قبل أن نشرع في تناول موضوعنا الأساسي وهو دراسة السياسة وما يتصل بها من نظم الحكم المعاصرة، نعتقد أنه من الملائم هنا أن نشير إلى العلوم الاجتماعية إشارة عابرة على أساس أن السياسة فرع من فروع العلوم الاجتماعية الأساسية ومن أقدمها، وإن بدت العلوم الاجتماعية للنظرة غير الفاحصة أو غير المدققة على أنها أقل شأنا من العلوم الطبيعية وخاصة في مجال التطبيق إلا أنها (أي العلوم الاجتماعية) غير ذلك. فقد أثبت التطبيق العملي لمختلف فروع العلوم الاجتماعية فعالية لدرجة تفوق في كثير من الأحيان فعالية العلوم الطبيعية ودرجة تأثيرها في توجيه بل وتحويل حياة الإنسان المعاصر وسلوكه.
إن من اليسير على الدارس المدقق-بل وغير المدقق- أن يلاحظ أثر وسائل الدعاية والدعوة في المجتمعات الشمولية، وأثر الإعلام في البلدان الرأسمالية، ففما لا شك فيه أن هذه الوسائل التي ابتدعتها علوم المجتمع لها من الأثر في تحويل حياة الناس ما يفوق تفتيت الذرة.
ويختلف موقع النظرية والتطبيق في العلوم الاجتماعية عنه في العلوم الطبيعية، فالتقدم في النظرية بالنسبة للعلوم الطبيعية يتوقف على مدى نجاح التطبيق العملي، بينما يحدث العكس في العلوم الاجتماعية حيث يكون التطبيق العملي أكثر تقدما من النظرية. ومن ثَمَّ فهناك تباين واضح بين فعالية تطبيق العلوم الاجتماعية وحالة الفوضى بالنسبة لنظريتها. فلا يتفق أو يوافق علماء الاجتماع –على سبيل المثال- على التعاريف الأولية والمفاهيم الأساسية الخاصة بعلم الاجتماع، حيث نجد أن كل واحد منهم يتحدث بلغته ومفاهيمه الخاصة، مما يؤدي بالتالي إلى صعوبة الاتصال أو التلاقي فيما بينهم. وهذا شيء واضح ويسير ويستطيع أن يقف عليه أي دارس لتراث العلوم الاجتماعية والعلوم الطبيعية. وبالرغم من ذلك فإن نظرة عامة إلى العلوم الاجتماعية تشير إلى أنها علوم اقل تطورا.
تُعَرَّف العلوم الاجتماعية لأول وهلة على أنها تلك العلوم التي تجعل الإنسان أو الفرد الذي يحيا في جماعة هو المحور الذي يدور حوله اهتمامها أي تدرس "الحيوان السياسي" بلغة أرسطو. ومن ثَمَّ فإنها تهتم بتحليل الجماعات الإنسانية والتجمعات والمجتمعات. ولكن اختلاف العلماء يؤدي إلى القول بأن فكرة أو مفهوم الجماعة الإنسانية ليس من اليسير تعريفها. فإن عرَّفناها على أنها تجمع من الأفراد فإن مشاهدي السينما في حفل معين تجمع من الأفراد أيضا، وبالرغم من أنه ليس تجمعا بالمعنى المطلوب إلا أنه تجمع من نوع ما.
وكذلك تعريف العلوم الاجتماعية على أنها تحليل للتجمعات البشرية غير كاف، بحيث يكون التركيز على أعضاء الجماعة أولا وعلى المجتمع ثانيا، ومن ثَمَّ فإن هناك خلطا مزعجا أو مخربا في استخدام المصطلحات، على حد قول ماكنزي، في ميدان العلوم الاجتماعية وبالتالي نستطيع القول أن هذا الخلط ينسحب على موضوعنا الأساسي أي السياسة باعتباره الفروع الهامة من العلوم الاجتماعية وذلك يدعونا للتساؤل عن: "ما هي السياسة؟ وأي شيء نعني عندما ننطق بكلمة سياسة؟"
ولأول وهلة أيضا يبدو أنه من اليسير الإجابة عن هذه التساؤلات، كأن نقول: بأن السياسة هي الموضوع الذي يدور حول القوة السياسية أو هي الموضوع الذي ينشغل بالبحث عن شرعية السلطة، أو أنها البحث في توافق أو تنافر المصالح، أو هي بحث فرد أو عدة أفراد عن وسيلة لاحتكار استخدام شرعية الإجبار داخل نطاق مجتمع معين.
