4.6.10 Gender issuesDescribe gender and other social inequities regarding program implementation and access to the services to be delivered and how this proposal will contribute to minimizing these gender inequities.
L'inégalité entre les genres en ce qui concerne l'accès aux prestations sanitaires de bases, y compris les services de la LAT est peu probable. En effet, deux enquêtes effectuées à Casablanca, Rabat, Témara, Tétouan, Tanger, Fès et El-Jadida ont montré que parmi les patients qui consultent pour des symptômes respiratoires dans les centres publics de santé primaire 60% sont du genre féminin et 40% du genre masculin. Une autre enquête effectuée, selon le même protocole d'étude, dans des cabinets privés de médecine générale à Casablanca et Témara a rapporté que parmi les patients respiratoires 50% étaient du genre féminin et 50% du genre masculin. Les deux types d'études ont montré, par contre, que parmi les consultants tout venant la proportion des malades respiratoires était plus élevée dans le genre masculin que dans le genre féminin. Par ailleurs, bien que parmi les cas de TPM+ le genre masculin représente 57% et que l'incidence de la TPM+ est 50 à 90% plus élevée chez l'homme par rapport à la femme, le nombre et l'incidence des cas de tuberculose extra-pulmonaire sont sensiblement les mêmes dans les deux genres. Il importe de noter que les procédures de diagnostic sont souvent plus onéreuses pour la tuberculose extra-pulmonaire que pour le TPM+.Dans les conditions opérationnelles actuelles des services de la LAT, il paraît improbable que les services de la LAT soient moins accessibles aux individus du genre féminin qu'à ceux du genre masculin. Par conséquent, les interventions qui seront introduites dans le cadre de cette proposition seront accessibles de façon égale à tous les individus quel que soit leur genre.Les personnes issues de familles à faible revenu utilisent autant que possible les services sanitaires publics. Dans les quartiers pauvres des villes, la surcharge de travail dans ces services est souvent importante; toutefois, de nombreux médecins généralistes y installent des cabinets assurant des prestations de santé primaire. La présente proposition :
Ø considère la tuberculose qui, au Maroc, affecte plus les pauvres
Ø cible en priorité les groupes vulnérables des centres urbains ayant une forte incidence tuberculeuse
Ø va mettre en oeuvre des interventions impliquant les structures publiques et privées de santé primaire en contact avec les populations socialement vulnérables.
Il est clair que les activités qui seront mises en oeuvre dans le cadre de cette proposition vont plutôt réduire l'inaccessibilité potentielle en matière de LAT pour les populations les plus défavorisées.

Gender inequality is unlikely in terms of access to primary healthcare facilities, including LAT (Campaign Against Tuberculosis) services. In fact two studies carried out in Casablanca, Rabat, Témara, Tétouan, Tanger, Fès andt El-Jadida showed that, among patients with repiratory symptons attending public primary health centres, 60% were female and 40% male. Another study using the same research design carried out in private medical clinics in Casablanca et Témara showed that 50% of repiratory patients were female and 50% male. However the two studies showed that among all patients there was a higher proportion of repiratory disease among males than among females.
Moreover, although men form 57% of PDP+ cases and the incidence of PTB+ is 50% to 90% higher in men than in women, the number and incidence of cases of extrapulmonary tuberculosis are much the same in both sexes. It is important to note that diagnostic procedures for extrapulmonary tuberculosis are often more onerous than those for PTB+.
In the conditions in which LAT services currently operate it seems improbable that they are less accessible to women than to men. Therefore the treatment which will be provided in the context of this plan will be accessible to all individuals whatever their sex
People from low income families use public health services whenever possible. In the poorest areas of our cities these services are often overburdened; however many general practitioners have set up clinics there, thus ensuring that primary health care is provided.
The current plan :
Ø focuses on tuberculosis which affects the poorest people in Morocco
Ø prioritises vulnerable groups in urban centres where the incidence of tuberculosis is high
Ø will set up treatment programs involving both public and private primary health providers which are in contact with socially vulnerable groups.
It is clear that the programs that will be set up within the framework of this plan will increase availability of LAT services for the most disadvantaged groups.

