares is the oldest group of buildings in the City of Zamora of those preserved and which represent the best example of the relationship between the city and the river.
At the time when the restoration work began, no more protection existed than their belonging to the Municipal Catalogue.
The River Duero is the artery which divides the two historically different areas within Zamora. The city itself- marked by the three walled areas- and the “neighbourhoods” of Olivares, San Frontis, Cabañales and Pinilla, singled out in their origin by the sober churches and today integrated by the urban and demographic development.
Both parts, even with an equal process, have had different functions throughout history.
In the first, the typical activities of a city were concentrated and associated to the buildings which were and still are representatives: Market, handicrafts, administrative and legal aspects and everything related to the Church and its See. On the other side, the neighbourhoods developed a parallel life, but at the same time necessary for the development of urban life. Here would be where the farmers settled who focused on vegetable gardens irrigated by the river and that supply products of first necessity – Huerta de la Pallas and San Frontis- or where craftsmen of clay and animal skins had their place of work –The neighbourhood de Olivares-.
But without a doubt, there are activities which are carried out because the river exists: grain milling and the treatment of wool and of animal skins. Especially symbolic and expressive buildings have remained, fruit of these activities, or better, generators of them, The Watermills and The Waterwheels, which are three, gradually direct the water from Tres Arboles towards Olivares.
However the passage of time has left marks on these remains. In the case of The Waterwheels, they are only identifiable by the abundance of vegetation that covers them and makes the water twist and turn; in the case of The Watermills the state of ruin and abandonment, the lack of use for some years makes it almost impossible to identify not only the group, but every one of the buildings, as we can see in the different illustrative documents that exist of the city, at least since the XVI century.
Because of this, the objective of the project was the revaluation of the watermills, the waterwheels and the banks of the Duero, in order to integrate them into the suburban area of the city of Zamora, by their consolidation and rehabilitation.
Among all the groups of watermills, those of Olivares are the most outstanding for their importance and antiquity.
HISTORICAL SUMMARY.
The term aceña (watermill), from the Arabic “saniya,” is used since medieval times to define a mill moved by a vertical wheel with a horizontal axis. The importance of the examples which have come down to us, have served for some investigators to define them as “impressive boats of stone.” However, the state of conservation of the greater majority indicates little of their importance in their time, especially regarding the economic activity.
The first reference we know of regarding the “Arrabal de Olivares” (Suburb of Olivares) is dated at the end of the X century –the year of 986- in a privilege by Bermudo II which is mentioned by Cesareo Fernandez Duro in his well known work about Zamora and its province. Later in the year of 1082 mention is made of the "aceñas y olivares" (watermills and olive groves), with clear economical importance situated in this suburb, going on to have a certain importance in the time of Alfonso VII, as is shown in the letter of donation dated 1157:
" de illa azzuda de olivares que est sub
veteri ponte quantum pertinet regne potestati".
Later, in the XIII century they are mentioned in the construction of tenerías (tanneries) in this neighbourhood, going on to have a certain socioeconomic importance as from the modern age.
According to existing written documents, the “aceñas de Olivares” -and the neighbours of Pinilla- form part of the property of the Cabildo Catedralicio (Cathedral Chapter), at least from the XVI century until the first half of XIX century, coinciding with the process of “desamortizacion” (Sale of Church lands). During this period, data related to the rental, usufruct and maintenance are abundant, with clear references to the stonework contracts for the restoration.
At the same time the conflicts, maintained by the wool industry, drapers and tanners with the Chapter itself, also situated in the neighbourhood of Olivares and needing the river to carry out their work, are eloquent; conflicts that do not cease until, for various reasons, these occupations are reduced until they almost disappear.
Another important aspect is the name and numerical reference of the Watermill at this time. Thus on occasions five buildings are mentioned and in others six or seven:
“The seven stops at watermills in the River Duero, on the banks called Olivares, on the outskirts and near this city with the houses, bakers, stables and corrals that the chapter has in the said watermills and with the weight and the weighing house."
According to Alvarez Vazquez, these watermills in the XVI century seem to be “la Monterico (or Nueva (New), related to its recent construction) and Manca on one of the houses, the Rubisca and Armis on another, and the left watermill on another (together with the Rio, which was property of the Convent of Santa Clara). The sixth was the Triquitana (which in some contract is said to be the first of Olivares and perhaps for that reason became the Primera (First) in the XVII century). The seventh would be the watermill mentioned before of Rio, which the Monastery gave to the Chapter from 1633 in exchange for receiving 17 “cargas” (68 fanegas) of wheat per year. As from the XVII century, only four watermills are mentioned – Rio, Rubisca, Manca and Primera- which could mean that the rest were no longer used.
b) Description of the state of conservation and their use…
CONDITION PRIOR TO THE BEGINNING OF THE WORKS
Of the five buildings which made up the whole of the “Watermills of Olivares” painted by Anton van den Wyngaerde in the year 1570, only three of them have come down to us. It is possible that their destruction was old as in other later paintings, like those of 1756 and 1818 respectively, they no longer appear.
