A new political will
Following the release of the Pébereau report, the French Government has announced that it will toughen the budgetary policy in order to eliminate more quickly the public deficit and to bring back the debt ratio below the 60 threshold. The new target in terms of deficit or debt are not much different from the ones embed in last year's stability program (0.9% deficit and 62% debt ratio in 2008), but the chances to respect the new target are somewhat increased.
To get there the Government is willing to follow two guidelines: firstly, stop the tax cuts for the time being, secondly impose strict limits to spending increase. Asset sales will help to reduce the debt, but not to a significant extend. This plan has been designed to minimise the negative impact on activity
Limited leeway to cut taxes
The first one is obviously the easiest to achieve. However, the fiscal policy has always been a major policy making instrument; and the current majority will feel unhappy to be deprived from it when going towards a major election year. Incidentally, such a target is ruining the President promise to lower the VAT rate for restaurants or to reduce the income tax by 30% during his second term. In the same time the Government also promised that the CSG would not be increased (this tax has been the most commonly used instrument in the past few years to limit the social security deficit).
Primarily a political issue
Still the move is clearly going in what the ECB or the EU commission would call "the right direction". The 2007 deficit target is being slightly reduced from 2.7% to 2.6%, but more importantly it is now more credible. Still the target of balanced accounts (a 0.1% deficit to be precise) by 2010 with a growth rate averaging 2.25% (or in 2009 with a 3.0% growth) will be tough to achieve. But the political will is more present there than before. Thursday's announcement is also setting the line along which de Villepin would campaign if he decides to run for the Presidency in 2007 as many expect him to do. And since Sarkozy is also part of that Government, if he decides to run, he is unlikely to set less ambitious targets.

In Euros – Duration: Mildly positive, +0.62% duration overweight. A firming Euro currency, a rise in oil prices and the firm tone to JGBs support our belief that the Euro rates market will remain constructive over the coming month. Curve: Flatter. We are bearish on the short end of the rates curve given stronger EU growth and prospects of ECB hikes. However, longer ends are likely to remain firm due to the positive factors mentioned above (also better protected from structural demand). Underweight 1-5y buckets ( -7% in 1-3y, and –12% in 3-5y) into 7-10 and 10+ sectors (+4% overweight in each). Spreads: We believe that swap spread widening will be contained by heavy supply in agency and covered bonds which will be swapped back by issuers. Non core spreads are at their wides and offer selective & tactical opportunities. We have a 1% duration overweight in Italy by overweighting the 10+y bucket.

Une nouvelle volonté politique
Suite à la publication du rapport Pébereau, le gouvernement français a annoncé qu’il durcira la politique budgétaire afin d’éliminer le déficit public plus rapidement et ramener le ratio d’endettement sous la barre des 60 % du PIB. Les nouveaux objectifs en terme de déficit ou de dette ne diffèrent pas vraiment des objectifs inscrits en filigrane dans les programmes de stabilisation des années précédentes (0,9 % de déficit et 62 % de ratio d’endettement en 2008) mais les chances du gouvernement de respecter les nouveaux objectifs augmentent quelque peu.
Le gouvernement entend suivre deux lignes directrices pour arriver à ses fins: d’une part, cesser les réductions d’impôt pour l’heure, et deuxièmement, imposer des limites fermes à l’augmentation des dépenses. Les ventes d’actif viendront aider la réduction de la dette mais pas de manière significative. Ce plan a été mis au point pour minimiser l’impact négatif sur l’activité économique.
Une marge de manoeuvre limitée pour la diminution d’impôts
La première direction est évidemment la plus facile à suivre… Cependant, la politique fiscale a toujours été un instrument de décision politique prépondérant, et la majorité actuelle sera mécontente d’en être dépourvue alors qu’elle se dirige vers une année électorale importante. Un tel objectif met en échec la promesse du président d’abaisser le taux de TVA pour les restaurants et l’impôt sur le revenu de 30 % pendant son deuxième trimestre. Pendant le même temps, le gouvernement a promis de ne pas augmenter la CSG (cet impôt qui sert à limiter le déficit de la sécurité sociale fut l’instrument le plus souvent utilisé ces quelques dernières années).
