All travel is now merely a means of moving a camera from place to place, all travellers are ruled by the all-powerful lens. Visitors old-fashioned enough to wish only to stand and look with their anachronistic eyes are shoved aside by the photographers, who take it for granted that while they do their ritual focusing, nothing else may move or cross their vision. Those peculiar souls without a camera must step aside for those more properly occupied, must wait while the rituals take place, and must bide their time while whole coaches stop and unleash upon the landscape the Instamatic God. And the populations of whole countries seeing themselves cannibalised, swallowed up, vacuumed into the black-ringed staring eye, wrench what they can from the cannibals. You want picture my house, my camel? You pay.
None of this would matter, perhaps, if anything worthwhile was being accomplished. If all the constant busyness and clicking produced, at its end, what had not existed before, images of beauty captured or truth told. But, sadly, this isn't so. The camera is simply graffiti made respectable.
The camera is the means by which we stamp ourselves on everything we see, under cover of recording the Wonders of the World already wonderfully
recorded by professionals and on sale at every corner bookshop and newsagent. But what use to show Aunt Maud, back home, postcards of the Tuscan landscape, since we are not in the picture to prove that we were there?
No stretch of rocks has verity unless I am within it. No monument exists
but for my wife, leaning against it. No temple is of interest without my face beside it, grinning. With my camera I appropriate everything beautiful, possess it, shrink it, domesticate it, and reproduce it on my blank sitting-room wall to prove to a selected audience of friends and family the one absolutely vital fact about these beauties: I saw them, I was there, I photographed them, and, ergo, they are.

Денес патувањето претставува само начин на движење на фотоапарат од место до место, сите патници се управувани од семоќните леќи. Фотографите кои земаат сé здраво за готово додека го изведуваат своето ритуално фокусирање, и ништо друго не треба да се движи или да ја прекине глетката, ги туркаат настрана посетителите кои се толку старомодни што посакуваат само да стојат и да гледаат со своите несинхронизирани погледи. Оние необични души без фотоапарат мора да се потргнат настрана поради оние кои се подобро опремени, мора да чекаат додека се изведуваат ритуалите, мора да чекаат да дојде време за да се крене понатаму, додека сите автобуси застануваат и го ослободуваат над пејсажот фотоапаратот Кодак – Инстаматик. И населенијата на цели држави гледајќи се себеси канибализирани, проголтани, вшмукани во црното-округло, ширум отворено око, гледаат да извлечат сé што можат од дивјаците. Ништо од ова не би пречело можеби, ако сé што вреди веќе не е постигнато. Доколку сета постојана зафатеност и кликнување, како крајна цел, произведува нешто што претходно не постоело, доловени слики на убавина или кажана вистина. Но, за жал, ова не е така. Фотоапаратот е едноставно величење на графитите.
Фотоапаратот е средство со кое ние се ставаме себеси на сé што ќе видиме, под изговор дека ги овековечуваме Светските чуда веќе прекрасно овековечени од професионалци и ставени на продажба во секоја книжарница или трафика на аголот. Но каква корист од тоа кога ќе се вратиме дома и на тетка Маре и покажеме разгледница од пејзажот на Тоскана, ако ние не сме на сликата за да докажеме дека сме биле таму?
Ниту една карпа не е вистинска ако јас не сум на неа. Ниту еден споменик не постои доколку мојата сопруга не е потпрена на него. Ниту еден храм не е интересен без мојот насмеан лик покрај него. Со мојот фотоапарат јас присвојувам сé што е убаво, го поседувам, го смалувам, одомаќинувам и го поставувам на празниот ѕид во дневната соба за да докажам на одбрана публика од пријатели и блиски роднини еден апсолутно важен факт за овие убавини. Јас ги видов, јас бев таму, јас ги фотографирав, и, еве ги овде.

III. Tutunski proizvodi
Akcizata za tutunski tobra pri uvozot iznesuva:
Puri i cigarilosi - 1,35 den. po par~e i 0 % od maloproda`nata cena.
Cigari - 1,1 den. po par~e i 8 % od maloproda`nata cena
Tutun za pu{ewe kako fino seckan tutun - 1.350,00 den. po kilogram i 0 % od
maloproda`nata cena.

maloproda`nata cena.
Akcizata na tutunski proizvodi se pla}a so koristewe na kontrolni marki, osven vo
slednite slu~ai koga akcizata se pla}a so predvideni zakonski sredstva za pla}awe,
odnosno na ist na~in kako {to se pla}a i carinata i toa za:
- patnici koi vnesuvaat od stranstvo tutunskite proizvodi vo koli~ini pogolemi od
onie oslobodeni soglasno odredbite od ~len 25 stav (1) to~ka 5 od Zakonot za
akcizi kako li~en baga`, i
- dr`avjani na Republika Makedonija i stranski dr`avjani koi primaat od
stranstvo tutunskite proizvodi.

