Source text - Croatian «Ako staviš prst u more, povezan si sa cijelim svijetom». Iz ove izreke proizašla je ideja Tonija Meštrovića o «digitalnom moru» - moru kao mreži, kao kolektivnom prijenosniku i čuvaru sjećanja čovječanstva, koje je u svojoj sveobuhvatnosti arhetipskom mediju. U jednom čudesnom trenutku umjetnik je u morskoj pustoši hidrofonom snimio ljudske glasove. Medij vode ih je izobličio gotovo do neprepoznatljivosti, ali i prenio miljama daleko od mjesta nastanka: more je prenijelo, preobrazilo i,na kraju, upilo taj zvuk.
Iz audiovizualnog materijala snimljenog u blizini otoka Veli Drvenik tokom 2002. i 2003. nastao je projekt «Abyssos», u kojemu se uobličila ideja virtualnog mora. Digitalno obrađujući skup slika i zvukova u filmu autor materijalizira i re-kreira vlastito pamćenje. Kamera i hidrofon kao snimateljska sredstva produžene su ruke percepcije, a umjetnička volja i kreativna manipulacija materijom osviješteni su procesi generiranja memorije.Osamnaestominutni film putovanje je prema morskom ambisu i natrag, ali i zoran prikaz procesa sjećanja. Njegovi akteri su, osim samog umjetnika: lanterna, brodski motor, jato tuna, morski bezdan – stvarni i artificijelni, mjehurići zraka u vodi, morska pjena, pomorska karta okolice Splita i dvije hobotnice. Na njih kamera nailazi na svom virtualnom putu prema ambisu i natrag, i zaustavlja se kako bi uhvatila sliku i zvuk i otvorila put njihovoj transformaciji.
Dramaturgija «stvarnih» i «konstruiranih» slika i zvukova isprepliće svjesno i nesvjesno, dok labava narativna mreža tek prekriva izrazito filmski određen ritam izmjene sekvenci. Kako u vizualnom tako i u zvučnom segmentu, digitalno obrađeni dijelovi slobodno se izmjenjuju s onima koji su izravno preuzeti iz morskog okoliša, a transformacije nekih, uvjetno rečeno, stvarnih slika, često proizlaze iz puke asocijativne zaigranosti.
Međutim, koliko god pojmovi voda, zvuk, podsvijest, pamćenje i tok svijesti prizivali neke avangardne pokrete dvadesetog stoljeća, u ovom su kontekstu daleko od erosa nadrealizma i nekih fluksusovskih praksi šezdesetih godina. Ona su ovdje uputstvo za korištenje medija: audioviuzalnog i tonskog zapisa , kao i računalne animacije. No, ono po čemu im je «Abyssos» blizak jest težnja k sinestetičnosti, naglašena prvenstveno u gotovo taktilnom pristupu zvuku u postavu kao i potpunoj izdvojenosti malog broja promatrača od izvanjskog svijeta.
Projekt "Abyssos" uključuje film i nekoliko video-instalacija, izlaganih u specifičnim prostorima. Film je svojevrsna mala retrospektiva autorovih video radova nastalih u protekle tri godine: lanterna iz uvodne scene dio je autonomnog rada, a u narativni slijed uključene su i sekvence iz prethodnih video radova «The state of mind» i «Blue note», i kao trenutak prisjećanja, ali i kao legitiman digitalni pristup filmu. No, dok vrlo svjesno koristi nove medije, Meštrovićev pristup motivima u svojoj zaigranosti preobrazbi priziva tradiciju, možda i neko arhaično doba.. Teško bi se moglo reći da je "Abyssos" prikaz nečega što nazvalo morskim pejzažem – elementi i stvorenja koja tvore njegov (sada) digitalizirani univerzum prizivaju drevne zoomorfne oblike iz mitskih vremena.
Translation - English „Put your finger in the sea and you touch the world“. This saying inspired Toni Meštrović to develop the concept of „digital sea“ – sea perceived as a network, collective transmitter and keeper of human memories, and comprehensive archetypical medium. Amidst the vast sea, in one miraculous moment the artist used the hydrophone to tape the human voices. The water medium deformed them almost to the point of unintelligibility, but has also transferred them miles away from the place of origin: the sea transferred, transformed and eventually absorbed the sound.
The audio-visual material recorded in 2002 and 2003 near the island of Veli Drvenik provided a base for the “Abyssos” project, forming the idea of virtual sea. The author materialises and recreates his own memory by digitally processing a set of images and sounds. As recording tools, the camera and hydrophone are extended hands of perception, and artistic will and creative manipulation over the matter are enlightened processes of generating memory. The 18-minute film is a journey towards the sea abyss and back, but also a true representation of the recollection process. Apart from the artist himself, there are other participants as well: the lantern, the boat engine, a shoal of tuna fish, deep sea abyss – real and artificial, bubbles of air in the water, sea spray, naval chart of Split area and two octopuses. The camera comes across them on its digital path towards the abyss and back and stops only to capture the image and the sound and open way to their transformation.
Dramatics of “real” and “constructed” images and sounds entwines the conscious and the unconscious, while loose narrative net hardly covers the intensely movie-like sequence rhythm. Both in visual and auditory segment the digitally processed parts alternate with those taken directly from the marine environment and the transformation of images qualified as real often comes out from simple associative play.