Un enjeu politique avant tout
Il n’empêche que la démarche s’inscrit dans ce que l’ ECB ou la commission européenne appellerait « la bonne direction ». Le déficit envisagé pour 2007 est revu à la baisse de 2,7 à 2,6 %, mais, et c’est le plus important, il en devient plus crédible. Il n’en reste pas moins que l’objectif sur les comptes équilibrés d’ici 2010 sera difficile à atteindre -un déficit de 0,1% pour être précis- avec un taux de croissance avoisinant 2,25 % (ou en 2009, un taux de croissance de 3,0%). Il y a là plus de volonté politique qu’auparavant. La déclaration de jeudi donne le ton de ce que pourrait être la campagne de Villepin s’il décidait de se présenter à la présidence en 2007 comme on le pense largement. On n’attend pas moins de Sarkozy qu’il se fixe les mêmes objectifs ambitieux, s’il décide de se présenter, puisqu’il fait également partie de ce gouvernement.

En Euros – Duration: légèrement positive, sur-pondération de la durée de +0.62%. Un raffermissement de l’unité européenne, une augmentation des prix du pétrole et le ton ferme maintenu avec les JGBs confortent notre opinion que le marché des changes euros restera constructif dans les mois à venir. Courbe: Aplatissement. Nous donnons une valeur prédictive en baisse en bout de segment court de la coube des taux étant donné la croissance de L’UE et les augmentations prévues des taux de l’ECB . Cependant, sur le segment long de la courbe des taux, il y a plus de fermeté due aux facteurs annoncés plus haut (plus à l’abri de la demande structurelle). Sous-pondération du panier 1 à 5 ans ( -7% sur le panier 1 à 5 ans, et –12% sur le panier 3 à 5 ans) du panier 7-10 et sectoriel 10+ (+4% de surpondération sur chaque). Ecarts de taux: Notre sentiment est que l’élargissement des écarts de taux sera contenu par une offre en agence très importante et par un échange des covered bonds (titres collatéralisés) par les émetteurs. Les écarts de taux secondaires sont les plus larges et offrent des opportunités sélectives et tactiques. Il y a 1% de surpondération de la durée en Italie dû à la sur-pondération du panier à 10 ans et plus.

4 ENVIRONMENTAL BASELINE STUDY
4.1 Introduction
This chapter documents the Environmental and Social Baseline Study (ESBS) for the Djebel Hirane-Reggane Permit, completed as part of the ESIA. The ESBS report comprises a review of existing literature and a site visit to assess and describe the current existing environmental and social conditions of the Permit prior to the seismic surveys and exploration activities, so that potential impacts from seismic activities can be evaluated and, if necessary, prevented or mitigated.
The ESBS report follows Algerian requirements and is structured as follows:
• Section 4.1. This introduction.
• Section 4.2. Methodology. General overview of fieldwork conducted to collect baseline data to prepare the report.
• Section 4.3. Physical Environment. Description of physical environmental features, including meteorology, climate, geomorphology, geology, hydrogeology, air quality, noise and vibration, and background radiological levels. Description of sampling procedures, collection, and in situ analysis.
• Section 4.4. Biological Environment. Description of the flora and fauna at national and local levels.
• Section 4.5. Socio-Economic Environment. Description of social and economical aspects, considering population demographics at national, regional, and local levels.
• Section 4.6. Archaeology and Cultural Heritage. Observations on ancient and recent archaeological resources and cultural heritage identified in the working area.
• Section 4.7. Impacts from Past Operations. Description of impacts resulting from previous and existing activities in the area, particularly those associated with exploration and production of oil and gas. Emphasis is on the surface conditions of exploration wells and preliminary identification of potential risks and liabilities in terms of soil and groundwater contamination, used materials, and waste disposal.

Addax Petroleum Corporation ("Addax Petroleum" or the "Corporation") , today announced its results for the year ended December 31, 2007. The financial results are prepared in accordance with Canadian GAAP and the reporting currency is US dollars. In addition, the Corporation is announcing an increase to its 2008 capital expenditure budget.

