Source text - English Grant Agreement
This Grant Agreement is entered into between the Government of the United States of America, acting through the U.S. Trade and Development Agency ("TDA") and the People’s Committee of the Hoc Mon District ("Grantee"). TDA agrees to provide the Grantee under the terms of this Agreement US$143,918 ("TDA Grant") to partially fund the cost of goods and services required for a feasibility study ("Study") on the proposed In-Vessel Composting project ("Project") in Vietnam ("Host Country"). TDA approves the selection by the Grantee of Lemna International, Inc. as Contractor to perform the Study ("Contractor").
TDA Not a Party to the Contract
It is understood by the parties that TDA has reserved certain rights such as, but not limited to, the right to approve the terms of the contract and any amendments thereto, including assignments, the selection of all contractors, the Terms of Reference, the Final Report, and any or all documents related to any contract funded under the Grant Agreement. The parties hereto further understand and agree that TDA, in reserving any or all of the foregoing approval rights, has acted solely as a financing entity to assure the proper use of United States Government funds, and that any decision by TDA to exercise or refrain from exercising these approval rights shall be made as a financier in the course of funding the Study and shall not be construed as making TDA a party to the contract. The parties hereto understand and agree that TDA may, from time to time, exercise the foregoing approval rights, or discuss matters related to these rights and the Project with the parties to the contract or any subcontract, jointly or separately, without thereby incurring any responsibility or liability to such parties. Any approval or failure to approve by TDA shall not bar the Grantee or TDA from asserting any right they might have against the Contractor, or relieve the Contractor of any liability which the Contractor might otherwise have to the Grantee or TDA.

A platform is the software code on which third-party applications function. There are scores of big platforms out there — something like three dozen in the international mobile-phone business alone. But a truly successful one can extend far beyond its immediate group of users and effectively create and control an enormous market. In the computer industry, IBM dominated the first commercial platform with its expensive mainframes and operating systems, aimed at corporate users. Seemingly overnight, IBM was supplanted by Microsoft and its Windows operating system as the PC revolution took hold. Windows, in turn, is now losing its power as the Web — owned by no one, accessible to all — becomes the dominant platform. (Yes, the Web is nothing more than a big layer of code; all those websites we visit are merely applications that sit atop it.)
Three of the most innovative companies in the information era
Those are Apple, Google and Facebook. They are, respectively, an icon from the pioneering days of personal computers; the biggest, most profitable company yet born on the Web; and a feisty upstart whose name is synonymous with the current migration to social networks.
In many ways, these companies are technology's standard-bearers, though their guiding philosophies differ. Google, for instance, advocates an "open" Web and tends to push for open standards and alliances among developers. Facebook, with its gated community of 70 million active users, offers a more controlled experience and, so far at least, wants to keep its users safely within its walls. Apple comes from the old world. Its elegant products cocoon customers from the chaos of the information age, but the Apple experience tends to be highly controlled, with Apple hardware at the end points and Apple software and services, like the iTunes Music Store, in between.
The winners of the platform wars stand to make billions selling devices, selling eyeballs to advertisers, selling services such as music, movies, even computer power on demand. Yet the outcome here is far more important than who makes the most money. The future of the Internet — how we get information, how we communicate with one another and, most important, who controls it — is at stake.

Nhưng một nền hệ thống thực sự thành công phải là nền có thể mở rộng phạm vi vượt ra ngoài nhóm người dùng ban đầu và đồng thời tạo ra cũng như kiểm soát một cách hiệu quả thị trường rộng lớn.Trong ngành công nghiệp máy tính, IBM thống trị nền hệ thống thương mại đầu tiên với những chiếc máy vi tính lớn và hệ điều hành đắt tiền dành cho khách hàng doanh nghiệp. Ba công ty sáng tạo nhất trong kỷ nguyên công nghệ thông tin

