On October 12th, an article was posted to this column by Chushi Kuroiwa, an Associate Professor of the Graduate School of Medicine and Faculty of Medicine, at the University of Tokyo. The article states his concern about the environmental effect of the latest disposable "AD syringes" on the developing countries. JICA regards replacing the usage of the AD syringes with the glass syringes or conventional disposable syringes appropriate, and would like to reconfirm the significance of dissemination of the AD syringes for the preventive vaccination in the developing countries.
Because of the lack of medical skills among the healthcare practitioners and insufficient medical budgets in small cities and rural areas of developing countries, inadequately sterilized syringes are shared and many of the disposable syringes are being reused. Estimated accidental infection caused by sharing the syringes accounts for 80 thousands to 1.6 million for HIV, 8 million to 16 million for hepatitis B, and 2.3 million to 4.7 million for hepatitis C. The World Health Organization (WHO) warns that one third of preventive vaccinations for children is conducted with syringes that are not safe.
In the light of these circumstances, WHO and the United Nations Children's Fund (UNICEF) jointly announced that every syringe used for preventive vaccination for children should be the AD syringe. JICA, in order to stop the accidental infections, judged that preventive vaccination for children needs to be provided with syringes that certainly can not be reused, decided to endorse the provision of the AD syringes in coordination with the international agencies.
However, AD syringes should never be disseminated without introducing a disposal system, and the joint announcement includes the specific safety guidelines. According to the guideline, JICA is assuring the delivery of the safety box for disposal to the vaccination sites in coordination with WHO and UNICEF. Furthermore, JICA provides the compact-size incinerators, which are designed to cut down on the dioxin emissions, as one of the disposal measures after retrieving the used syringes. JICA dedicates itself to the dissemination of safe disposal systems for the syringes. |