Selected Financial Highlights
- Petroleum sales before royalties in 2007 amounted to $3,412 million, an increase of 68 per cent over petroleum sales before royalties of $2,029 million in 2006. The increase in petroleum sales before royalties was primarily driven by a 40 per cent increase in average gross working interest oil production. An increase of 15 per cent in average crude oil sales price in 2007 to $72.94 per barrel (/bbl) as compared to $63.40/bbl realized in 2006 also contributed significantly to the year on year growth in petroleum sales before royalties.
- Funds Flow From Operations for 2007 increased 59 per cent to $1,319 million ($8.49 per basic share) compared to $829 million ($5.80 per basic share) in 2006.
- Net income for 2007 increased 98% to $482 million ($3.10 per basic share) compared to $243 million ($1.70 per basic share) in 2006.
- Capital expenditures excluding acquisition considerations, farm-in fees and license signature fees increased by 43 per cent to $1,147 million in 2007 from $802 million in 2006. Development capital expenditures totaled $881 million in 2007, an increase of 47 per cent over development capital expenditure of $600 million in 2006. Exploration and appraisal capital expenditures increased to $266 million in 2007, an increase of 32 per cent over exploration and appraisal capital expenditures of $202 million in 2006.
- Consideration for the acquisition of the petroleum properties, including license signature and farm-in fees, in 2007 amounted to $78 million as compared to $297 million in 2006, excluding consideration of $1,448 million to acquire the business of Pan-Ocean on September 7, 2006.
- During 2007, the Corporation issued $300 million principal amount of 3.75 per cent unsecured convertible bonds, due May 31, 2012, for net proceeds of $294 million.
- Bank debt increased in 2007 by $120 million to $950 million and is currently drawn under a 5-year, $1.6 billion facility.

Selected New Business Highlights
- During 2007, Addax Petroleum concluded two strategic transactions which have (i) further consolidated a considerable exploration position in the Gulf of Guinea deep water play, and (ii) confirmed Addax Petroleum as a significant developer and producer in Gabon.
- New business highlights in 2007 include:
Gulf of Guinea Deep Water
- in September 2007, Addax Petroleum consolidated its strategic 2006 entry into the Gulf of Guinea deep water exploration play with the acquisition of a 40% interest in Block 1 of the JDZ, an offshore area operated under treaty between Nigeria and Sao Tome and Principe. The acquisition is subject to the approval of the Joint Development Authority. Addax Petroleum operates JDZ Block 4 and OPL 291 and holds non-operating interests in JDZ Blocks 2 and 3. At year end, Addax Petroleum holds a net acreage position of 430,500 acres in the Gulf of Guinea deep water.
Gabon
- in April 2007, Addax Petroleum acquired a 50% operating interest in and became the operator of the Epaemeno license area. The Epaemeno license area covers approximately 331,100 acres (gross) and lies immediately north of Addax Petroleum's Maghena and Awoun license areas, onshore Gabon. At year end, Addax Petroleum holds a net acreage position of 1,442,800 acres onshore and offshore Gabon.
Selected Operational Highlights
- Average gross working interest oil production in 2007 was 125,940 barrels per day (bbl/d) an increase of approximately 40 per cent over the 2006 average production of 90,050 bbl/d. Average oil production for 2007 included 104,510 bbl/d from Nigeria and 21,430 bbl/d from Gabon.
- Total gross working interest proved plus probable reserves, as evaluated by Netherland, Sewell & Associates as at December 31, 2007 and in accordance with National Instrument 51-101, increased by approximately 26 per cent to 446.7 MMbbl from 353.7 MMbbl as at December 31, 2006. The Corporation did not make reserves acquisitions or disposals during the year and the 2007 reserve additions arose primarily from the Corporation's operational activity, including extensions and discoveries, and favourable economic factors.
- The Corporation's overall 2007 reserves replacement ratio was 302 per cent. The reserves replacement ratio is calculated by dividing the gross working interest proved plus probable reserve additions of 139.0 MMbbl (before deduction of 2007 production of 46.0 MMbbl) by the 2007 production.
