Nicola Matteucci è scomparso l’altro ieri a Bologna. Aveva ottant’anni e da tempo era infermo. Ed è difficile ricordarlo per chi ha avuto il privilegio di approfittare lungamente della sua presenza, della sua amicizia e della sua conversazione.
Perché Matteucci non è stato soltanto uno storico della filosofia, un conoscitore straordinario del costituzionalismo, un polemista battagliero (sul Resto del Carlino e poi sul Giornale, dove l’aveva chiamato Indro Montanelli). Va da sé che la cultura italiana gli deve molto: da un classico come il Dizionario di politica, curato da Norberto Bobbio, ai saggi sullo stato moderno e sulla democrazia, come anche una rielaborazione costante della storia del pensiero politico sulla base delle sue passioni intellettuali, vale a dire gli autori di una vita: Tocqueville, di cui ammirava la modernità liberale, e Croce, con cui aveva studiato a Napoli da giovanissimo dopo la laurea in giurisprudenza conseguita nel 1948 a Bologna.
Ma il modo migliore per apprezzarne la personalità era ascoltare le sue lezioni dal vivo, come facevano i suoi studenti e i suoi collaboratori che venivano a trovarlo la mattina in ufficio al Mulino. Capire i suoi modi un po’ bruschi, le sue idiosincrasie sbrigative, il suo atteggiamento talvolta rude, gli improvvisi cambi d'umore, le rapide riappacificazioni, i congedi senza smancerie.

Nicola Matteucci est mort l’autre hier à Bologne. Il avait quatre-vingts ans et il était malade depuis longtemps. Et c'est difficile de le rappeler pour ceux qui ont eu le privilège de profiter longuement de sa présence, de son amitié et de sa conversation.
Parce que Matteucci n’a pas été uniquement un historien de philosophie, un connaisseur extraordinaire du constitutionalisme, un polémiste batailleur (sur le Resto del Carlino et puis sur le Giornale, où Indro Montanelli l’avait appelé). C’est clair que la culture italienne lui doit beaucoup:
un “classique” comme le Dizionario di politica, sous la direction de Norberto Bobbio, les essais sur l’État moderne et la démocratie, une réélaboration continue de l’histoire de la pensée politique en considérant ses passions intellectuels, c’est-à-dire les auteurs d'une vie : Tocqueville, dont il admirait la modernité libérale, et Croce, avec lequel il avait étudié très jeune à Naples, après le diplôme en droit obtenu en 1948 à Bologne.
Mais pour apprécier complètement sa personnalité il fallait écouter la leçon vivante, comme ses étudiants faisaient ainsi que les collaborateurs qui le matin venaient le trouver au bureau du Mulino. Comprendre ses manières un peu fortes, ses aversions sommaires, son affection parfois rude, les réprimandes soudaines, les rapides réconciliations, les congés sans minauderies.

NEW YORK – Da una parte Stati Uniti e Giappone, dall’altra Russia e Cina. Al Consiglio di sicurezza delle Nazioni Unite è in corso da lunedì mattina un estenuante braccio di ferro sul tipo di sanzioni «severe» e soprattutto rapide; il tempo gioca a favore del regime di Kim Jong II e a un mese dalle elezioni di mid-term George W.Bush ha bisogno più che mai di una vittoria politico-diplomatica.
L’ambasciatore John Bolton ha trovato un alleato di ferro nel giapponese Kenzo Oshima, presidente di turno del Consiglio di Sicurezza. Il Giappone, uno dei protagonisti della crisi coreana per evidenti questioni strategiche, non è però membro permanente del Consiglio; e le sanzioni che Washington e Tokyo vogliono imporre a Pyongyang possono essere vanificate dal veto di uno dei cinque Grandi.
Tra questi Gran Bretagna e Francia (con qualche distinguo) appoggiano la richiesta nippo-americana; il problema, non ancora risolto, è la posizione di Cina e Russia. Sia Mosca che Pechino hanno sottoscritto nelle ore immediatamente successive al test nucleare un documento di «forte» condanna, ma quando si tratta di passare all’azione (sotto forma di risoluzione con relative sanzioni) l’ambasciatore russo e quello cinese si mostrano più che prudenti.
Al centro delle discussioni tra i due schieramenti c’è il «chapter seven», l’articolo della carta delle Nazioni Unite che autorizza l’uso della forza.