-El acceso (the access) with its corresponding jetty, has lost part of the cutwaters situated further down river and the steps of the jetty; the platform has been “restored” in a rather inadequate way in the sections where they were destroyed, at the same time as the arches show an advanced state of destruction, especially the first, where the keystone has been substituted by a kind of lintel- and the latter has lost part of the work of the brickwork on the outer face.
-The first watermill, located near the right bank, has lost a good part of its structure. Only part of the right lateral wall remains and the up water front shutter, whilst, down water its cutwater remains, although it has an impressive vertical crack, as well as various blocks of stone missing from the base. The interior has been rendered useless and closed by a brickade and a metal railing.
-The second watermill or intermediate conserves something more of the perimeter structure, maintaining the right sides and front and part of the left, although nothing remains of the closure and roof. Down water its cutwater is complete, were there is a coat of arms with the “Agnus Dei,” symbol of who was the proprietor, although it has lost some stonework at the base. Inside there are various huts for hen houses and other uses.
- The third watermill is that which has a more complete view down water, as it conserves its cut water and the termination of the front wall, giving us an idea of the height it could have had originally. However, the lateral walls, as in the other two cases, are practically destroyed.
- The starter of the water wheel is badly damaged, although it is possible to reconstruct it using the still existent rough stones.
DESCRIPTION OF THE EXISTENT DAMAGE
The passage of time and abandonment were the main agents which caused the almost total collapse of the watermills as well as the disappearance of the mechanisms and complementary elements. The enormous amount of dirt by the riverbanks and the neglect in the maintenance of the waterwheels has caused a great deterioration.
WATERMILLS
The watermills were found to be completely ruined, their situation in the river and the influence of the action of the water and of the heaving flooding had debilitated the foundation stonework in contact with the water which, over time has caused important collapses as a consequence of the pressure and the erosion caused by the water flow and the effect of trunks and branches dragged by the river and causing a lot of damage by impact.
The old wooden beams, on which the wrought iron boards where placed and the hoppers fed had collapsed, there were no more than the marks in part of the wall face, allowing us to imagine the situation of the antique parts.
The original roofs (of coupled roof) had completely disappeared and only indications in the remains of the hangings gave us data for the reconstruction.
The way toward the watermills and the supporting arches had practically collapsed and the lack of use and maintenance had provoked the growth of bushes in the environment and their roots had caused serious deformities in the stone work causing subsidence.
The walls that remained standing were constructed with blocks of sandstone to a height of approximately four metres, terminating it from there with roof tile stonework.
The stones and blocks of stone produced by the continuous collapses were found on the bottom of the river, which permitted their use in the reconstruction work.
The old mill machinery had disappeared completely, as well as the floodgates or pumps which closed the ways of entry.
c) Description of the scope of the work carried out....
THE PROJECT
WATERMILLS
The project proposed the complete reconstruction of the watermills, the recovery of the most ancient group of buildings constructed in the city of Zamora
We began with the detailed and exhaustive identification of all the remains to be able, through their analysis, consider the reconstruction of the area, recovering each and every one of the characteristics, in such a way, that it would be possible to install the hydraulic machinery that we also intend to reconstruct.
For the reconstruction of the walls of ashlar masonry, the use of the sandstone was considered as in the original, using the remains that had come away as a consequence of the collapses that were found on the river bed.
To carry out this work the construction of a dyke was planned, which would allow the drying of the working area.
Once the stones were classified, the consolidation of the water wheels and the foundations of the watermills were considered, reconstructing the bases and cutwaters, by the use of ashlar stone worked with the precise stereotomy and laid on rapid mortar set, able to respond to the special needs that the immersion and pressure of water require, reconstructing the arches and the way that gives access to the watermills, as well as the runners worked in stone in dovetail where the floodgates ran, and the rest of the necessary elements to guarantee the that it works later.
At the same time the construction of a forged structure and the roof framework in oak wood according to the techniques and details traditionally used.
The framework of the roof was done by a system of coupled room anchored to half roof truss, over this is placed a system of skirted purlins which support two boards one phenolic and the other water repellent, an impermeable sheet and over this curved ceramic roof tiles.
Once the buildings are reconstructed the complete machinery should be made for the installation and working.
The construction of a medieval wheel was projected that would move the machinery of the flour mill and another two, according to the models and designs of Leonardo da Vinci that would move the Fulling hammer and the Drop hammer.
