În procesul de modernizare a economiei româneşti, Ministerul Economiei şi Comerţului este responsabil cu iniţierea, derularea şi finalizarea unor activităţi deosebit de importante în domeniul pregătirii pentru privatizare şi a privatizării propriu-zise a unor operatori economici din portofoliul său, acţiuni prevăzute în Programul de Guvernare pe perioada 2005 – 2008 conform anexa nr. 2 la Hotărârea Parlamentului României nr. 24/2004.
Abordarea strategiei de privatizare şi atragere de investiţii pentru perioada 2006 - 2008 de către Ministerul Economiei şi Comerţului, denumit în continuare „M.E.C.), Oficiul Participaţiilor Statului şi Privatizării în Industrie, denumit in continuare „O.P.S.P.I.”, are în vedere două direcţii importante, respectiv:
- pentru sectorul energetic, utilizarea celor mai adecvate metode şi pârghii economice care să ducă la o capitalizare a sistemului energetic necesară modernizării, eficientizării şi alinierii la standardele de mediu, în contextul european în care acesta s-a integrat odată cu interconectarea la Uniunea pentru Coordonarea Transmiterii Electricităţii;
- pentru ceilalţi operatori economici din portofoliu, asigurarea măsurilor în vederea atingerii obiectivului strategic de creştere a competitivităţii şi performanţelor acestora în contextul european şi mondial.
Sectorul energetic din România reprezintă un sector important al infrastructurii economice, cu un amplu impact economic şi social, de a cărui bună funcţionare depinde însăşi economia naţională şi asigurarea serviciilor esenţiale pentru populaţie privind accesul la resursele energetice. Funcţionarea sistemului energetic în condiţii de siguranţă şi securitate presupune o abordare strategică specifică care să asigure prin intermediul acţiunilor de privatizare şi atragere de capital satisfacerea nevoii de investiţii estimată la peste 10 miliarde Euro pentru următorii 5-7 ani.
| Translation - English 1. THE GENERAL FRAMEWORK, THE PREMISES AND THE OBJECTIVE OS PRIVATIZATION
During the modernization process of Romanian economy, the Ministry of Economy and Commerce is responsible for the initiation, implementation and completion of some particularly important activities in the field of preparation for privatization and in the field of the actual privatization of some economic operators from its portfolio, actions indicated in the Governing Programme for the period 2005 – 2008 pursuant to the annex no. 2 to the Decision of the Romanian Parliament no. 24/2004.
The approach of the privatization strategy and the attraction of investments for the period 2006 - 2008 by the Ministry of Economy and Commerce, hereinafter referred to as „M.E.C.), the Office for State Participations and Privatization in Industry, hereinafter referred to as „O.P.S.P.I.”, has two important directions, respectively:
- for the energy sector, the usage of the most adequate measures and economic methods, which would lead to a capitalization of the energy system necessary for the modernization, effectiveness and adjustment to the environmental standards, in the European context where it has integrated at the same time as it interconnected with the Union for Coordination of Transmission of Electricity;
- for the other economic operators from the portfolio, insuring the measures for the accomplishment of the strategic objective for the increase of competitiveness and their performances in the European and global context.
The energy sector in Romania represents an important sector of economic infrastructure, with a significant economic and social impact, on whose proper functioning depends the national economy itself and the essential services for the population’s access to energy resources. The functioning of the energy system under safety and security conditions supposes a strategic specific approach which would provide through the privatization actions and attraction of capital the fulfillment of the necessity for investments estimated to more than 10 billion Euro for the next 5-7 years.
