Notre action humanitaire
Accès à l'eau et à l'assainissement
Amélioration des conditions sanitaires pour les rapatriés burundais et les populations en situation sensible
Lieu : provinces de Cibitoke, Bubanza, Bujumbura, Bururi, Makamba et Rutana, est et sud du pays
Nombre de bénéficiaires : 110000 personnes
• Accès à l'eau potable : réhabilitation, extension et construction de réseaux d’eau ou de points d'eau avec la participation des communautés (programme "cash for work") dans 5 à 10 "villages intégrés" (aussi appelés "villages de Paix") et zones avoisinantes; appui à la mise en place et au fonctionnement des comités de gestion de points d'eau, en concertation avec les Régies Communales de l'Eau, approvisionnement en eau potable des centres de santé et sites de transit
• Accès à l'assainissement : réhabilitation et construction de latrines et d'infrastructures d'assainissement, en "cash for work", vidange des latrines à la demande des établissements publics des provinces de Makamba, Rutana et Bururi, réhabilitation des infrastructures sanitaires des établissements publics des provinces Makamba, Rutana et Bururi, suivi épidémiologique à l’échelle nationale

Zoom sur : Les "Villages Intégrés"
La décision du gouvernement Tanzanien de fermer les camps de réfugiés à l’horizon 2009 a accéléré le mouvement des retours au Burundi, et plus de 80 000 personnes ont déjà été rapatriées en 2008 dans un pays à très forte densité : la relocalisation de toutes ces personnes pose donc un réel défi.
Pour palier à ce problème, le gouvernement Burundais, en partenariat avec d’autres acteurs humanitaires, construit des villages intégrés, aussi appelés « villages de paix », comprenant tous les services nécessaires à une vie décente : écoles, centres de santé, accès à l’eau, aux infrastructures d’assainissement et accès à la terre.
L’aménagement de ces villages concerne donc plusieurs domaines d’activité, mais SOLIDARITES, conformément à ses compétences et à son mandat et dans la continuité de son action, se positionne sur l’accès à l’eau et à l’assainissement.
Parallèlement, nos équipes interviennent à l’échelle nationale en cas d’épidémies de choléra, en approvisionnant les populations en eau potable de complément au moyen de camions citernes, puisque les risques de maladies hydriques ne sont toujours pas écartés au Burundi.
Amélioration des conditions sanitaires des populations vulnérable par un accès sûr et durable à l'eau et à l'assainissement
Lieu : Province de Cankuzo
Nombre de bénéficiaires : 61 200 personnes
• Accès à l'eau potable : construction de 10 systèmes de collecte des eaux de pluies, formation des enseignants à la chloration de l'eau, distribution de tests de potabilité de l'eau, construction et réhabilitation de 4 systèmes d'adduction d'eau potable, aménagement de 140 sources en partenariat avec la Croix-Rouge burundaise, distribution de jerrycans
• Accès à l'assainissement : construction de 15 blocs de latrines collectives avec double fosse, vidange des latrines existantes en partenariat avec la Croix-Rouge Burundaise, sensibilisation des usagers à l'entretien des latrines
• Sensibilisation à l'hygiène : formation des enseignants à la promotion de l'hygiène par la distribution de kits didactiques (boites à images, livrets...)
Une fragile reconstruction
Après dix années de crise politique et de guerre civile, le Burundi dispose depuis le mois de septembre 2005, d’institutions démocratiques élues et d’un contexte sécuritaire stabilisé. Cette amélioration de la situation politique s’accompagne de progrès économiques liés à l’effort de reconstruction. En termes de réhabilitation des infrastructures d’habitat et de santé, on a pu aussi constater une responsabilisation croissante des acteurs institutionnels, une participation communautaire accrue, et des acquis durables des pratiques d’hygiène des populations.
Malgré ces avancées, la situation au Burundi reste préoccupante, et l’étendue des besoins, considérable. La faible couverture en infrastructures hydrauliques et l’entretien insuffisant des systèmes déjà en place ne permettent pas de dépasser un taux de desserte en eau potable de 33%, dans un pays où l’eau existe en abondance mais où les températures tropicales favorisent la prolifération des parasites et la contamination des sources.
De plus, malgré l’abondance de ressources naturelles et de terres productives, une partie de la population n’a pas accès à une quantité suffisante de nourriture, et ces poches d’insécurité alimentaire récurrentes inquiètent les acteurs humanitaires.
Le Burundi n’est aujourd’hui plus dans une phase d’urgence mais de transition vers une orientation de développement. Toutefois, les besoins primaires ne sont pas encore couverts. La conjugaison des facteurs de destruction des infrastructures pendant la guerre civile, de croissance démographique importante et de dégradation des conditions sanitaires entraînent le Burundi dans une dynamique de cercle vicieux économique.
SOLIDARITES, présente depuis 1996 au Burundi, poursuit son action humanitaire et se bat pour l’amélioration des conditions de vie des populations, dans un pays qui reste malgré tout, fragile.