The whole area should be used as a museum where the importance of the river, the power of the water and human ingenuity, able to transform the power of nature into applicable energy are explained.
THE WORK
The works were carried out in two phases:
The first was carried out by the Rehabilitation Workshop School during 96/97, carrying out a series of consolidation work on the first watermill, and partial reconstruction of some sections of the first arch of the access bridge.
These works contributed to completing the objectives of the Workshop School, which regulation, contained in the Ministerial Decree no 8351 dated 29th March 1988, which had the objective of training specialists in the diverse craft trades, given that they have been lost during the passage of time, being substituted by newer techniques with the pretext of continuing with the process or with the simplification of the materials.
Later, and by order from the Town Council, a project of rehabilitation and consolidation of the Watermills was drawn up and signed in July 1999, awarding the work to Rearasa the construction company.
The complexity of the works has required extreme care in the carrying out of the works and restoration, using materials and constructive systems similar to the originals, measuring each of the elements according the requisites of such an exposed and extraordinary place, to sum up, trying to use solutions that are in accordance and respectful to the colossal importance of the area we are working on.
We rebuilt the arches using wooden arch centres and supports similar to those used in the first construction. The stone walls were done with ashlar similar to those originally used. For paving the bridge of access thick stone flagstones were used. The wrought iron and the framework for the roofs were done with wooden squares, joining systems and assembly similar to those traditionally used. The machines have been reconstructed according to the original models using the necessary materials according to requirements.
These works of consolidation, restoration and reconstruction of the two ruined sectors have achieved the recovery of the area as well as the characteristics and stability which it had in other times.
At the same time the partial installation of the machinery and protective elements have been carried out which will allow it to work.
By this process, in short, we have attempted to rebuild, not only the architecture but that the architecture contains the passage of time, tradition, history, the lessons and memories of other times.

The reconstruction of the Windmills of Olivares constitutes a considerable contribution to the conservation and improvement of the European patrimony for the following reasons:
Because of its antiquity as we know of data of its existence in the year 986.
Because of its special architectural characteristics derived from the functionality and situation, a real demonstration of rationality and beauty.
Because of its reason for existing, it was the key to man’s sustenance during the middle ages and an expression of the transformation of natural force into a useful and applicable power.
Because it is an example of the Integration of architecture in the natural environment.
For its cultural and educational interest, as these buildings explain for themselves an important part of the history of the place where they lie.
Because of their extreme fragility, as, had the work of reconstruction and restoration not been carried out, the buildings would have disappeared in a short period of time and with them all that they represent in historical, social and cultural order.

Los blancos blancos –de origen español, de origen estadounidense, alemán,
ingles, europeo en general– por lo general, hacen los trabajos mejor
cualificados. Salvo que sean portugueses o italianos y algunos españoles,
que hacen trabajos como de distribución de alimentos: son los dueños de
abastos grandes, de pescaderías, de zapaterías, controlan ese tipo de
negocios. Digamos que están dentro de los sectores medios. Al nivel de las
corporaciones están siempre los hijos de los oligarcas criollos, pero
también están estos representantes de los Estados Unidos, de Alemania, de
Inglaterra, de Francia... Más abajo están los que viven en condiciones de
pobreza. Allí están básicamente los negros y los mestizos.
Los indígenas están excluidos prácticamente de todo. Ellos, por ejemplo,
llegan a Caracas y los sacan, los vuelven a sus zonas de origen pero no les
resuelven sus condiciones de vida y entonces los índices de mortalidad son
muy altos. En Venezuela los más discriminados son los indígenas. Luego
están las negros, con menos discriminación porque el mestizaje hace que sea
muy difícil precisar. Pero en los casos en que la piel sea más oscura y los
rasgos sean más de africano, la discriminación es mayor también para ellos.
Pero no más que la de los indígenas. Y los trabajos por supuesto son los
trabajos peor remunerados.
Mucha gente está trabajando en la calle como buhonero, trabajador por cuenta
propia. No tienen trabajos realmente salariales, como en una fábrica. En
la fábrica entran por igual mestizos y negros pero creo que el más
discriminado es el trabajo informal, que realiza la mayoría de la población
ya más africana. Y la agricultura. En los estados en los que hay mucha
porción de población negra es en los estados agrícolas, en las plantaciones
de caña de azúcar y en las centrales azucareras. Muy mal pagada y en
condiciones realmente muy difíciles.

Many people are working in the street as self employed peddlers,. They do not have real jobs with salaries, such as a factory. In the factory coloured people and mixed races are equally admitted but I think that the casual labour is most discriminated that is the work the majority of the African population do. And agriculture. The states where there is a large proportion of coloured population are the agricultural states, on the sugar cane plantations and in the sugar factories. There, they are very badly paid and work under extremely bad conditions.
