Compétence
La compétence est la mise en œuvre, dans un contexte précis, d’une combinaison de savoirs théoriques (connaissances, méthodes…),, de savoir agis (savoir-faire techniques, pratiques…) et de savoir être (comportements, chaleur humaine, charisme…)
Une personne compétente est une personne qui sait agir avec pertinence dans un contexte particulier, en choisissant et en mobilisant un double équipement de ressources : les ressources personnelles (connaissances, méthodes, savoir-faire, comportements, qualités, culture, ressources émotionnelles…) et les ressources de réseau (banques de données, réseaux documentaires, réseaux d’expertise).
On parle aussi de compétences collectives pour caractériser la capacité de plusieurs personne à coopérer avec compétence. Dans le cas du développement local, la compétence collective ne se situe pas seulement dans l’addition de compétences individuelles mais dans la capacité à mobiliser et combiner les ressources, les savoir-faire et expériences des différents acteurs d’un projet et/ou d’un territoire. Dans ce contexte, agir avec compétence signifie savoir agir avec autrui et trouver des leviers d’action pour favoriser la coopération.

A skilled person is a person who can act in an apposite way in a particular context, choosing and generating two-fold resources: personal resources (knowledge, methods, know-how, behaviour, qualities, culture, emotional resources…) and network resources (databases, documentary networks, networks of expertise).
Group skills are also described to define the capacity of several people to cooperate skilfully. In the case of local development, group skill does not only constitute the addition of the individual skills but also the ability to generate and combine resources, know-how and experience of different partners in a project and/or in a territory. In this context, acting skilfully means knowing how to act with others and finding the springboards for action to stimulate cooperation.

The internal heat dissipates regularly towards the surface of the earth; its existence can be seen from the progressive increase in temperature of rocks as we go deeper; the geothermal gradient is on average 3°C for every 100 m of depth, or 30°C per km. However in the earth’s crust there are special areas where the gradient is considerably more than this average: this is due to the presence, not far from the surface (5 to 10 km), of liquid magma or magma which is already solidifying and in the process of cooling.
The thermal energy accumulated in these areas is made available at accessible depths by thermal vectors present in the earth’s crust and called geothermal fluids. Geothermal liquids are essentially composed of rainwater that enters the ground and heats when in contact with the hot rocks. Thus aquifers form which can be at very high temperatures (over 300°C). Structural changes have been taking place in Finland since the early 90’s. Low population density, internal migration and economic/social disparities have led to the deployment of rural areas. Economic disparities are evident among regions; it is difficult to maintain ways to make a living in rural areas in a balanced manner among the regions.
In order to cope with this problem, a series of actions at different levels is needed. The concept of “polis” is such an action. It has proven to be a viable solution, because it integrates the needs of enterprises, the incubation of new ones, innovative and development actions of high added value and access to financial resources. It thus caters for regional spatial planning and balanced development.

Traiter ce problème nécessite une série d’actions à différents niveaux. Le concept de « polis » est une de ces actions. Il s’est avéré une solution viable, parce qu’il intègre les besoins des entreprises, « l’incubation » de nouvelles entreprises, des actions innovantes pour le développement de haute valeur ajoutée, ainsi qu’un accès aux financements. Qualora si dovesse verificare una rottura di qualsiasi oggetto seguire le linee del seguente Flow Chart.
Si deve porre particolare attenzione nel caso in cui si verifichino delle rotture di componenti plastici sulle linee di confezionamento. In tali situazioni procedere come descritto in seguito:
− Bloccare immediatamente la produzione;
− Isolare completamente la zona della linea di confezionamento dove si è verificata la rottura;
− Contattare immediatamente RAQ informandolo della situazione;
− Una volta sistemata la rottura rilavorare l’intero lotto di produzione presente in linea al momento della rottura;
N.B.: nel caso in cui la rottura si verifichi durante la lavorazione di prodotti destinati al cliente X la rilavorazione non è consentita. L’intero lotto di produzione presente in linea al momento della rottura deve essere scartato.
Quotidianamente PRO (al momento della consegna degli ordini) effettua un controllo pre-operativo consultando il modulo X “elenco plastiche dure e vetri” (Rif.B) e registrando il controllo effettuato, con eventuali note ritenute necessarie, sul modulo di manutenzione X “verifica stato plastiche dure e vetri” (Rif.C).

− Once the breakage is repaired, reprocess all of the production batch that was on the line when the breakage took place;
N.B.: if a breakage should take place during production of products destined for X, reprocessing is not permitted. The whole production batch on the line when the breakage took place must be discarded.
On a daily basis PRO (Production Manager) (when orders are dispatched) carries out a pre-operating check using the form X “List of hard plastics and glass” (Annexe B) and records the check made, with any notes held to be necessary, on the maintenance form X “Examination of the condition of hard plastics and glass” (Annexe C).