ومن الغريب أو من اللافت للنظر أن كلمة أو مصطلح "سياسة" من أكثر الكلمات تداولا خلال ساعات النهار والليل في مختلف المجتمعات وبين مختلف الطبقات والفئات بدء من العامة والسوقة وانتهاء بصفوة المثقفين، إلا أننا لا نستطيع أن نجد لها تعريفا محددا جامعا مانعا، في الوقت الذي نجد كلمة أو مصطلحا كمصطلح "علم الاجتماع" لا يعرف موضوعه سوى المتخصصين، يمكن العثور على تعريف واضح وملائم له أمكثر من ذلك الذي نبحث عنه بالنسبة لمصطلح "السياسة". هذا في الوقت الذي تتميز السياسة فيه بالعراقة والقدم، بينما علم الاجتماع من الفروع الحديثة للعلوم الاجتماعية.
يقول ابن خلدون: "إن الاجتماع الإنساني ضروري" ويعبر الحكماء عن هذا بقولهم: "الإنسان مدني بالطبع" أي لا بد له من الاجتماع الذي هو المدنية في اصطلاحهم، وهو معنى العمران وبيانه أن الله سبحانه خلق الإنسان وركبه على صورة لا يصح حياتها وبقاؤها إلا بالغذاء، وهداه إلى التماسه بفطرته وبما رَكَّبَ فيه من القدرة على تحصيله، إلا أن قدرة الواحد من البشر قاصرة عن تحصيل حاجاته من ذلك الغذاء غير موفية له من مادة حياته منه.
ويوضح ابن خلدون في عبارة قصيرة مدى احتياج الانسان إلى أخيه الانسان وذلك لإشباع حاجاته الضرورية وأولها الغذاء: "والإنسان كما نعلم ليس بمقدوره أن يكون مكتفيا ذاتيا.

Preface
Before we begin with our main topic in this book which is the study of politics and pertinent contemporary systems of governance, I feel it is appropriate here to point out in a passing way to the social sciences, since politics is one of the most ancient branches of the social sciences.
The social sciences may look, for the non-scrutiniser, less significant than the natural sciences especially in application. The fact however is right the opposite. Application, indeed, of the various branches of the social sciences has proved their efficacy that has in most cases surpassed natural sciences in steering even changing the life and behaviour of contemporary man.
It is easy for the careful student, even for the non so careful, to notice the effects of propaganda in totalitarian societies and the effects of sloganeering in the capitalist ones. Invented by the social sciences, these media of propaganda have the power to transform the lives of men to an extent that exceeds the power needed to break up an atom.
The status of theory and application in the social sciences differs from that in the natural sciences. The advancement in the theory in natural sciences is measured by the success of its practical application. With the social sciences, however, the opposite is true as it seems that practical application is much more advanced than the theory. Hence there emerges a conspicuous discrepancy between the efficiency of application of the social sciences and the chaotic state its theory is undergoing. There is for example no unanimous agreement among sociologists about the basic definitions and concepts pertaining to sociology. Every sociologist is using his own jargon and is talking about his own concepts, which would make it difficult for sociologist to communicate and agree. This is so clear that it can be noticed by any student of the heritages of the social and natural scientists. A bird’s eye’s view on social sciences shows that these sciences are less developed, notwithstanding.
Social sciences, from the first glance, are defined as these sciences which give to man or the individual living in a group a central position round which revolve all the group’s concerns. In other words, the social sciences examine the “political animal” to quote Aristotle, and thus they care to analyse the human groups, communities and societies.
The difference among students of sociology however leads us to say that the notion or concept “human group” is not that easy to define. We could for instance say that it is “a gathering of individuals”, but this definition is too broad that it would, for instance, include viewers watching a motion picture in the cinema, which, though not a gathering in the proper sense, can still be considered as a gathering in one way or another.
Likewise will be inadequate to define the social sciences as the “analysis of human groups”, where focus is mainly laid first on the group members then on the society, leading to inescapable disturbing and confusing inconsistency and mixing when using terminologies in this field, as McKenzie says.
It follows therefore that this terminological problematique does apply to our main topic, politics being one of the most important and significant branches of the social sciences. This would call us to wonder: what is politics? What does this word we utter refer to?
On first consideration, the word “politics” seems to be easily definable. We can say, for instance, that it is a topic which tackles political power, which looks into the legitimacy of authority, or which searches for the harmony and conflict of interests, or may be we can say it is the quest of an individual or individuals of a way that entitles them to the legitimacy of coercion within the limits of a given society.
