Source text - French Le squat est devenu, en région parisienne, une "industrie" rentable. Des réseaux négocient des listes d'appartements vides. Difficile pour les propriétaires de se défendre.
Du locataire de mauvaise foi au squatter organisé, le chemin n'est ni long ni tortueux. Pas étonnant d'ailleurs: en raison d'un vide juridique, la justice française est obligée de faire l'amalgame entre locataires et squatters. De fait, votre gré et ... les locataires de bonne foi dont certains propriétaires entendent se débarasser abusivement!
Profitant donc de cet amalgame et, partant, d'une certaine impunité, des "réseaux" se sont créés, qui alimentent un marché des appartements 'squattérisables" à Paris et en banlieue. Certains iraient même pêcher leurs clients à l'arrivée dans les aéroports. A vendre:
des adresses, voire des " faux vrais baux". Les listes, payables en liquide, seraient assez précises pour signaler une vacance à la suite d'un départ ou d'un divorce. Avec la liste, le "service" au client, en l'occurence des conseils rapides pour faire face à une expulsion éventuelle. Précurseurs en la matière, les faux baux dits "zairois", établis au nom de prétendus propriétaires provinciaux, ont permis à des familles entières d'occuper un appartement en arguant de leur bonne foi...
Pas facile, juridiquement, de contrer un tel fléau. Règle fondamentale: vous disposez de quarante-huit heures pour faire constater la violation de votre domicile. Passé ce délai, les choses se compliquent.

On the outskirts of Paris, squats have become a profitable "industry". Networks negotiate lists of vacant apartments. It is hard for owners to defend themselves.
From the bad tenant to the organised squatter, the road is neither long nor winding. Not surprising really. Due to a void in the Law, the French Justice System is forced to jumble tenants and squatters together. Effectively, the same clauses 'protect' the squatters settled in your property against your will and ... the tenants of good faith whose landlords intend to get rid of improperly!
Taking advantage of this combining and, moreover, of a certain impunity, networks that fund a market of 'squattable' apartments in Paris and surrounding suburbs have appeared. Some even go fishing for customers at the arrival terminal at airports. Addresses, or even false 'authentic tenancy agreements' are for sale. The lists, paid for in cash, are accurate enough to indicate a vacancy as a result of a divorce or taking leave. Along with the list, a customer 'service' of quick advice to tackle a possible eviction should the instance arise. Pioneers on the subject draw up false leases, referred to as 'zairois', in the name of supposedly provincial landlords, therefore enabling entire families to occupy an apartment in the name of their good faith.
From a legal standpoint it is not easy to oppose such a scourge. A fundamental rule is to report a violation of your property within forty-eight hours. Miss this deadline and things start getting complicated.

Source text - Italian L'Italia è da anni caratterizzata da un processo di immigrazione dai paesi del Terzo mondo che ha assunto dimensioni di notevole consistenza. Non si dispone di stime precise, ma è ragionevole ritenere che almeno un milione de 'terzomondiali' siano attualmente presenti nel paese.
In mancanza di interventi legislativi finalizzati a regolamentare il immigratorio in coerenza con i principi di uguaglianza proclamati dalla Costituzione repubblicana, si è determinata una situazione che sostanzialmente ha privato dei diritti fondamentali centinaia di migliaia di persone.
I diversi episodi di intolleranza, di razzismo e di sfruttamento, accaduti e denunciati nel 1989, e la conseguente mobilitazione dei partiti, di organizzazioni, movimenti e gruppi hanno indotto le forze politiche e il governo ad approfondire il dibattito e accelerare l'iter legislativo sul problema dell'immigrazione extracomunitaria i Italia.
Il DL 30 dicembre 1989 n. 416, approvato dal Consiglio dei ministri sul finire dell'anno passato, rappresenta un notevole passo avanti nella definizione di una politica immigratoria in Italia e, sopratutto, elimina ingiustizie e discriminazioni sentite ormai come insopportabili.
Il decreto legge, infatti, stabilisce nuove norme sull'ingresso e il soggiorno, riducendo cosi l'eccessiva discrezionalità della autorità di polizia per quanto concerne i provvedimenti di respingimento alle frontiere e di espulsione. Esso regolarizza, inoltre, la posizione di quanti sono presenti in Italia alla data del 1 dicembre 1989, che hanno ora la possibilità di iscriversi nelle liste di collocamento insieme ai lavoratori italiani, di svolgere attività commerciali e professionali e di costituire cooperative.
Translation - English A Law for a New Immigration
For years Italy has been characterised by an immigration flow from Third World countries which has gained considerable ground. A precise evaluation of the situation is not available but it is reasonable to believe that at least one million 'third worlders' are in the country at present.
Due to an absence of specific legislation aimed at controlling the immigration phenomenon consistent with the principles of equality proclaimed by the republican constitution, a situation has come about which essentially has deprived hundreds of thousands of people of their fundamental rights.
Various episodes of intolerance, racism and exploitation which took place and were reported in 1989 and the subsequent mobilisation of political parties, organisations, movements and groups have persuaded political forces and the Government to intensify the debate and speed up the legislative process on non-European immigration in Italy.
The Decree Law number 416 of 30th December 1989, approved by The Cabinet towards the end of last year, represents a considerable step forward in defining an Italian immigration policy and, above all, eliminating injustices and discriminations that by now are considered intolerable.
In fact the decree by force of law establishes new regulations on entering and staying in the country thereby reducing the excessive discretionary power held by police authorities in terms of denied entry at barrier points and exclusion orders. What's more, in normalises the position of those who were in Italy on 1st December 1989, who are now allowed to enroll on employment lists together with Italian workers, to carry out commercial and professional work and to form co-operatives.
