Operating licences can be obtained only at the auctions, as the right of possession can be either sold, or entirely/partially handed over to the third party on the basis of the licence issuing agreement. The argument is that the practice facilitating licence trade may bring the state long-term economic benefits on condition that the resources are in hands of a good payer and manager. Under improper management and supervision, this kind of handover may cause unfavourable results and become a general jeopardy.