Surprisingly and paradoxically, the word or term “politics” is commonly used every day and night in all communities by all classes of people from the elite and the educated to common people, yet one cannot find for this word an all-inclusive definition, while we can see that it is much more feasible to define a term like “sociology”, a science dealt with by specialists only, than to define the word “politics”, despite the fact that politics is a very old social science compared with sociology which relatively new.
“Human socialising is a must”, says Ibn Khaldooun, a statement reiterated by wise men saying “Man is civil by nature” meaning man must “societise” for being civil, they say, means construction, since God has created man in such a way that he cannot live without food, and has instilled in him the natural desire to pursue his food within the limits of powers he has, but, still, individual powers are incapable alone of pursuing the food he needs for survival.
Ibn Khaldoun further explains, in a nutshell, the need of man to his peer in order to fulfill his bread and butter necessities especially food. “Man, as we know, cannot be self-sufficient if he lives alone away from his fellows, thus necessitating man’s seek of help from those who are able to fulfill his pressing needs.”

THE AMMAN DECLARATION ON PROMOTING SCIENCE AND TECHNOLOGY IN IRAQ
A Declaration Adopted at the International Conference to "Engage Iraq's Science and Technology Community in Developing its Country" Amman, Hashemite Kingdome of Jordan, 18-20 September 2005
At the dawn of history, Mesopotamia was the cradle of civilization. On this blessed land, its forefathers carried the torch of knowledge to enlighten the path towards prosperity of the human race. This was not always on the side of Iraqi people since Iraq was invaded and the country was plunged into periods of darkness. Despite all these setbacks, the Iraqi people always proved their resilience and determination to survive with pride and dignity, and to contribute to modern society.
Today, Iraq is witnessing a calamity of catastrophic dimensions. Every aspect of daily life has been affected by years of sanctions, mismanagement of national resources, and three devastating wars. The present tragic status of security, health, education, employment, infrastructure, and other vital public services calls for urgent measures to support the re-building process.
The Arab Science and Technology Foundation (ASTF), Sandia National Laboratories (SNL), USA and the Conference participants commit themselves to actively endeavor to achieve the noble objectives of assisting Iraq's Science and Technology Community in the rebuilding and development of their country. The participants in this conference and their collaborators undertake to assist the Iraqi scientists and technologists to facilitate the establishment of joint international and self-sustaining projects, in order to implement practical projects by the Iraqi S & T Community. They will also spare no effort to generate the necessary funding needed for this long-term task through active campaigns and arrangement with other collaborators in order to achieve the goals of this conference. We, therefore call upon the human conscious to join us in this noble endeavour to help rebuild this devastated nation.
The Conference participants recognize with great admiration the tireless efforts of the organizers in reaching this stage of the Initiative, and call upon all international funding bodies to actively contribute funds to facilitate a successful implementation of the programs included in this initiative.
The participants express their deep gratitude to H.R.H Prince El-Hassan Bin Talal, Chairman of the Higher Council for Science and Technology, the people and government of Jordan, under the able leadership of His Majesty King Abdulla the second, for their kind encouragement, support, and hospitality, which have made this Conference an overwhelming success.

تم تبني هذا الإعلان في المؤتمر الدولي لإشراك مجتمع العلوم والتكنولوجيا العراقي في تنمية بلدهم" المنعقد في مدينة عمَّان عاصمة المملكة الأردنية الهاشمية في الفترة الواقعة ما بين 18-20 من شهر أيلول لعام 2005
في فجر التاريخ، كانت بلاد الرافدين مهداً للحضارة، وعلى أرضها المباركة حمل الأجداد والأحفاد مشعل المعرفة ليضيء للبشرية دربها نحو التقدم والازدهار، لكن الزمان أدار للعراقيين ظهر المِجَنّ فَحٍلَ بينهم وبين المضي قُدُماً في حمل هذه الرسالة الحضارية جرَّاءَ ما تعرض له العراق من غزوات أغرقته في فترات من غياهب الظلام.
لكن شعب العراق، رغم العوائق والنكسات التي واجهها، بقي مثالا للعزم والتصميم على العودة إلى المرتبة المرموقة التي اعتلاها يوما ما والخروج من المحن صلبا قويا بكل فخر وكبرياء ليلحق بركب المساهمين في بناء المجتمع الحديث.
والعراق، اليوم، يعيش مأساةً متعددةً في جوانبها طالت كلَّ ناحية من نواحي الحياة اليومية حيث رَزَحَ تحت حصارٍ دام سنوات وأسيئ استخدام مصادره الطبيعية وتعرض لثلاثة حروب مُدَمِّرَة. وإن الوضع المأساوي الذي وصل إليه الأمن والصحة والتعليم والتوظيف والبنى التحتية وكذلك كافة الخدمات الحيوية الأخرى ليدعوا إلى اتخاذ تدابير عاجلة لدعم مسيرة إعادة الإعمار في العراق.