- Development project highlights in 2007 include:
Nigeria
- conversion of Oil Prospecting License OPL225 to Oil Mining Lease OML137;
- drilled 18 new development wells offshore, 17 in OML123 and one in OML126, 17 of which were placed on production during the year;
- drilled four new development wells onshore in OML124, doubling the production from the license area; and
- ongoing surface facilities development at the Oron and Adanga fields on OML123, and subsurface facilities development at the Okwori and Nda fields on OML126.
Gabon
- drilled 17 development wells on the Corporation's onshore and offshore license areas, of which 16 were placed on production during the year;
- ongoing surface facilities development at the onshore Maghena and offshore Etame license areas; and
- commenced the extension of the Corporation's onshore export system, including a new 38-kilometre, 12-inch pipeline which will allow for further increases in production by availing of spare capacity through the Shell operated Rabi station. The Corporation expects the expanded export system to be commissioned in the second half of 2008.
- Total gross working interest best estimate unrisked prospective oil resources were 2,246 MMbbl as at December 31, 2007 as compared to 2,199 MMbbl as at December 31, 2006. Risked prospective oil resources increased by approximately 10 per cent to 738 MMbbl as at December 31, 2007 from 670 MMbbl as at December 31, 2006. Of the year-end 2007 unrisked prospective oil resources, 1,204 MMbbl or 54 per cent relate to the Corporation's Deep Water Gulf of Guinea portfolio, 907 MMbbl or 40 per cent to onshore Nigeria and shallow water offshore Nigeria and Cameroon, and 136 MMbbl or 6 per cent to Gabon, predominantly offshore.
- Total gross working interest best estimate contingent gas resources increased by approximately 71 per cent to 2,415 Bcf as at December 31, 2007 from 1,412 Bcf as at December 31, 2006. Best estimate liquids associated with contingent gas resources increased by approximately 106 per cent to 77.2 MMbbl as at December 31, 2007 from 37.4 MMbbl as at December 31, 2006. The largest additions are in OML137 where 926 Bcf and 25.3 MMbbl were added arising from the Corporation's successful exploration efforts during 2007.
- Exploration and appraisal activity and highlights in 2007 include:
Gulf of Guinea Shallow Water (Nigeria and Cameroon)
- drilled two exploration wells in OML123, offshore Nigeria, which discovered and appraised the Antan prospect. Significant quantities of oil were discovered for which 17 MMbbl probable reserves were booked at year end 2007. A third exploration well was drilled in OML123 on the Ibeno-E prospect but it was found to be gas bearing;
- drilled two exploration wells in OML137, offshore Nigeria, which discovered the Ofrima North and Udele West fields. Following the results of Ofrima North exploration well, 17 MMbbl of probable oil reserves were also booked at year end 2007. The Ofrima North and Udele West exploration wells also confirmed the gas potential of the OML137 licence area and 926 Bcf of contingent gas resources were booked at 2007 year end;
- drilled one appraisal well in OML126 on the Nda West prospect but it was unsuccessful;
- drilled an additional three field extension appraisal wells on OML123, of which one encountered oil and two were unsuccessful; and
- commenced site preparation of the drilling location for the Corporation's first two exploration wells at Ngosso, offshore Cameroon, which are to be drilled in the first half of 2008. The first of these exploration wells was spudded in early March 2008 and targeting the Odiong prospect.
Gulf of Guinea Deep Water (Nigeria and JDZ)
- continued building an in-house sub-surface interpretation and drilling technical team following the establishment of the Corporation's Gulf of Guinea deep water position in 2006; and
- 3D seismic processing throughout the JDZ and selecting the prospect in Block 4 which the Corporation has budgeted to drill in the second half of 2008.
Gabon
- 126 km(2) of 3D seismic data acquisition over the Corporation's Panthere NZE and Awoun license areas, onshore Gabon; and - successful appraisal drilling of the Autour field in the Panthere NZE license area, onshore Gabon.
Kurdistan Region of Iraq
- seismic acquisition program comprised of 292 km(2) of 3D seismic data over the Taq Taq field and 218 km of 2D seismic over the Kewa Chirmila prospect and surrounding area which the Corporation plans to drill in mid-2008; and
- drilled and tested the three appraisal and development wells on the Taq Taq field (TT-05, TT-06 and TT-07) and commenced drilling of two more appraisal and development wells (TT-08 and TT-09) which were tested in early 2008. The five wells have tested at aggregate flow rates ranging from 16,170 bbl/d to 37,560 bbl/d from three separate zones.
