Die Beförderung der KV-Waggons in Ganzzügen, das heisst in separaten geschlossenen Zügen, von der Versand- zur Empfangsumschlaganlage war von Anfang an das Ziel für den Eisenbahnbetrieb. Es sollten also keine einzelnen Waggons der Bahn zur Beförderung übergeben und über Rangierbahnhöfe zu verschiedenen Zielbahnhöfen befördert werden. Die Produktionseinheit für den kombinierten Verkehr sollte, ähnlich wie beim Massenzugverkehr für Erz, Kohle und Stahl, der Ganzzug und nicht der einzelne Waggon sein. Deswegen wurden die für den Güterverkehr vorgesehenen Rangierbahnhöfe von den Zügen des kombinierten Verkehrs nicht benutzt.

Handling, that is loading and unloading of trains, was to be the responsibility of each UIRR company. The handling infrastructure, i.e., tracks and cargo areas was provided as a rule by the railways. It was mostly up to the UIRR company to procure and maintain equipment for horizontal transhipment. Rail running gantry cranes were built, partly by UIRR companies with state subsidies, partly by national railways. Since the late 80s, special cargo handling companies have also been involved in construction of the cranes.
From the start, the railway industry’s job was provision for combined transport wagons within block trains - that is, complete train loads of fixed length, between sending and receiving terminals. Within this concept, the idea of individual wagons being sent to their destination stations via freight marshalling yards was no longer viable. The production unit for combined transport was, as for ore, coal and steel, the block train rather than the single wagon. Hence, CT trains did not make use of freight marshalling yards.
