PREFACE
“The New Independent States in Inner Asia and Turkey’s Policy” is a joint project between the National Policy Research Foundation – Turkey and the National Institute for Research Advancement – Japan.
This study is not a definitive history of Inner Asia, nor is it an ultimate analysis of the region from an economic and political perspective. It is a presentation of Inner Asia from the early history to the present time and covers a general outline of the political developments that might take place in the region in the near future.
The aim of this study is to provide the reader with basic information regarding the historical, linguistic, economic, political, anthropologic and sociological aspects of Inner Asia and its relations with the Republic of Turkey, in an integrated interdisciplinary and comparative approach, and thus to compile a “detailed handbook” of the region offering easy access to a wide range of essential and detailed information.
We hope that this study will be useful especially to the entrepreneurs who are eager to establish economic relations with the region, because predictions about the future, which constitute the most important determinant factor for any investment, cannot be concrete without an accurate insight into various aspects of the past. The greatest difficulties that we faced during the preparation of the text were the multi-disciplinary character of the study, the very long span of time it covered and the different geographical regions it encompassed. We tried to overcome these problems by utilizing the enormous amount of articles and URL documents (which add up to almost 40,000 pages), thanks to the literature boom regarding the region which is observed throughout the world, especially after 1990. | Translation - Turkish

“İç Asya’da Yeni Bağımsız Devletler ve Türkiye Politikası”, Ulusal Politika Araştırma Vakfı-Türkiye ve Ulusal Araştırma Geliştirme Enstitüsü-Japonya arasında gerçekleşen ortak bir projedir.
Bu çalışma İç Asya’nın kesin tarihi olmadığı gibi bölgenin ekonomik ve politik açıdan nihai bir analizi de değildir; iç Asya’nın yakın geçmişten bugüne sunumu ve yakın gelecekte bölgede meydana gelmesi olası politik gelişmelerin genel taslağıdır.
Bu çalışmanın amacı okuyucuya bütünleşmiş, disiplinler arası, mukayeseli bir yaklaşımla İç Asya’nın tarihsel, dilbilimsel, ekonomik, politik, antropolojik, sosyolojik yönüne ve Türkiye Cumhuriyeti ile ilişkilerine dair temel bilgiyi vermektir. Bununla birlikte, geniş çeşitlilikte, ayrıntılı ve zaruri bilgiye kolay ulaşımı sunan detaylı bir el kitabı derlenmektedir.
Bu çalışmanın özellikle bölgeyle ekonomik ilişkiler kurmaya hevesli girişimciler için yararlı olmasını ümit ediyoruz çünkü bir yatırım için en belirleyici etken teşkil eden öngörüler, geçmişin muhtelif yönlerini doğru kavramadan somutlaşamaz. Metnin hazırlanması sırasında karşılaştığımız en büyük zorluk, çalışmanın çok disiplinli tabiatı, kapsadığı uzun süre ve kapladığı farklı coğrafi alanlar oldu. 1999 Marmara depreminden sonra Türkiye’deki kentsel politikalar, yeni alanların üretimine dönük olmaktan çok, mevcut kentsel alanların deprem tehlikeleri karşısında iyileştirilmesine ve yenilenmesine odaklanmıştır. Bu nedenle kent planlama gündemini yapılaşmış çevrelerin fiziksel ve sosyal olarak iyileştirilmesine yönelik olarak üretilmeye çalışılan yasal araçlar ve kentsel politikalar oluşturmaktadır. Bu süreç içinde Türkiye’de kentsel dönüşümün uygulanmasını etkileyen en önemli zayıf yönler, kentsel dönüşüm konusunda kurumsal kapasitenin yetersizliği, yerel yönetimin modernleştirilmesi gerekliliği ve eşgüdümlü, etkin bir ulusal politika gereksinimi; bunlara paralel olarak ise katılımın etkin olarak sağlanamaması biçiminde ortaya çıkmaktadır. Tüm bu faktörler değerlendirildiğinde kentsel dönüşüm çalışmalarında iş birliği sağlanan yaklaşımlarının hayata geçirilmesinde de güçlükler yaşanabileceği ortaya çıkmıştır. Oysa uluslararası deneyimler işbirlikçi yerel uygulamaların, başarılı kentsel dönüşümü uygulanabilir kıldığı yönündedir. Türkiye’de bu konudaki açık ihtiyaç pilot işbirlikçi yerel eylemlerin kanıta dayalı politikalar oluşturmasıdır. Bu çalışma, Türkiye’deki kentsel dönüşüm sürecinin yararlığına etki eden faktörleri ve bu faktörlerin yükselen ulusal politika bağlamında ne şekilde ele alınabileceğini incelemektedir. Bu kapsamda incelenen örnek çalışma ise 1999 Marmara Depremi’nin ardından pilot alan olarak seçilen Zeytinburnu İlçesi’nde yer almaktadır. Bildirinin ana amacı, dönüşüm sürecinin harekete geçirilmesi veya başlatılması için en iletken/uygulanabilir koşulların oluşturulmasına yardımcı olacak yeni bir yol çizmektir. Bu çalışmada işbirlikçi kentsel dönüşüm pilot uygulamasında toplum ve yerel yönetim açısından kapasite geliştirmenin önemi vurgulanmakta ve Zeytinburnu pilot ilçesinde uygulanan bir işbirlikçi yaklaşımın güçlü ve zayıf yönleri irdelenmektedir. Çalışma, işbirlikçi planlama yaklaşımlarının yeni olarak kullanıldığı Türkiye’de yeni çıkarılmakta olan Kentsel Dönüşüm yasasının geliştirilmesinde fırsat olabilecek ipuçlarını içermektedir. After the 1999 Marmara Earthquake, urban policies in Turkey focused on improving and renewing present urban spaces against the perils of earthquake, more than generating new spaces. Therefore, current issues of urban planning contain urban policies and legal implements, which are contented to be produced in order to rehabilitate built environments physically and socially. Since then, the weakest aspects which effected the application of the urban regeneration in Turkey, have been institutional incapacity about urban regeneration, the exigency of modernizing local government, need for a coordinated effective national policy and in parallel to all, lack of attendance. Concerning all these factors, difficulties have occurred in collaborative approaches urban regenerations. Concerning all these factors, difficulties may occur through practicing collaborative approaches in urban regeneration, although international experiences indicate that collaborative local practices lead to successful urban regeneration. In this regard, the obvious need of Turkey is policies based on proof in pilot collaborative local actions. This study observes the factors that effects urban regeneration positively and also how these factors can be discussed through ascending national politics. The example observed in this sense, is situated in Zeytinburnu which is chosen as a pilot area after the 1999 Marmara Earthquake. Defining a new approach which creates the most conductive and applicable conditions to start or activate the regeneration process, is the main goal of the manifesto. In collaborative urban regeneration pilot practice, the importance of developing capacity by the side of local government and society is emphasized in this study. Strong and weak sides of a collaborative approach, applied in the pilot district Zeytinburnu, are also examined. The study contains clues which might give an opportunity to develop the upcoming urban regeneration law in Turkey where collaborative planning approaches are used recently. In the municipality of Zeytinburnu where the traditional adjudication systems proceed predominantly, the most significant advancements are the local groups’ first attempt to get in collaborative local action with local government and NGO and that for the first time they are aware of themselves and the environment they live in. |