- Operating netbacks in 2007 increased 19 per cent to $53.70/bbl compared to $44.97/bbl in 2006. Unit operating expenses in 2007 increased to $6.70/bbl, an increase of 6 per cent over the 2006 level of $6.33/bbl.

Dividends
For information purposes, the Corporation declared and paid aggregate dividends in 2007 of CDN$0.20 per share. A dividend of CDN$0.10 per share was declared and will be paid in the first quarter of 2008. In accordance with Canada Revenue Agency Guidelines, dividends paid by the Corporation during the period are eligible dividends.
Recent Developments
In January 2008, the Corporation tested the TT-09 step-out appraisal and development well on the Taq Taq field in the Kurdistan Region of Iraq. The TT- 09 well tested at an aggregate oil rate of 16,170 bbl/d from two separate zones.
In February 2008, the Corporation signed an agreement with the Kurdistan Regional Government amending the production sharing contract it holds together with Genel Enerji in respect of the Taq Taq license area in the Kurdistan Region of Iraq. The purpose of the amendments was to bring the terms of the Taq Taq production sharing contract into conformity with recently enacted oil and gas legislation in the Kurdistan Region of Iraq.
In March 2008, the Corporation tested the TT-08 step-out appraisal and development well on the Taq Taq field in the Kurdistan Region of Iraq. The TT- 08 well tested at an aggregate oil rate of 35,750 bbl/d from two separate zones.
Also in March 2008, the Corporation announced the successful appraisal of and addition to the Kita Marine discovery. The KTM-6 well encountered an aggregate gross oil column of 173 feet over four zones. The Kita Marine discoveries lie in the northern part of the prolific OML123 block offshore Nigeria in an area which has not previously had production.
Outlook & 2008 Capital Budget Increase
The Corporation's production outlook for 2008 is in line with guidance provided to date. Addax Petroleum expects annual average working interest gross oil production to be approximately 140,000 to 145,000 bbl/d from its Nigeria and Gabon operations.
In addition, in response to strong operational results and a robust oil price environment, Addax Petroleum is increasing its 2008 capital expenditures budget to $1,615 million from $1,509 million announced in November 2007. This increase is driven by a 23 per cent increase in the Corporation's exploration budget to $406 million which will fund an accelerated exploration program in the Corporation's core areas in offshore Gabon and offshore Nigeria and Cameroon. The accelerated exploration program will include the drilling of up to four additional exploration wells, bringing the total wells drilled in the Corporation's exploration portfolio to 20 wells in 2008, as well as a 307 km 2D seismic program onshore Gabon. Addax Petroleum has extended its contract for the jack-up drilling rig, the Hercules-156, which is currently drilling the first exploration well for the Corporation at Ngosso, to early 2009 to support its accelerated exploration program. The Corporation has also increased its development capital expenditure budget by three per cent which will fund the drilling of an additional two development wells in Nigeria.

Sélection des points forts financiers
- Les ventes de pétrole avant royalties en 2007 représentaient $3412 millions, soit une augmentation de 68 pour cent des ventes de pétrole avant royalties de $2029 millions en 2006. L’augmentation des ventes de pétrole avant royalties était principalement le résultat d’une augmentation de 40 pour cent de l’intérêt économique direct brut. Une augmentation de 15 pour cent du prix de vente moyen du brut en 2007 à $72,94 du baril (/bbl), par rapport à $63,40/bbl en 2006, a également contribué à la croissance d’une année à l’autre dans les ventes de pétrole avant royalties.
Les flux financiers résultants des opérations de 2007 ont augmenté de 59 pour cent, soit $1319 millions ($8,49 par action de base) comparé à $829 millions ($5,80 par action de base) en 2006.

