A key challenge in many African and other developing countries is how to foster good governance and the evolution of the requisite investment environments for bringing about poverty alleviation through private sector-driven economic growth.
While the international community can provide much needed assistance, it is unrealistic to count on it to free African countries from bad leaderships and poor governance, given the hard realities of global geopolitics and economics. Whatever the underlying causes of slow progress in Africa may be, Africans themselves have to take responsibility for their own progress. In this regard, the development of indigenous capacity and homegrown policies informed by local knowledge and perspectives provides the best hope for poverty alleviation in poor countries.
The onus therefore falls squarely on well-off and accomplished Africans to proactively take charge of fostering good governance and the evolution of visionary and transformational leaderships in their countries. The financial, intellectual, and other resources of accomplished Africans, especially those outside the continent ("Brain Drain", "Overseas" or "Diaspora" Africans), are yet to be fully tapped and effectively utilized toward fostering African progress, particularly leadership/governance capacity building with a strong private sector orientation. And, in most countries, much of the exceptional young leadership talent is wasting away due to under-investment in human capital development. | Translation - French
Un des défis-clés dans nombres de pays africains et autres pays en voie de développement est de savoir encourager une bonne gouvernance et l'évolution des environnements d'investissement requis pour provoquer une diminution de la pauvreté par le biais d’une croissance économique tirée par le secteur privé.
Si la communauté internationale peut fournir l’aide tant exigée, il n’est pas réaliste de compter dessus pour libérer les pays africains des mauvais dirigeants et d'une faible gouvernance, étant donnée la dure réalité géopolitique et économique mondiale. Quelles que soient les causes sous-jacentes de la lenteur du progrès en Afrique, les Africains eux-mêmes doivent prendre les choses en main. A cet égard, c’est l’amélioration de la capacité interne et des politiques locales développées par la connaissance et les perspectives locales qui donne le meilleur espoir de diminution de la pauvreté de ces pays.
Par conséquent, c’est aux Africains riches et qualifiés qu’incombe entièrement la charge d'encourager de façon proactive une bonne gouvernance et la formation de dirigeants plus ambitieux et favorables au changement dans leur pays. L'etichetta che fu loro affibbiata non fu neppure farina del loro sacco ma arrivò di riflesso, mutuando il nome da un'inchiesta sulla gioventù francese condotta dalla giornalista Francoise Giraud per il settimanale «L'Express». Francois Truffaut, Claude Chabrol, Jean-Luc Godard, Alain Resnais e Louis Malie, tanto per citare qualche nome, si trovarono così forzatamente arruolati sotto la stessa bandiera: un esercito che in comune aveva soltanto la giovane età e un vago desiderio di rinnovamento destinato a passare attraverso un cinema diretto, manovrato dagli autori e non dall'industria, un cinema libero, che fosse espressione artistica e non commerciale, estetica ma non ideologica. Non elaborazione e codificazione di uno stile; non una scuola, ma tutt'al più un movimento spontaneista, alimentato da uno spirito critico nei confronti del passato. Un cinema dove la libertà espressiva si manifestò nei temi — personali, soggettivi, autoreferenziali — ma anche nel linguaggio, sciolto dalle regole, grammaticali o sintattiche che fossero; un cinema che reagiva a tutte le norme e a tutti i condizionamenti, e che per questo aveva alimentato un fermento di grandi innovative speranze. L'étiquette qui leur a été flanquée n'a pas non plus été de leur cru mais leur a été attribué de manière indirecte, en empruntant le nom d'une enquête sur la jeunesse française menée par la journaliste Françoise Giraud pour l'hebdomadaire « L'Express ». François Truffaut, Claude Chabrol, Jean-Luc Godard, Alain Resnais et Louis Malie, pour ne citer que quelques noms, se sont trouvés, de façon forcée, enrôlés sous le même drapeau : une armée qui n'avait de commun que le jeune âge et un vague désir de renouvellement destiné à passer par un cinéma direct, manœuvré par les auteurs et non pas par l'industrie, un cinéma libre, qui serait une expression artistique et non commerciale, esthétique mais pas idéologique. Ce ne serait pas l’élaboration et la codification d'un style; pas non plus une école, mais tout au plus un mouvement spontané, alimenté par un esprit critique vis-à-vis du passé. Un cinéma où la liberté d'expression s'est manifestée par des thèmes (personnels, subjectifs, autoréférentiels), mais aussi par un langage, détaché des règles qu’elles soient grammaticales ou syntaxiques. Un cinéma qui réagissait à toutes les normes et à tous les conditionnements et qui, pour cela, avait alimenté un ferment de grands espoirs innovants.
