Cramer zet subsidie op waardeloze roetfilters stop
DEN HAAG - Roetfilters die achteraf in vrachtwagens zijn ingebouwd blijken nauwelijks te werken. Milieuminister Jacqueline Cramer zet de subsidie op de filters daarom per direct stop. Sinds eind 2006 heeft het departement 80 miljoen euro subsidie voor de roetfilters verstrekt.
Dat heeft een woordvoerder van Cramer vrijdag gezegd. Volgens hem zijn de filters destijds wel getest, maar blijkt nu uit proeven in de praktijk dat zij slechts 5 tot 20 procent van de schadelijke stoffen tegenhouden.
De zogeheten halfopen filters zouden de uitstoot van fijnstof eigenlijk met de helft moeten verminderen. Het departement laat nu een vervolgonderzoek uitvoeren. Als daaruit ook blijkt dat het meeste roet gewoon wordt uitgestoten, dan wordt de subsidie definitief stopgezet.
Met de subsidie wil het kabinet de kwaliteit van de lucht verbeteren. Er is ook subsidie voor roetfilters die tijdens de productie van de vrachtwagens worden ingebouwd. Deze gesloten filters zijn van veel betere kwaliteit. Sinds oktober 2006 heeft het ministerie aan deze filters 55 miljoen euro steun gegeven.
Overigens kan dit type filters ook bij bestaande vrachtwagens worden ingebouwd, zij het tegen veel hogere kosten. Het ministerie blijft subsidie voor deze roetfilters verlenen. Dat geldt ook voor alle type filters voor personenauto's.
De Rai Vereniging van leveranciers van auto-onderdelen plaatst kanttekeningen bij het onderzoek waarop Cramer haar conclusie baseert. Zo zou er naar slechts één merk gekeken zijn.

Cramer removes the subsidy for unworthy soot filters
The Hague – Retrofitted particle filter systems in lorries don’t seem to be working well. The Minister of Environment Jacqueline Cramer has therefore put an immediate stop on all subsidies for filters. Since the end of 2006 the Ministry issued 80 million euros in subsidies for retrofitted partial filters.
Cramer’s spokesperson issued this statement on Friday. According to him, the filters had been tested for quality, but recent experience shows that they remove only five to ten percent of harmful particles .
The so-called partial filters were expected to reduce particle mass by 50%. The department has proposed to do a follow-up study. If it turns out that, indeed, most particles are released in the air, the subsidy will be permanently removed..
The Cabinet wants to improve air quality with this subsidy. There is also a subsidy available for filters installed initially, during the production process of a hauler. These “full” DPF filters show a much better quality, than partial filters. The Cabinet has bestowed 55 million on a subsidy for DPF filters since October 2006.
Generally speaking, full DPF filters can be installed in any lorry already on the road, although it involves much higher costs to install in retro stage. The Cabinet will continue to provide subsidies for these filters. The provision is valid for all types of personal vehicles, too.
The Rai Association of Car Parts Dealers monitors the research which provides the basis for Cramer’s conclusions. One of their remarks is that there is only one lorry brand being studied.

In een productieomgeving speelt veiligheid een zeer belangrijke rol. ArcelorMittal Gent wil de veiligheid op, van en naar het werk waarborgen. Wie aangeworven wordt, krijgt eerst een grondige veiligheidsopleiding. Bovendien krijgt elke nieuweling een peter toegewezen. Via veiligheidskwartiertjes en –gesprekken worden alle werknemers voortdurend op het belang van veiligheid gewezen. Aan contractanten legt ArcelorMittal Gent dezelfde veiligheidsvoorschriften en –eisen op. Ze krijgen pas toegang tot het bedrijf als ze slagen voor een veiligheidstest die ze kunnen voorbereiden dankzij e-learning. Al die inspanningen leveren resultaten op. ArcelorMittal Gent is ongeveer 10 keer veiliger dan het gemiddelde van de Belgische industrie.
Met een frequentiecijfer van 1,5 haalde ArcelorMittal Gent in 2007 goede veiligheidsresultaten. In augustus 2007 zette het bedrijf ook een nieuw veiligheidsrecord neer van 128 dagen zonder ongeval. Een dodelijk ongeval op de bouwplaats van de tweede ontgasser in de staalfabriek bewees echter eens te meer het relatieve karakter van een naakt statistisch cijfer. Een werknemer van de firma Balliauw demonteerde een stelling en viel van een hoogte van 7 meter op een betonnen vloer. Het slachtoffer overleed op 29 augustus.
Naast dit ongeval vonden er in de sector vlak-koolstofstaal West-Europa tussen juni en oktober 2007 nog vier dodelijke ongevallen plaats. Wat alle ongevallen met elkaar gemeen hebben, is dat er telkens mensen in de buurt waren die de slachtoffers niet hebben aangesproken op hun gevaarlijke werkwijze. Dat betekent dat er nog altijd onvoldoende inspanningen geleverd worden om het principe van “gedeelde waakzaamheid” systematisch toe te passen. “Gedeelde waakzaamheid” is iemand aanspreken wanneer hij of zij zich aan een veiligheidsrisico blootstelt.