- les dépenses d’investissement, à l’exception des provisions pour l’acquisition de propriété, les frais de prise d’intérêt et frais de signature de permis de recherche ont augmenté de 43 pour cent, soit $1147 millions en 2007 contre $802 millions en 2006. Les dépenses d’investissement liées au développement ont totalisé $881 millions en 2007, soit une augmentation de 47 pour cent des dépenses d’investissement liées au développement qui représente $600 millions en 2006. Les dépenses d’exploration et d’évaluation se sont accrues pour atteindre $266 millions en 2007, c’est à dire une augmentation de 32 pour cent pour les dépenses d’investissement liées à l’exploration et l’évaluation qui étaient de $202 millions en 2006.

Les eaux profondes du Golfe de Guinée
- En septembre 2007, Addax Petroleum a consolidé son entrée stratégique initiée en 2006 dans l’exploration en eau profonde dans le Golfe de Guinée avec l’acquisition de 40 % d’intérêt dans le bloc 1 de la zone de développement commune, et une zone marine opérée sous traité entre le Nigeria, Sao Tome et Principe. L’acquisition dépend de l’approbation de l’organisme de développement commun. Addax Petroleum opère le bloc 4 de la zone de développement commune et OPL 291, mais détient également des intérêts autres que les opérations dans les blocs 2 et 3 de la ZDC. Gabon

Sélection des points forts de nos opérations
- L’intérêt économique direct brut moyen de la production de pétrole en 2007 était de 125940 barils par jour (bbl/d), c’est à dire une augmentation de la production moyenne d’environ 40 pour cent en 2006, soit 90050 bbl/d. La production moyenne de pétrole en 2007 était composée de 104510 bbl/d provenant du Nigeria et 21430 bbl/d du Gabon.
- L’intérêt économique direct total prouvé plus les réserves probables, évalué par Basewell & Associates des Pays-Bas au 31 décembre 2007 en conformité avec l’instrument national 51-101, a augmenté de 26 pour cent, soit 446,7 MMbbl en comparaison de 353,7 MMbbl au 31 décembre, 2006. La société n’a pas fait d’acquisitions de réserves ou de cessions pendant l’année et les ajouts de réserve en 2007 provenaient principalement des activités opérationnelles de la société, y compris les extensions et découvertes, et les facteurs économiques favorables.
- Le taux de remplacement des réserves globales en 2007 était de 302 pour cent. Le taux de remplacement des réserves est calculé en divisant l’intérêt économique direct prouvé plus les ajouts de réserves probables de 139,0 MMbbl (avant déduction de la production de 2007 de 46,0 MMbbl) par la production de 2007.
- Les points forts des projets de développement en 2007 incluent :
Le Nigeria
- conversion des permis d’exploration OPL225 en concession d’exploration pétrolière OML137 ;
- Forage de 18 nouveaux puits de développement marins, 17 dans OML123 et un dans OML126, desquels 17 sont entrés en production pendant l’année ;
- Forage de quatre nouveaux développements à terre dans OML124, ce qui a doublé la production de la zone licenciée; et
- développement permanent des installations de surface dans les champs d’Oron et d’Adanga dans OML123, et développement des installations subsurfaces dans les champs d’Okwori et de Nda dans OML126.
Gabon
- Forage de 17 nouveaux puits de développement sur les zones licenciées de la société en mer et à terre, desquels 16 sont entrés en production pendant l’année ;
- développement continu des installations de surface sur les zones à terre et en mer licenciées de Maghena et d’Etame ; et
- début de l’extension du système d’exportation à terre de la société,
comprenant un nouveau pipeline de 32 pouces et long de 38 kilomètres qui permettra une augmentation de la production en profitant d'une capacité de réserve de la station de Rabi opérée par Shell. La société espère la mise en service du système d’exportation étendu durant la deuxième moitié de l’année 2008.
- La meilleure estimation sans risque du total brut de l’intérêt économique direct des ressources de pétrole prospectives donnait 2246 MMbbl à la clôture de l’exercice, au 31 décembre 2007 par rapport à 2199 MMbbl au 31 décembre 2006. Les ressources prospectives à risque ont augmenté d’environ 10 pour cent pour atteindre 738 MMbbl au 31 décembre 2007 par rapport à 670 MMbbl au 31 décembre 2006. Des ressources prospectives de pétrole sans risque à la clôture de l’exercice 2007, 1204 MMbbl ou 54 pour cent concerne le portefeuille d’eau profonde du Golfe de Guinée de la société : 907 MMbbl ou 40 pour cent pour l'activité pétrolière à terre au Nigeria et les puits en eau peu profonde au Nigeria et au Cameroun, et 136 MMbbl ou 6 pour cent pour le Gabon, principalement des puits marins.
