Alltsedan grunden för den gemensamma jordbrukspolitiken (Common Agricultural Policy, CAP) lades år 1959, har ett av målen för den varit att höja produktiviteten och öka volymen jordbruksprodukter så att tillgång på livsmedel i Europa kan säkerställas.
Som medel för detta tjänade tillämpad prispolicy för spannmål, nötkött och mejeriprodukter kopplat till stödköpspriser och -garantier för jordbrukarna. Producenterna fick alltså, oberoende av aktuellt marknadsläge, ut minst ett administrivt minimipris för sina produkter. De inhemska priser som betalades till jordbrukarna hade då vanligen satts på en nivå som låg betydligt över den på motsvarande världsmarknad.
Följaktligen måste detta pris försvaras mot konkurrerande import från världsmarknaden. Systemet med variabel beskattning infördes då, vilket också säkerställde att den så kallade gemenskapspreferensen respekterades och effektivt förhindrade att import ägde rum. Detta system var de vanliga mekanismerna när det gäller spannmål, nötkött, mejeriprodukter och socker. Vid denna tid och för alla nämnda produkter, var unionen nettoimportör och fick också från sina handelspartner en viss förståelse för behovet att stimulera intern produktion. Detta med tanke på erfarenheterna från livsmedelsbristens Europa åren efter andra världskriget. Jordbruksprodukter som importerats från världsmarknaden belades med en avgift och så är fortfarande fallet. En avgift som samtidigt är en finansieringskälla för EU:s budget under egna resurser.

SOME HISTORICAL REMARKS
Ever since the founding of the Common Agricultural Policy (CAP) in 1959, one of the objectives has been to raise the productivity and increase the volume of agricultural products to ensure the access to food in Europe.
An applied price policy for grain, beef and dairy products, corresponding to the subsidised purchase prices and guaranties for the farmers, served as a means for this. Consequently the producers received, regardless of the current market situation, at least a minimum price for their products. The domestic prices that were paid to the farmers, at that time, were usually at a substantially higher level than the world market.
Consequently, this price must be justified against competitive imports from the world market. The system of variable taxes was then introduced, which also ensured that the so-called common preference was respected and effectively prevented any import.
These systems were the usual mechanisms for grains, beef, dairy and sugar. At this time and for all the mentioned products, the union was the net importer and received, from their trade partners, a certain understanding for the need to stimulate an internal production. This was all with regards to the food shortages experienced in the years following the Second World War. The agricultural products that were imported from the world market were levied with a duty and that is still the case. This duty is also a source of income for the EU's budget, under Own Resources.