08:44 El presidente de Microsoft Internacional, Jean-Philippe Courtois, anunció hoy la creación de una alianza empresarial, promovida por la compañía de software, que destinará en los próximos cinco años 60 millones de euros a la formación tecnológica de los ciudadanos europeos.
Durante la presentación del tercer Foro europeo de Líderes Gubernamentales de Microsoft, que se celebrará hoy y mañana en Lisboa, Courtois destacó que esta iniciativa servirá para formar a más de 20 millones de ciudadanos del Viejo Continente en materia de tecnologías de la información y la comunicación (TIC) .
El objetivo de esta asociación, denominada “ European Alliance on Skills for Employability ” , es dotar a los europeos de las habilidades necesarias para trabajar de una manera competitiva en la nueva Sociedad de la Información y el Conocimiento, apuntó el responsable de Microsoft Internacional.
La inversión de 60 millones de euros se destinará a facilitar tecnología, formación, y certificación educativa, añadió.
Uno de los objetivos de la alianza es elevar el número de academias de tecnologías de la información en Europa desde las mil 800 que hay en la actualidad hasta 8.000 en todo el continente.
En opinión de Microsoft, Europa debe hacer un gran esfuerzo para promover la alfabetización digital entre los trabajadores de mayor edad, los jóvenes y los discapacitados.
Courtois advirtió de la competencia que suponen las economías emergentes en una economía cada vez más globalizada, y apuntó que China ya ha superado a los Estados Unidos como primer exportador mundial de tecnología.
Asimismo indicó que, de acuerdo con las actuales tendencias demográficas, Europa verá reducida su fuerza laboral en más de 50 millones de personas en el plazo de cuatro décadas.
En opinión del responsable de Microsoft, el cumplimiento del objetivo que se ha marcado la Unión Europea de crear 20 millones de empleos hasta 2010 sólo es posible con la innovación, un concepto al que Europa sólo destina el equivalente al 1.9% de su Producto Interior Bruto (PIB) , muy lejos todavía del objetivo del 3% para 2010, y de los actuales ratios de inversión de otras potencias económicas, como Estados Unidos y Japón, que superan ya el 2.5% de su PIB.
En este mismo sentido se pronunció hoy el presidente de la Comisión Europea, José Manuel Barroso, al referirse a la escasa innovación de la mayor parte de los 20 millones de pymes europeas, que conforman el principal motor de empleo de la región.
Otro importante anuncio realizado hoy por Microsoft durante el Foro europeo de Líderes Gubernamentales fue el desarrollo de una herramienta capaz de bloquear los contenidos de Internet sólo a nivel regional.
El vicepresidente, consejero general y máximo responsable en cuestiones legales de Microsoft, Brad Smith, avanzó que la compañía tendrá lista, “ en un plazo muy corto de tiempo ” , una nueva herramienta que permitirá bloquear el acceso a determinados contenidos en aquellos países cuya legislación imponga limitaciones o prohibiciones, sin que el resto de la comunidad internauta internacional se vea afectada.
Smith se refirió en concreto a los “ blogs ” , el nuevo fenómeno de Internet en el que los usuarios escriben y publican en Internet todo tipo de opiniones y contenidos personales, y que en algunos países, como en China, han levantado ampollas entre los censores gubernamentales.
El objetivo de Microsoft, según explicó Smith, es crear una “ herramienta efectiva para bloquear el acceso (a los contenidos) en un país y permitirlo desde otros ” .
En cualquier caso, el responsable de Microsoft quiso dejar claro que la prioridad de la compañía es “ facilitar el acceso global a la información ” y que sólo bloqueará el acceso a ciertos contenidos en aquellos casos en que reciba “ notificación legal ” de un gobierno acerca de la violación de alguna ley local.
Microsoft, que presta servicios de Internet a través de MSN, responde así a las duras críticas que ha recibido, junto con otras empresas, como Google y Yahoo!, por plegarse a las exigencias de China a la hora de bloquear algunos “ blogs ”.

08:44 The president of Microsoft International, Jean-Philippe Courtois, announced that his software company Microsoft has set up a business alliance that will channel 60 million euros into technology training for the citizens of Europe over the next five years.
Speaking at the Third Microsoft European Leaders Forum, which is taking place today and tomorrow in Lisbon, Portugal, Courtois pointed out that that this initiative will provide training in information and communication technology (ICT) for more than 20 million Europeans.
The aim of this association, known as the “European Alliance on Skills for Employability”, is to give Europeans the necessary skills to compete in the new Information and Knowledge Society, according to Microsoft International’s president.
He added that this investment of 60 million euros is aimed at providing access to technology, training, and educational qualifications.
One of the objectives of the Alliance is to increase the number of the existing 1,800 information technology academies or e-colleges to 8,000, spread throughout the continent.
Microsoft believes that Europe should make a greater effort to promote computer literacy among older workers, the young, and people with disabilities.
Courtois warned of the competition from emergent nations in an increasingly globalizad economy, and pointed out that China had already overtaken the United Status as the greatest global net exporter of technology.
He also made the point that, according to current demographic predictions, Europe will see its labour force shrink by more than 50 million over the next forty years.
Microsoft’s president is of the opinion that the European Unions’s target of creating 20 million jobs by 2010 will only be achieved through innovation, for which Europe has set aside only the equivalent of 1.9% of its Gross Domestic Product (GDP), still far below the 3% it is aiming to reach by 2010, and less than the investment rates of other economic powers like the United States and Japan, which already invest over 2.3% of their GDP.
This problem was underlined by the President of the European Union, José Manuel Barroso, referring to lack of innovation by the 20 million small and medium-sized enterprises that are Europe’s main generators of employment.
Another important announcement from Microsoft during the Lisbon European Leaders Forum today was that it has developed a blocking tool that is able to block Internet content within a single region.
Microsoft’s vice president and legal advisor, Brad Smith, stated that that the company would make available “in a very short time” a new blocking tool that will allow certain countries whose laws impose prohibitions or limitations on access to certain web content to block access to that content, without affecting the rest of the international cyber community.
Smith was referring specifically to “blogs”, the new Internet phenomenon which enables users to write and publish all kinds of personal opinions and content on the Internet, which in some countries, like China, have raised the hackles of government censors.
Microsoft’s aim, explained Smith, was to create “an effective tool for blocking access (to content) from one country while allowing access from others”.
However, the Microsoft representative wished to make clear that the company’s priority was “to facilitate global access to information”, and that it would only block access to certain content in cases where they had received “legal notification” from a government that there was a violation of local legislation.
Microsoft, which provides Internet services via MSN, was responding to the harsh criticisms directed at it, along with other companies like Google and Yahoo!, for yielding to pressure from China when it wanted to block certain “blogs”.