- La meilleure estimation sans risque du total brut de l’intérêt économique direct des ressources de gaz éventuelles montre une augmentation d’environ 71 pour cent, c’est à dire 2415 Bcf au 31 décembre 2007 contre 1412 Bcf au 31 décembre 2006. La meilleure estimation pour les hydrocarbures liquides ajoutés aux ressources de gaz éventuelles montre une augmentation de 106 pour cent, soit 77,2 MMbbl au 31 décembre 2007 par rapport à 37,4 MMbbl au 31 décembre 2006. Les additions les plus importantes concernent OML137 où 926 Bcf et 25,3 MMbbl réalisées grâce aux efforts d’exploration de la société qui se sont révélés fructueux durant l’année 2007.
- L’activité d’exploration et d’évaluation et les points forts de 2007 incluent:
Les eaux peu profondes du Golfe de Guinée (Nigeria et Cameroun)
- Forage de deux puits d’exploration au Nigeria, découverts et évalués dans l’indice d’Antan. Des quantités significatives de pétrole ont été découvertes pour lesquelles 17 MMbbl de réserves exploitables ont été enregistrées à la clôture de l’exercice 2007. Un troisième puit d'exploration a été foré dans OML123 sur l’indice Ibeno-E, mais il s’est révélé gazéifère ;
- Le forage de deux puits d’exploration dans OML137, au large du Nigeria, a permis de découvrir les champs nord d’Ofrima et ouest d’Udelelds. Suite aux résultats du puit d’exploration d’Ofrima nord, 17 MMbbl de réserves possibles ont également été enregistrés à la clôture de l'exercice 2007. Les puits d’exploration d’Ofrima nord d’Udele ouest ont également confirmé le potentiel en gaz de la zone licenciée dans OML137, tandis que 926 Bcf de ressources de gaz éventuelles ont été enregistrées à la fin de l’année 2007 ;
- forage d’un puit d’évaluation dans OML126 sur l’indice Nda mais sans succès ;
- Forage d’extension de trois puits d’évaluation supplémentaires dans OML123, dont un qui a découvert du pétrole et deux qui se sont révélés être des échecs ; et
- démarrage de la préparation du site de forage pour les deux premiers puits d’exploration de la société à Ngosso, dans les eaux marines du Cameroun, dont le forage est prévu durant la première moitié 2008. Le battage au câble du premier de ces puits d’exploration a été effectué début mars 2008 et en ciblant l'indice Odiong.
Eau profonde du Golfe de Guinée (Nigeria et ZDC)
- travail de l’équipe technique d'interprétation et forage de subsurface interne poursuivi suite à l’établissement de la société en eau profonde dans le Golfe de Guinée en 2006; et
- traitement séismique 3D dans toute la ZDC et sélection de l’indice dans le bloc 4 dans lequel la société a projeté de forer durant la deuxième moitié de
2008.
Gabon
- Acquisition de 126 Km(2) de données séismiques 3D sur les zones licenciées Panthere NZE et, Gabon à terre, et évaluation réussie du forage du champ d’Autour dans la zone licenciée de NZE, à terre, au Gabon.
Région du Kurdistan en Iraq
- Programme d’acquisition séismique comprenant 292 Km(2) de données séismiques 3D sur le champ Taq Taq et 218 Km de données séismiques 2D sur au milieu de l’année 2008; et
- forage et test des trois puits d’évaluation et des puits de développement sur le champ Taq Taq (TT-05, TT-06 et TT-07) et début du forage de deux puits d’évaluation et de développement(TT-08 et TT-09) qui ont été testés au début de l’année 2008. Les tests des cinq puits ont donné des taux d’écoulement d’agrégats allant de 16170 bbl/d à 37560 bbl/d dans trois zones séparées.
