I. WHY IS FIRE A MATTER OF CONCERN FOR AFRICAN AGRICULTURE?
1. People in Africa have employed fire for millennia, for heating, cooking, hunting, clearing land for agriculture and many other purposes. There are indications from Swartkrans Cave, South Africa, for controlled use of fire by early hominins over a million years ago, and Stone Age people in Zambia were using fire about 55,000 years ago. Given this long history, it is not surprising that fire and its use is deeply embedded in the cosmology, culture and traditions of many African societies.
2. Within the tropics, fire is widely used to clear forests for planting pastures, crops or plantations, and is often portrayed as the prime agent of deforestation rather than as the tool. The smoke, haze and atmospheric pollution from these deforestation fires adversely affect air quality, with accompanying risks to human health and welfare.
3. Biomass burning produces greenhouse gases that are altering the chemistry of the atmosphere, thereby contributing potentially to global climate change, an issue of increasing international concern. Too frequent or exceptionally intense fires can damage natural resources and the habitats of plants and animals, perhaps threatening biodiversity locally. All this has been vividly depicted in the media, heightening public awareness, anxiety and calls for action.
4. The positive aspects of fire are less widely appreciated. Fire is a natural phenomenon that influences the composition and dynamics of communities. Some species are adapted to fire and decline in its absence. Fire drives organic matter and nutrient dynamics in many ecosystems, including some agricultural ones.
5. Pastoralists use fire to improve grazing for their livestock, while agriculturalists employ it to clear and fertilise land prior to cultivation. Although some nutrients are volatilised during burning, a proportion is eventually returned through deposition from the atmosphere.
6. Fire is therefore important in the management of many ecosystems and is often essential to maintaining their diversity and productivity. It is generally cheaper and easier to use than any other land-management tool, more so if the broader environmental costs are discounted.
7. This Information Note outlines what is known of the uses and extent of fire in Africa, particularly at the agriculture-forestry interface. The effects of these are summarised, particularly in relation to conservation agriculture and sustainable agricultural rural development. The global significance of fires in Africa is then briefly reviewed. Finally, it points the way forward for better fire management and suggests what is needed to support this.

1. Les populations africaines se servent du feu depuis des millénaires pour se chauffer, cuisiner, pour la chasse, le défrichage des terres destinées à l’agriculture et à de nombreuses autres fins. On a trouvé des traces dans la grotte de Swartkrans, en Afrique du Sud, d’un usage maîtrisé du feu par les premiers hommes il y a plus d’un million d’années, et les populations de l’âge de la pierre en Zambie utilisaient le feu il y a 55 000 ans environ. Compte tenu de cette longue histoire, il n’est pas surprenant que le feu et son usage soient profondément ancrés dans la cosmologie, la culture et les traditions de nombreuses sociétés africaines.
2. Sous les Tropiques, le feu est largement utilisé pour défricher les forêts et installer des pâturages, des cultures et des plantations, et il est souvent décrit comme premier facteur de déboisement au lieu d’en être l’outil. Les fumées, la brume et la pollution atmosphérique de ces feux de déboisement nuisent à la qualité de l’air et sont porteurs de risques pour la santé humaine et le bien-être des populations.

Des feux et incendies trop fréquents ou exceptionnellement intenses peuvent porter préjudice aux ressources naturelles et aux habitats de la faune et de la flore, jusqu’à menacer la biodiversité locale. Ces phénomènes ont été exposés sans complaisance dans les médias, entraînant une sensibilisation accrue de l’opinion et le souci d’apporter à ce problème des réponses concrètes.
4. Le feu a toutefois des aspects positifs moins largement reconnus. C’est un phénomène naturel qui influe sur la composition et la dynamique des collectivités. Certaines espèces sont adaptées au feu et dépérissent en son absence. Le feu est le moteur de la dynamique de la matière organique et des nutriments dans de nombreux écosystèmes, dont certains écosystèmes agricoles.
5. Les pasteurs se servent du feu pour améliorer les pâtures de leur bétail, tandis que les agriculteurs y ont recours pour défricher et fertiliser les terres avant leur mise en culture. Bien que certains nutriments s’échappent lors des brûlis, une partie d’entre eux sera restituée par l’atmosphère sous forme de dépôt.
6. Le feu est donc important dans la gestion de nombreux écosystèmes et s’avère souvent un élément essentiel du maintien de leur diversité et de leur productivité. Il revient généralement moins cher et se montre plus facile d’utilisation que tout autre outil d’aménagement du territoire, et ce plus particulièrement lorsqu’il est fait abstraction de ses coûts environnementaux au sens large.
7. La présente note d’information propose un tour d’horizon des connaissances dont on dispose sur les utilisations du feu et leur portée en Afrique, en particulier dans les interactions entre agriculture et forêts. Les effets de ces usages sont récapitulés, notamment dans leurs rapports avec l’agriculture de conservation et le développement durable. L’importance globale des feux en Afrique est ensuite rapidement examinée. Enfin on y dégage les perspectives futures d’une meilleure maîtrise des incendies en suggérant les mesures à prendre dans cette optique.