Vo slu~aj koga akcizata se pla}a so koristewe na kontrolni marki, carinskata

Pu{taweto na tutunskite proizvodi vo akcizno-praven sloboden promet vo akciznata
teritorija e dozvoleno samo ako tutunskite proizvodi se obele`eni so kontrolna marka,
osven za tutunskite proizvodi oslobodeni od akciza, so isklu~ok na ~len 24 stav (3) od
Zakonot za akcizi (za voeni sili na dogovornite strani na Severnoatlanskiot pakt), kako i
za pogore navedenite slu~ai koga akcizata se pla}a na drug na~in, so predvideni zakonski
sredstva za pla}awe, a ne so upotreba na kontrolni marki.
Kontrolnite marki treba da bide zalepeni redosledno, spored serijata, na ambala`ata
pod celofanskata ili druga hartija, taka {to }e bidat vidlivi i pri otvaraweto na
pakuvaweto }e mora da se o{tetat. Na originalnite pakuvawa na puri i cigarilosi, koi ne
se obvitkani so celofanska ili druga hartija, kontrolnata marka mo`e da bide zalepena
neposredno na pakuvaweto.
Pri uvozot kon carinskata deklaracija se podnesuva originalno re{enie za izdadenite
kontrolni marki na koe {to se vr{i otpis na vidot, koli~inata i seriskite broevi na
kontrolnite marki. Fotokopija od re{enieto na koe e stavena zabele{ka "izvr{en otpis"
od carinskiot rabotnik koj izvr{il dokumentarna kontrola se zadr`uva kon
deklaracijata.
Tutunskite proizvodi smeat da izlezat od akcizniot sklad vo akcizno-pravniot
sloboden promet, da se dadat na koristewe vo akcizen sklad ili da se uvezat ili

III. Tobacco products
The excise when importing tobacco products is:
Cigars and chigarillos - 1,35 denars per piece and 0 % from retail price.
Cigarettes - 1,1 denars per piece and 8 % from retail price.
Tobacco for smoking as nicely cut tobacco - 1.350,00 denars per kilo and 0 % from the retail price.
Tobacco for smoking as another smoking tobacco - 1.350,00 denars per kilo and 0 % from the retail price.
The excise for the tobacco products is paid by using control labels, except in the following cases when the excise is paid by legal payment means, or in the same way as duty payment:
- passengers who import tobacco products from abroad as a personal luggage in bigger quantities than the duty-free, according to the regulations from the article 25 paragraph (1) item 5 from the Law of excise, and
- citizens of the Republic of Macedonia and foreign citizens who receive tobacco products from abroad.
- tobacco products that are imported as samples or that will be used at international fairs, exhibitions and other performances.
In cases when the excise is paid by usage of control labels, the excise is not paid at the Customs office because it was previously paid at the Public Revenue Office.
Putting the tobacco products into the excise-legal free circulation in the excise territory is allowed only if the tobacco products are marked with control label, except for tobacco products that are excise free, or with the exemption from the article 24 paragraph (3) from the Law of excises (for military forces of the agreed parties of the North-Atlantic pact) as for the above mentioned cases when the excise is paid another way, by legal payment means, not by using control labels.
The control labels should be stick in order, according to the series, on the packing under the cellophane or other paper, so they can be visible and when opened, they must be damaged. On the original cigar and chigarillos packing, that are not wrapped in cellophane or other paper, the control label can be stick directly on the packing.
For import, the original decision for the issued control labels should be enclosed to the customs entry form, on which the description of the type, the quantity and the serial numbers on the control labels are stated. The photocopy of the decision on which the note "written-off done" put by the custom officer who has done the documentation control, is kept with the entry form.
The tobacco products can be out of the excise balance in the excise legal free circulation, to be given for usage in excise balance or to be imported or transported in the excise territory only in closed, retain packing.