ولذلك، فإن المؤسسة العربية للعلوم والتكنولوجيا ومختبرات سانديا الوطنية في الولايات المتحدة الأمريكية بالإضافة إلى جَمْعِ المشاركين في هذا المؤتمر الدولي يعلنون نذر أنفسهم للعمل بفاعلية ونشاط على تحقيق الأهداف النبيلة التي رسمها هذا المؤتمر والمتمثلة في مساعدة مجتمع العلوم والتكنولوجيا العراقي على إعادة إعمار بلدهم ودعم عجلة التنمية فيه. كما أن المشاركين في هذا المؤتمر والمتعاونين الدوليين معهم يأخذون على عاتقهم مهمة مساعدة أهل العلوم والتكنولوجيا العراقيين في تسهيل تأسيس مشاريع دولية مشتركة وذاتية الاستدامة بهدف تطبيق المشاريع العملية على يد مجتمع العلوم والتكنولوجيا العراقي. كما أنهم لن يألوا جهدا في توليد التمويل اللازم والضروري في هذه المهمة بعيدة المدى من خلال الحملات النشطة والترتيب مع المتعاونين الآخرين لتحقيق أهداف هذا المؤتمر. ولذلك فإننا ندعو الضمير الإنساني إلى الانضمام إلينا في هذا الجهد النبيل للمساعدة في إعمار هذا البلد المُدَمَّر.
ويعرب المشاركون في هذا المؤتمر عن إعجابهم العظيم وتقديرهم للجهود المضنية التي قدمها منظمو المؤتمر في هذه المرحلة من مراحل المبادرة ويدعون الهيئات الدولية المُمَوِّلة إلى المشاركة في تمويل تطبيق ناجح للبرنامج المدمج في هذه البادرة.

"اشهرت سيدة كندية وأربع سيدات فليبينيات إسلامهن في جو من التآلف الأسري، والتكاتف الاجتماعي عقب أداء صلاة الجمعة يوم أمس بجامع أبو بكر الصديق رضي الله عنه. والأخوات هن: غيمان وليلى دازا وفاطمة ومها، بحضور المسؤولات والداعيات من الفرع النسائي بمركز قطر للتعريف بالإسلام حيث ألقى فضيلة الشيخ عبد السلام البسيوني الداعية بوزارة الأوقاف والشئون الإسلامية خطبة الجمعة عن صورة الأنثى في سور القرآن الكريم مثلما كرمها الدين الإسلامي"
وقد نطق السيدات حديثات العهد بالإسلام الشهادتين أما المصليات واحتفلن بإحداهن وهي "إيمان" التي أعلنت إسلامها في المحكمة منذ ثلاثة أيام وتزوجت يوم أمس رجلا مسلما من الأردن. وقد كانت فرحتهن كبيرة بإسلامها وزواجها من رجل مسلم بالإضافة للسيدات الفليبينيات اللواتي حملن أسماء عربية. الوطن والمواطن التقى بالسيدة إيمان وكانت برفقة الداعية جنيفر والداعية بسمة من الفرع النسائي بمركز قطر للتعريف بالإسلام التي تحدثت عن رحلتها من الضلال إلى الهداية فقالت: "ان اسمي الأصلي "لين" وكنت متزوجة من رجل مسلم بالهوية فقط ولي من الأبناء حميد ودانيال وزكريا ولم يشجعني على دخول الدين الإسلامي على الرغم من إعجابي به من أحد عشر عاما وكان الانفصال ولكن هذه الفترة ساعدتني في قراءة ما يدور حول الإسلام وتعرفت على الشعائر والعبادات وطوال حياتي عشت في بلدي كندا إلى أن هداني الله إلى زوج صالح وإسلامه قوي ساعدني على الدخول في الدين الجديد. وبدأت حياة جديدة مع زوج مسلم وجئت إلى قطر ولي هنا حوالي أربعة أسابيع وسأسافر مرة أخرى إلى كندا لأحضر أولادي حميد ودانيال وزكريا لأعيش في قطر حيث جو التآلف الإسلامي والتكاتف الأخوي الصادق الذي افتقدته في سنوات مرت. وعن بدايتي في الدين فقد هداني الله للإسلام عن طريق زوجي واختار لي اسم "إيمان" حتى يثبت الله عزيمتي وقوتي النفسية ومنذ سنة بدأت أتأكد من عمق الإسلام بداخلي فقررت إعلان إسلامي وديانتي الأصلية هية الكاثوليكية ولم تعارض أسرتي الدخول في الإسلام وقال لي: بما أنك عاقلة فأنت حرة تعرفين مصلحتك ومدى قدرتك وإرادتك وحتى ابني الكبير وعمره 9 سنوات يتابعني ويراقبني دائما وأنا أصلي وأصوم وأقوم الليل فقد صام معي شهر رمضان الماضي والحمد لله فأنا اليوم أستطيع مواجهة العالم بقوة التحدي في داخلي. لأن الله غرس في داخلي الطمأنينة والراحة." وأشارت إلى أن أحداث سبتمبر الماضي لم تكن منفرة لها من دخول الإسلام وقالت "بالعكس لقد طرحت بداخلي اسئلة كثيرة عن تشويه الإسلام ووصفه بالإرهاب وهذا ما زاد من إصراري وشعرت في لحظتها بأن الإسلام هو الصحيح. حتى ابني "حميد" كان يواجه انتقادا في تلك الفترة لأنه يحمل اسما عربيا وأن هذا الاسم له علاقة بالإرهاب ولكن الضغط والانتقاد المستمرين لنا جعلني أعلن إسلامي." وعن مشوار حياتها المستقبلية قالت: "سأسافر إلى كندا لأحضر أبنائي ثم أعود إلى قطر لأعيش حياة أسرية ناجحة فأنا ممرضة في الأصل وأستطيع أن أعمل بجد بعد دخولي حياة جديدة."