Our humanitarian action
Access to water and sanitation
Improvement of sanitary conditions for Burundian returnees and vulnerable populations
Location: Cibitoke, Bubanza, Bujumbura, Bururi, Makamba and Rutana provinces, east and south of the country
Number of recipients: 110,000
• Access to drinking water: restoration, extension and building of water systems or water points with participating communities (“cash for work” program) in 5 to 10 “integrated villages” (also known as “peace villages”) and neighboring zones; establishment and running of water point management committees in cooperation with Local Water Councils, provision of drinking water by health centers and transit sites.
• Sanitation: restoration and building of latrines and sanitation infrastructures, through “cash for work”, draining of latrines at the request of the public establishments of Makamba, Rutana and Bururi provinces, restoration of sanitation infrastructures of the Makamba, Rutana and Bururi public institutions, nationwide epidemiological monitoring.
• Hygiene: organization of classes in hygiene awareness.
Focus on: “Integrated Villages”
The decision by the Tanzanian government to close the refugee camps by 2009 has accelerated the movement of returnees to Burundi. More than 80,000 people returned in 2008 to a high-density country: this relocation presents a real challenge.
To overcome this problem, the Burundian government is working with humanitarian aid organizations to build integrated villages, also known as “peace villages”. These include all the necessities for living: schools, health centers, access to water, sanitation infrastructures and land.
The construction of these villages combines several areas of intervention, but SOLIDARITÉS, acting within its competencies and its mandate, is focusing on water and sanitation.
The risks of waterborne diseases have not yet been eradicated in Burundi. Our teams are now intervening nationwide in areas afflicted by cholera epidemics, using tank trucks to bring supplementary drinking water to the populations.
Improving sanitary conditions for vulnerable populations with secure and sustainable access to water and sanitation

• Access to drinking water: construction of 10 rainwater collection systems, training educators on water chlorination, distribution of water drinkability tests, restoration and construction of four community water systems, building of 140 wells in partnership with the Burundian Red Cross, distribution of jerry cans
• Sanitation: construction of 15 collective latrine blocks with double pit, emptying existing latrines in partnership with the Burundian Red Cross, maintenance awareness for latrine users
• Hygiene: training educators in hygiene promotion with distribution of learning kits (image boxes, booklets...)
A fragile reconstruction
Since September 2005 Burundi has maintained elected democratic institutions in a stable, secular environment after ten years of civil war and political crisis. This improvement in the political situation has been accompanied by economic progress linked with reconstruction. In health and housing, we have seen increased accountability by institutional participants, increased community participation and sustainable hygiene skills among the general populations.
Despite this progress the situation in Burundi remains a concern. The water infrastructures are not developing quickly enough. The maintenance of existing systems is insufficient, restricting the service rate of drinking water to 33%. Water in Burundi is plentiful, but tropical temperatures favor the proliferation of parasites and the contamination of water sources.
Furthermore, in spite of abundant natural resources and productive land, a portion of the population does not have sufficient access to food .These pockets of instability are a cause for concern in the humanitarian community.
Burundi is no longer in a state of emergency but in transition and well on the road to development. But there are needs as yet unattended. The destruction of infrastructures during the civil war, significant demographic growth and the degradation of sanitary conditions are leading Burundi toward a vicious economic cycle.
SOLIDARITÉS has been in Burundi since 1996, continuing its humanitarian action and is fighting to improve living conditions of the populations in a country which remains fragile.
