As regards the first allegation, Parliament stated that it informed the complainant on 22 July 2002 that its offers for the calls for tenders ref. CRE-0207-FR-EP and CRE-0211-SV-EP had been rejected at the selection stage due to the poor linguistic quality of the offer. Parliament referred to Article 2.2 of the General Specifications, which mentions that the "presentation of a tender which contains more than five spelling, punctuation or grammar errors will lead to exclusion". Following a request for more detailed information as to why it had reached this decision, Parliament informed the complainant by letter of 30 September 2002 of the exact number and type of errors in the two bids. The tractor hydraulic system
On the majority of tractors today it is possible to choose between draft and position control or a mixture of both. For optimum performance it is recommended to use draft control on 2 and 3-furrow ploughs and a mix on larger models. Ground conditions determine tractor hydraulic control settings.
As optional equipment, ploughs equipped with headstock model Y can be delivered with quick coupling cross shaft. A special cross shaft with length of 860 mm can also be delivered. On headstock model X a cross shaft with clevis (965 mm model X and model Y w / bushing) can be delivered. This cross shaft can be both fixed and revolving. Use the correct length of cross shaft for correct linkage geometry.

Preheat oven to 450°F.
Toss tomatoes with 3 tablespoons oil, 1/2 teaspoon salt, and 1/4 teaspoon pepper and arrange, cut sides up, in 1 layer in 2 oiled glass or ceramic shallow baking dishes. Roast tomatoes in upper and lower thirds of oven, switching position of dishes halfway through baking, until skins are wrinkled and beginning to brown, 35 to 40 minutes.
Roast eggplant for lasagne:
Toss eggplant slices with oil, garlic, 1/2 teaspoon salt, and 1/4 teaspoon pepper and arrange in 1 layer on 2 oiled baking sheets. Bake in upper and lower thirds of oven, switching position of sheets halfway through baking and turning slices over once, until tender, 12 to 14 minutes.
Reduce oven temperature to 350°F.
Finish tomato sauce:
When tomatoes are cool enough to handle, peel off skin and discard. Purée tomatoes with their juices in a blender, pulsing until almost smooth.
Cook onion and garlic in 2 tablespoons oil in a 3- to 4-quart heavy saucepan over moderate heat, stirring, until golden, about 10 minutes. Stir in tomato purée, water, 1/4 teaspoon salt, and 1/4 teaspoon pepper and simmer, partially covered, stirring occasionally, until slightly thickened and reduced to about 4 cups, about 15 minutes. Stir in basil.

kad tomāti ir pietiekami atdzisuši, lai tiem varētu pieskarties, nomizojiet tos un mizu izmetiet. Blenderī samaliet tomātus un to sulu, līdz masa kļūst gandrīz vienveidīga.
Uz vidējas uguns biezā, apmēram 3 litru tilpuma kastrolī maisot apcepiet sīpolus un ķiplokus 2 ēdamkarotēs eļļas, līdz tie kļūst zeltaini, apmēram 10 minūtes.