NEW YORK – On one hand there are USA and Japan, on the other Russia and China. An exhausting trial of strength is taking place in the U.N. Security Council since Monday morning. The matter under dispute is which kinds of severe and in particular rapid sanctions should be imposed. Time plays in favour of Kim Jong II’s regime: mid-tem elections are a month away and George W. Bush needs now more than ever a political-diplomatic success.
The ambassador John Bolton has found a strong ally in Kenzo Oshima, Japanese president in turn of the Security Council. But Japan -one of the protagonists of the Korean crisis for evident strategic reasons- is not a permanent member; and sanctions that Washington and Tokyo want to impose on Pyongyang can be cancelled by the veto of one of the five major powers.
Among them, United Kingdom and France (with some difference) support Japanese-American request; the position of China and Russia is a problem not solved yet. During the hours immediately after the nuclear test, Moscow and Peking signed a document of tough condemnation, but Russian and Chinese ambassadors are particularly careful when they must take action (in the form of resolutions with their respective penalties).
The core of the discussions between these two fronts is «chapter seven», the article of the United Nations Charter that authorizes the use of force.

Thieves are no longer only after your wallet, jewels, artwork or other precious belongings. Instead, they want you. With the proliferation of online transactions and the trend toward a cashless society, the number of identity thefts is on the rise. Being a victim can not only wreak havoc on your credit -- preventing the ability to buy a house or car -- it can take years to overcome.
Hackers are hijacking thousands of PCs to spy on users, shake down online businesses and steal identities. If you think your computer is safe, think again.
• CHECK YOUR CREDIT: Make sure there is no irregular activity. Under the Fair and Accurate Credit Transactions Act of 2003, you may request a free credit report from each credit bureau, each year. To obtain these reports, go to https://www.annualcreditreport.com, call 877-322-8228 or mail a request to Annual Credit Report Request Service, P.O. Box 105281, Atlanta, Ga. 30348-5281 (request forms are available online).
• SHRED: To dispose of bill statements or documents containing personal information, use a cross shredder, which cuts the paper in two directions, creating confetti, instead of long strips that are easily re-assembled. Just remember to be safe while shredding.
• SAFEGUARD YOUR NUMBER: If a company asks for your social security number, ask them why they need it. Ensure that when obtaining a new driver's license the state motor vehicle department prints a unique license number.
• MOTHER'S MAIDEN NAME: When a company asks for your mother's maiden name, what they really want is a unique password only known to you. Since your mother's maiden name can be easily discovered, consider something different.
• AVOID THE BAIT: Many identity thieves send official-looking e-mail messages that appear to come from banks and other companies you've done business with. When in doubt, verify by phone or through the company's Web site that the e-mail is real.

L'adhésion de la Turquie à l'Union européenne est suspendue à la question chypriote

L'Union européenne a exhorté la Turquie à accepter ses propositions sur les échanges commerciaux avec Chypre, lundi 16 octobre, afin d'éviter une possible suspension des négociations d'adhésion. Face au ralentissement général du processus de réformes en Turquie, l'Union cherche à tout prix à conclure un accord sur la question chypriote, ne serait-ce qu'un "mini-accord". C'est en effet en ces termes que le ministre finlandais des affaires étrangères, Erkki Tuomioja, dont le pays assume la présidence tournante de l'UE, s'est attaqué au problème.
Ce"mini-accord" vise à faciliter le commerce entre Chypre et la Turquie et entre l'entité chypriote turque du nord de l'île et le reste de l'Europe, ainsi qu'à obtenir d'Ankara l'ouverture des ports et des aéroports turcs aux navires et avions chypriotes. En effet, le gouvernement turc refuse toujours d'étendre à Chypre, pays membre de l'UE depuis 2004, le protocole d'union douanière qui le lie avec le bloc européen. Il s'agit là d'un des points d'achoppement majeurs qui bloque le processus d'adhésion de la Turquie à l'Union européenne.
"Nous pourrions avoir dans les prochaines semaines ou les prochains mois la dernière fenêtre d'opportunité sur la question chypriote avant un très long moment, peut-être plusieurs années", a prévenu le commissaire européen à l'élargissement, Olli Rehn, avant des entretiens avec le chef de la diplomatie turque, Abdullah Gül. Mais ces discussions ont été passablement compliquées par le vote en France d'une proposition de loi visant à sanctionner la négation du génocide arménien. Des diplomates européens indiquent que l'initiative des députés rend quasiment impossible toute concession d'Ankara sur la question chypriote d'ici aux élections législatives prévues l'année prochaine.

"Potremmo avere nelle prossime settimane o nei prossimi mesi l’ultima occasione per affrontare la questione cipriota prima di un lunghissimo periodo, probabilmente molti anni", ha avvertito il commissario europeo responsabile dell’allargamento, Olli Rehn, prima dei colloqui con il capo della diplomazia turca Abdullah Gül. Ma il dibattito si è ulteriormente complicato a seguito del voto in Francia di una proposta di legge mirante a sanzionare la negazione del genocidio armeno.
