Von den Wasserwerken Deutschlands wird Trinkwasser als Lebensmittel in der gesetzlich vorgeschriebenen Qualität (Trinkwasserverordnung) bis zur Übergabestelle (Wasserzähler) innerhalb eines Gebäudes geliefert.
Hierbei wird das Trinkwasser kontinuierlich allen erforderlichen Tests unterworfen, um die Einhaltung der Grenzwerte laut TVO (Trinkwasserverordnung) zu garantieren.
Die Gewährleistung, insbesondere der hygienisch einwandfreien Beschaffenheit des Trinkwassers innerhalb der wasserführenden Systeme in Gebäuden (bis zur letzten Zapfstelle), liegt in der Verantwortung des Eigentümers/Betreibers der haustechnischen Anlage. Die Übergabestelle von den Wasserversorgern zu den Gebäudebetreibern ist i. d. R. durch den Wasserzähler definiert, d.h. der Eigentümer/Betreiber hat nach der Übergabestelle dafür Sorge zu tragen, dass die Wasserqualität in seinem Leitungssystem erhalten bleibt.

The German waterworks supply drinking water as a foodstuff in the necessary quality as legally stipulated (‘Trinkwasserverordnung’ – Drinking Water Ordinance), all the way to the point of delivery within a building.
While this is taking place, the drinking water is continually analysed using all necessary tests in order to guarantee that the limits of the TVO (‘Trinkwasserverordnung’ – Drinking Water Ordinance) are kept to.
Guaranteeing this, especially the hygienically pure consistency of the drinking water within the system transporting the water within buildings (to the last fountain) lies within the responsibility of the owner/operator of the technical system on the premises. The point of delivery of the water suppliers to the premise operators is, as a rule, defined by the water meter; that means that the owner/operator is made responsible for keeping the water quality within his pipe system up to scratch after the point of delivery. The controls are undertaken by taking regular micro-biological samples.