Safety and Health.
Safety plays a key role on production sites. ArcelorMittal would like to increase the level of safety entering and/or leaving the work area. Whoever is considered for employment receives sophisticated safety training. On top of it, every new employee gets a personal supervisor. Safety appears systematically as a subject in security trainings and work discussions with all employees. ArcelorMittal requires the same safety measures and operational procedures from the contracted labor force as well. They may acquire access to the company premises only and when they pass the security test, the preparation sample for which is available on-line. ArcelorMittal Gent is approximately ten times as safe and secure as any other Belgian company.
With a frequency scale of 1,5 ArcelorMittal Gent showed a low accident rate for all its operations in 2007. In August 2007 the company had set a new safety record of 128 days without an accident. A deadly incident at the construction site of the second gas extractor in the steel works once again proved the relative character of pure statistics. An employee of the Balliauw Company was taking down scaffolding and fell onto the concrete floor from a height of 7 meters. The sufferer died on the 29th of August.
Apart from this incident, there were four more deadly accidents taking place in the flat carbon steel sector in Western Europe between June and October. What all these accidents had in common was that in each case there were people available in the vicinity of the victims to warn them about the potential dangers. That means that there is still not enough effort exerted to apply the principle of ‘shared vigilance’ systematically. ‘Shared vigilance’ means warning somebody when noticing that they expose themselves to safety risks.

• Een bekende beperkte levensduur of opslag termijn heeft, dan wel andere beperkingen kent, zodat speciale conditie bewaking moet plaatsvinden;
• Bekend staat om een geringe betrouwbaarheid;
• Een nieuwe technologie vertegenwoordigt of in een nieuw toepassingsgebied wordt gebruikt en derhalve een nog onbekende betrouwbaarheid heeft;
• Indien de kostprijs van een component een significant deel van de totale kostprijs kent;
• Slechts uniek te verkrijgen is (monopolie) en derhalve een hoog toeleveringsrisico kent;
• Ingeval van falen, van welke aard dan ook, intensief dan wel kostbaar onderhoud vereist.
1.1.2. Minder Kwetsbare Munitie (MKM)
Munitie die op bedrijfszekere wijze aan de operationele eisen voldoet, maar die op een zodanige wijze reageert op een niet geplande initiatie dat de heftigheid van de reactie en de daardoor veroorzaakte schade minimaal is.
1.1.3. Lot
Een uniek geïdentificeerde partij van een zelfde artikel die, binnen de toegestane variatie in de kritieke componenten, onder gelijke omstandigheden zonder onderbrekingen uit dezelfde grondstoffen en componenten met dezelfde productiemiddelen en in dezelfde configuratie is geproduceerd.
1.1.4. Mal Onveilig Gebied (MOG)
De MOG beschrijft het gebied waarbinnen door de uitwerking van het artikel gevaar bestaat voor personeel en materieel.
1.1.5. Permanente munitiepallets
Permanente munitiepallets zijn bestemd om te worden gebruikt onder operationele omstandigheden. De artikelen worden organiek op deze pallets vervoerd en pas bij daadwerkelijk gebruik van de pallet ontladen.
1.1.6. Niet-permanente pallets
Niet-permanente pallets zijn bestemd voor gebruik ten behoeve van logistieke en vredesverplaatsingen teneinde het transport economisch te kunnen uitvoeren.
1.1.7. Typeclassificatie (TC)
Het proces waarbij van het artikel wordt vastgesteld dat dit onder de aangegeven gebruiksomstandigheden veilig en bedrijfszeker functioneert. De veiligheid moet zowel bij opslag, transport als gebruik ten alle tijde zijn gewaarborgd. Met de TC wordt de veiligheid van het verpakte en onverpakte artikel geverifieerd.

1.1.4. Mal Non-secure Area (MOG)
MOG defines the area in which the personnel and material is considered to be at risk while operating the article.
1.1.5. Permanent Munitions Pallets.
Permanent munitions pallets are intended for use in operational circumstances. Articles are transported on these pallets, and unloaded immediately before use.
1.1.6. Non-permanent Pallets.
Non-permanent pallets are intended for logistics use, and for use in peace bringing missions, such as delivering economic help.
1.1.7. Category Classification (CC)
Category Classification is a process, which determines the safety value of the article within given circumstances. The safety guarantee has to apply to storage, transport and use at all times. CC verifies the safety of both packaged and un-packaged article.
1.1.8. Technical Information Package (TIP)
The TIP of an article or any munitions related article contains documents, necessary for setting of the configuration at any required moment.