- les netbacks d’exploitation en 2007 ont augmenté de 19 pour cent, soit $53,70/bbl, comparé à $44.97/bbl en 2006. Les dépenses de fonctionnement d’unité en 2007 ont atteint $6.70/bbl, une augmentation de 6 pour cent au dessus du niveau 2006 de $6.33/bbl.

En février 2008, la société a signé un accord pour amender le contrat de partage de la production avec le gouvernement régional du Kurdistan qu’elle détient avec Genel Enerji concernant la zone licenciée de la région Taq Taq dans le Kurdistan iraquien. Le but de l’amendement était d'amener les conditions du contrat de partage de la production à conformité avec la législation sur le pétrole et le gaz, récemment appliquée dans la région du Kurdistan iraquien.
En mars 2008, la société a testé le puit d’extension et de développement TT-08 sur le champ Taq Taq dans la région du Kurdistan iraquien. Les tests du puits
TT-08 ont donné un taux d’agrégats de 35750 bbl/d dans deux zones séparées.
Également en mars 2008, la société a annoncé l’évaluation et l’addition réussie du puits de découverte Kita Marine. Le puits KTM-6 a rencontré
une colonne d’agrégats d’huile brute de 173 pieds sur quatre zones. Les puits de découvertes Kita Marine se trouvent dans la partie nord du bloc OML123, au large du Nigeria, dans une zone qui n’avait pas de production auparavant.
Perspectives et augmentation du budget des investissements 2008
Les perspectives de production de la société pour 2008 sont en phase avec les directives fournies à cette date. Addax Petroleum s’attend un intérêt économique direct brut moyen de production de pétrole d’environ 140000 à 145000 bbl/d de ses opérations au Nigeria et au Gabon.
De plus, en réponse à des résultats d’exploitation sains et un environnement de prix du pétrole solide, Addax Petroleum augmente son budget de dépenses à $1615 millions contre $1509 millions annoncés en novembre 2007. Cette augmentation va de pair avec l’augmentation du budget d'exploration de la société de 23 pour cent, soit $406 millions, qui financera un programme d’exploration accéléré dans les domaines de spécialisation de la société au large du Gabon, du Nigeria et du Cameroun. Le programme d’exploration accéléré comprendra un forage de quatre puits d’exploration supplémentaires, associé à un programme séismique 2D de 307 Km à terre, au Gabon, ce qui amène le nombre total de puits forés du portefeuille d’exploration de la société à 20 puits en 2008.
Addax Petroleum a étendu son contrat jusqu’au début de l’année 2009, concernant la plate-forme de forage à vérins, L’Hercules-156, qui sert actuellement au forage du premier puit d’exploration à Ngosso, toujours dans le but de soutenir son programme d’exploration accéléré. La société a également développé son budget de dépenses de 3 %, ce qui financera le forage de deux puits de développement supplémentaires au Nigeria.

I have had the pleasure to work with Mr. David Marote in his capacity as translator for our feature film production. I am pleased to say that Mr. Marote distinguished himself with his skill and professionalism. His contribution to our film was truly essential. In fact, I am not overstating it to say that his outstanding skills as a translator literally saved the company untold delay and production costs, while providing an authenticity vital to the integrity of the work.
The films we are currently shooting, “Springtime in Autumn,” and "The Spring In Her Step" are set in a several countries and it is being filmed in France, England, and The United States. As the French producer and his crew could not competently do their work without fully understanding the original text with the writer’s intent and perspective, this required the screenplays to be translated from the original English. As you might imagine in a project like this, the translation must not only be accurate, conveying the true sentiment of the script, but it must also reflect the writer’s voice in tone and style. And, as an added complication, the deadline for the 21,000 word assignment was nothing short of impossible.
Full credit must be given to David Marote for the fact that we had a finished – and translated - script ready to go for the scheduled shooting date. Not only did he meet the deadline, David came in with the script early enough to allow our writer to make last minute changes. Everybody was delighted with the translated dialogue and costly delays were averted. That’s what I call, “getting the job done!”
Mr. Marote impressed everyone on the project with his competence and dedication. He proved himself capable of meeting the most difficult challenges and I would recommend him to everyone as a talented and effective translator.