A Canadian Bride Embraces Islam, Marries an Arab and Names herself "Eman"
A Canadian lady and four Philippino women declared their embrace of Islam in an atmosphere of family unity and social harmony after the performance of yesterday's Friday prayers at Abn-Bakr Al-Siddiq mosque. The Muslim sisters are: Eman, Leila Daza, Fatima and Maha. Attending the event were female officials and Muslim missionaries in the woman branch of Qatar Center for Introducing (People) to Islam. Sheikh Abdul Salam Al-Basioni. a missionary at the Ministry of Waqfs and Islamic Affairs, delivered the Friday preaching on the image of the female in the Holy Quran and Islam's noble treatment of her.
The new Islam embracers professed the two "shahadas" in front of the attending praying women and celebrated the embrace of Islam by one of them, Eman, who had declared herself a Muslim at the court three days ago and got married to a Muslim yesterday. Al-Watan wal Mnwaten met with Mrs. Eman, who was accompanied by the female missionaries Jennifer and Basma from Qatar Center for Introducing (People) to Islam, and she told us about her journey from error to true guidance. She said:
"My name was Lynn. I was married to a lip-service Muslim. We had three children: Hamid- Daniai and Zakariah. He did not encourage me to embrace Islam although I was very fond of it for eleven years. And, we divorced. That period of time helped me read all about Islam and be introduced to the Islamic rituals and devotions. I lived all my life in Canada until God secured for me a virtuous and true Muslim husband who helped me embrace the new religion. Thus, I began a new life with a Muslim husband and came to Qatar where I have stayed for four weeks. I will leave for Canada again to bring my children and live here in an atmosphere of family union and true fraternal harmony which I missed for several years.
As for my beginnings with Islam, God has led me to embrace Islam through my husband, who chose for me the name Eman (Faith) so that God may consolidate my determination and spiritual powers. For the last six months, I have felt how Islam is deeply rooted in me and therefore decided to declare my embrace of Islam. I was Catholic in origin, and my family did not object to my conversion. They told me "Since you are wise, you are free. You know where your good lies and you know how much you are able and determined." Even my eight-year old son kept watching me while I was praying, fasting and performing night prayers. He fasted with me last Ramadan. Thank God, today I can face the world with a challenge inside me because God has implanted in my depths tranquility and relief."
With regard to the September events, Eman said that these did not make her reluctant to embrace Islam. "On the contrary", said she. "It raised in me several questions about the distortion of the image of Islam by linking it to terrorism. This made me much more tenacious and gave me the feeling at that moment that Islam is 'Truth'. Even my son Hamid was criticized for having such a 'strange' name, on the assumption that it is linked with terrorism. The non-stop criticism and pressure on us, however, made me more willing to declare Islam."
Answering a question about how she envisages her future, Mrs. Eman said: "I will leave for Canada then come back to Qatar with my children to lead a successful family life. And being a nurse, I will be able to work hard after entering a new life."