Những sản phẩm tinh tế của Apple khép kín người dùng trước cơn bão của kỷ nguyên công nghệ thông tin, nhưng trải nghiệm người dùng với Apple có tính kiểm soát cao với phần cứng Apple nằm ở điểm cuối, còn phần mềm và dịch vụ Apple, chẳng hạn như Cửa hàng nhạc trực tuyến iTunes, nằm ở điểm giữa.
Người chiến thắng trong cuộc chiến nền hệ thống sẽ kiếm được hàng triệu USD nhờ vào bán thiết bị, bán quảng cáo, bán dịch vụ như âm nhạc, phim ảnh, thậm chí là quyền lực máy tính theo yêu cầu. Tuy nhiên, kết quả ở đây còn quan trọng hơn việc ai kiếm được nhiều tiền nhất. Tiếp nối hành trình đồng hành cùng thế hệ trẻ Việt Nam những năm vừa qua và tiếp nối thành công chương trình góp bút năm 2008, Báo Thiếu Niên Tiền Phong, Hội Đồng Dội Trung Ương & Tập đoàn Thiên Long tiếp tục tổ chức chương trình “Góp Bút Thiên Long, Cùng Bạn Đến Trường” năm 2009.
“Đi học” là mong mỏi giản dị nhưng không phải bất cứ bạn nhỏ nào cũng thực hiện được. Những khó khăn trong cuộc sống, những cảnh nghèo éo le đã ngăn bước đến trường của rất nhiều trẻ em Việt Nam. Hàng nghìn học bổng được lập ra, hàng triệu người chung tay góp sức để biến ước mơ đó thành hiện thực. Những hoạt động ấy càng trở nên ý nghĩa hơn, xúc động hơn khi được chính bạn bè đồng trang lứa, các bạn đội viên nhỏ tuổi khởi xướng và tham gia ủng hộ. của học sinh các trường Trung học cơ sở mọi nơi trên khắp Việt Nam.
Chương trình “Góp Bút Thiên Long, Cùng Bạn Đến Trường” năm 2009 bắt đầu từ 05/03/2009 đến ngày 05/04/2009 tại 150 trường của 12 tỉnh, thành phố trên cả nước: Hà Nội, Hải Phòng, Nam Định, Huế, Đà Nẵng, Quảng Ngãi, Khánh Hòa, Bình Định, TP Hồ Chí Minh, Đồng Nai, Cần Thơ và Vĩnh Long. Chương trình sẽ thực hiện đúng như lời dạy của Bác “Tuổi nhỏ làm việc nhỏ, tùy theo sức của mình”. Qua đó, các bạn học sinh sẽ đóng góp những cây bút Thiên Long (bút bi, bút gel, bút lông kim) đã qua sử dụng của mình để Xây dựng quỹ học bổng cho các bạn học sinh nghèo hiếu học trong trường. Mỗi cây bút quyên góp được, Thiên Long ủng hộ 200 đồng vào quỹ học bổng của mỗi trường. Số lượng bút dự tính góp được là 1.000.000 cây bút (một triệu cây bút) để xây dựng quỹ học bổng 200.000.000 đồng (hai trăm triệu đồng).

Go with friends to schools together
Following the fellow journey with the Vietnamese young generation during the past years and the success of the 2008 pen contribution program, Thieu Nien Tien Phong Magazine, the Central Comrade Association & Thien Long Group Corporation continue to organize the program “Contribute Thien Long Pens, Go with friends to schools together” for 2009.
“School attendance” is a simple desire but it’s not a truth that any child can realize. Difficult and tricky life has hindered the footsteps to schools of a lot of Vietnamese children. Thousands of scholarships have been created and millions of people have contributed their hands with view to turning that dream into true. Those activities have become more significant and touched when they have been initiated by friends of the same generation and young pioneers and have been participated and supported by pupils of secondary schools all over Vietnam.
The program “Contribute Thien Long Pens, Go with friends to schools together” for 2009 has begun from March 5, 2009 to April 5, 2009 at 150 schools of 12 provinces and cities in the whole country: Ha Noi, Hai Phong, Nam Dinh, Hue, Da Nang, Quang Ngai, Khanh Hoa, Binh Dinh, Ho Chi Minh City, Dong Nai, Can Tho and Vinh Long. The teaching of Uncle Ho as “The small age does small things, depending on your own capacity” shall be realized through the Program. Accordingly, pupils will contribute their used Thien Long pens (ball-point pens, gel pens, fine-liner pens) to build up the scholarship fund for studious poor pupils in school. For each of collected pen, Thien Long shall support 200 dong to the scholarship fund of each school. The estimated number of collected pens is 1,000,000 pens (one million pens) for creation of a scholarship fund of 200,000,000 dong (two hundred million dong).
