By the mid-1990s, therefore, united Germany had become a whipping boy for the nationalist British media. It was accused of militarism even though it was cutting its armed forces; it was accused of political hegemony even though it was criticised by better-informed commentators for a leadership deficit in Europe – and most important, it was accused of aiming at economic hegemony even though German unification created serious economic problems for Germany, and the German share of the current European Union’s Gross Domestic Product had actually fallen since the 1970s. Hegemony was an irrational bogey used to justify self-indulgent xenophobia and attacks on the European Union, whose leading statesman at that time was rightly perceived to be a German, Helmut Kohl.
Europhobic and thereby Germanophobic demagogy plumbed new depths in the Spring of 1996, when it was admitted by the British Ministry of Agriculture that ‘mad cow disease’ (BSE) could, despite repeated official denials, be transferred to human beings.
Not surprisingly, the European authorities in Brussels banned beef exports from Britain, a measure which was also implemented in many non-EU countries, including the United States. Major’s government chose to adopt a jingoistic line over this. Although the campaign in the British press targeted Brussels, the fact that German authorities supported the ban was enough to unleash the usual anti-German stereotypes. One cartoon in the Daily Express depicted an operations room presided over by Chancellor Kohl in Wehrmacht uniform with an armband showing the European Union logo. Behind him a group of German officers, wearing a varied collection of helmets from the time of Hitler and Kaiser Wilhelm II, looked on approvingly at a model of the English Channel across which U-boats, landing barges and aeroplanes are about to launch an attack on England’s peaceful herds of cattle. A notice on the wall says ‘Der European Plan für dealing wiz ze BSE. Exterminate ze English Cattle’.

Mitte der neunziger Jahre war das vereinte Deutschland zum Prügelknaben für die nationalistische britische Presse geworden. Man warf den Deutschen Militarismus vor, obwohl deutsche Streitkräfte reduziert wurden, politische Hegemonie, obwohl besser informierte Kommentatoren zu wenig Führung innerhalb Europas bemängelten – aber vor allem beschuldigte man sie eines wirtschaftlichen Hegemoniestrebens, obwohl der deutsche Einigungsprozess ernste wirtschaftliche Probleme mit sich gebracht hatte und Deutschlands Anteil am Bruttoinlandsprodukt der EU seit den siebziger Jahren sogar gesunken war.
Der Hegemonievorwurf war das Schreckgespenst, mit dem die maßlose Fremdenfeindlichkeit und Angriffe auf die europäische Union entschuldigt wurden, in der sich derzeit, wie richtig erkannt wurde, mit Helmut Kohl ein Deutscher wichtigster Staatsmann hervortat.
Im Frühling 1996 erreichte die europa- und damit auch deutschlandfeindliche Hetzpolitik einen neuen Tiefstand, als das britische Agrarministerium zugab, dass der Rinderwahnsinn (BSE), obwohl dies konsequent dementiert worden war, auch auf Menschen übertragbar sei. Es war daher nicht überraschend, dass die europäischen Behörden in Brüssel ein Ausfuhrverbot für Rinder über Großbritannien verhängten, eine Maßnahme, die auch in vielen Nicht-EU-Ländern, unter anderem auch in den USA, ergriffen wurde. Die Regierung unter John Major reagierte darauf mit Chauvinismus. Obwohl die Medienkampagne in Großbritannien auf Brüssel abzielte, war die Tatsache allein, dass deutsche Behörden den Bann unterstützten, genug, um die üblichen anti-deutschen Klischees aus der Klamottenkiste zu kramen. Eine Karikatur in der konservativ ausgerichteten Tageszeitung Daily Express stellte eine Kommandozentrale dar, in der Kohl, ausstaffiert mit Wehrmachtsuniform und Armbinde mit dem Logo der europäischen Union, das Zepter führt. Hinter ihm steht eine Gruppe deutscher Offiziere, auf den Köpfen verschiedenen Helme aus der Zeit von Hitler und Kaiser Wilhelm II, die wohlwollend ein Modell des Ärmelkanals betrachten, auf dem U-Boote, Landungsboote und Flugzeuge im Begriff sind, einen Angriff auf Englands friedliche Rinderherden zu starten.