However, as much as concepts of water, sound, subconsciousness, memory and the stream of consciousness revoke some 20th century avant-garde movements, in this context they are removed far from the Eros of surrealism and some fluxusian practices from the sixties. Here, they represent instructions for using the medium: audiovisual and sound recording as well as computer animation. The connection to the “Abyssos” can be made through their common tendency towards synaestheticism, emphasised in virtually tactile approach to the sound and in the setup as well as complete isolation of a limited number of viewers from the outside world.
Project “Abyssos” incorporated film and a few video installations, exhibited in specific areas. The film is a kind of small retrospective of author’s video works made during the last three years: the lantern from the opening scene is part of an autonomous work, and the narrative series includes sequences from previous video works “The state of mind” and “Blue note”, as a moment of reminiscence, but also as a legitimate digital approach to the film. While using the new media consciously, Meštrović revokes tradition and perhaps an archaic era in its playful approach to transformation. “Abyssos” is hardly a representation of sea scenery – the elements and creatures that make up his (present) digitalised universe recall ancient zoomorphic shapes from the mythical times.
English to Croatian: Feasibility Report for the Waste Management Centre/ Studija izvodljivosti za Centar za gospodarenje otpadom (extract/ odlomak)
Source text - English 1.1 Project Background
The management of Municipal Waste (MW) in Croatia is undergoing a radical transformation from the current situation with decentralised disposal of waste at local landfills to centralised management of waste at Waste Management Centres (WMC) serving whole and in some cases several counties. The WMC concept has been adopted by the Croatian Government in its National Waste Management Strategy of 2005 (Official Gazette (OG) 130/05) prepared under the umbrella of the recent Law on Waste (OG 179/04) and the ongoing approximation to the legislation of the European Union.
Other recent Government initiatives are significant for the development of the waste management sector:
• The Fund for Environmental Protection and Energy Efficiency is injecting substantial funds into closure and restoration of landfills. Most existing landfills have such funds approved and projects are to be developed for implementation in parallel to introduction of WMCs. The WMCs are also receiving financial support from the Fund, initially for preparatory works, but later on also major co-financing of the construction works is expected;
• Introduction of producer-responsibility and deposit-refund schemes for packaging waste and special waste types from 2006 are boosting the recycling sector both in terms of providing increased waste quantities for recycling and establishing a financial platform for development of the local recycling business;
• The waste management legislation is still developing so while the National Waste Management Strategy sets the overall framework important details are still emerging from new legislation. An example is the Ordinance on Standards, Procedures and Means of Defining Compensation for the Host Community and Real Estate Owners of 25 May 2006 (OG 5906), which determines a fixed compensation of the host community of 30% of the gate fee. This specific requirement could have significant consequences for the feasibility of projects.
Translation - Croatian 1.1 Pozadina projekta
Sektor gospodarenja komunalnim otpadom u Republici Hrvatskoj prolazi kroz značajne promjene, od trenutne situacije sa decentraliziranim sustavom odlaganja na lokalnim odlagalištima prema centraliziranom sustavu u sklopu Centara za gospodarenje otpadom (CGO) koji će posluživati jednu ili u nekim slučajevima i više županija. Koncept Centra za gospodarenje otpadom usvojen je od strane Vlade Republike Hrvatske kao dio Strategije gospodarenja otpadom iz 2005. godine (Narodne Novine, 130/05), pripremljene u skladu sa Zakonom o otpadu (NN 179/04) u procesu približavanja nacionalnog zakonodavstva propisima Europske unije.
Ostale inicijative na državnoj razni značajne za razvoj sektora gospodarenja otpadom su sljedeće:
• Fond za zaštitu okoliša i energetsku učinkovitost ulaže značajna sredstva u zatvaranje i sanaciju odlagališta. Sredstva su odobrena za većinu postojećih odlagališta, i u tijeku je izrada projekata za njihovo zatvaranje, koje će se provoditi usporedo s otvaranjem Centara. I sami Centri za gospodarenje otpadom korisnici su sredstava iz Fonda, u početku samo za pripremne radove, no kasnije se očekuje i značajno sufinanciranje građevinskih radova;
• Uvođenjem odgovornosti proizvođača i sustava povratnih naknada za ambalažni otpad i posebne vrste otpada tijekom 2006. godine unapređuje se sektor reciklaže, u smislu osiguranja većih količina otpada za reciklažu i uspostave financijske podloge za razvijanje lokalnih gospodarskih inicijativa u djelatnostima reciklaže;
• Zakonodavstvo vezano za gospodarenje otpadom još uvijek se razvija, i dok je osnovni okvir uspostavljen preko Strategije gospodarenja otpadom, novom se legislativom definiraju važni detalji. Primjer je Pravilnik o mjerilima, postupku i načinu određivanja iznosa naknade vlasnicima nekretnina i jedinicama lokalne samouprave donesen 25. svibnja 2006. (NN 59/06), kojim se određuje fiksni iznos naknade za lokalnu zajednicu, i to u iznosu od 30% od ulazne pristojbe. Ova pretpostavka može imati značajne posljedice na izvodljivost projekata.
