REGIONAL INITIATIVE
THE WHITE HELMETS
Throughout 2004 and 2005, the White Helmets Commission of the Ministry of Foreign Affairs, International Commerce and Culture of the Argentine Republic has oriented its main international efforts to seek for agreements and consensus that will enable it to progress in the development of a regional network of volunteers. Such network should be able to answer the continental problems of hunger and poverty, as well as those arisen from natural disasters that have been lashing the region.
In 2004, the XXXIV General Assembly of the OAS approved a resolution backing up the formation of a regional volunteer corp. A year later, in its Fort Lauderdale Meeting, the Organization issued a statement expressing “…the importance of coordinating a regional network of stand-by trained volunteers…”
In the meantime, the White Helmets organized two regional semminars, together with the OAS and the IDB, in Montevideo (September 2004) and Panama (December 2004) that
enabled the countries within the Inter American system, become aware of the work model of the Initiative, express their opinions about it and the possibilities of coordinating their local expertise and finally, prepare the necessary conditions to make agreements towards the progress of the regional network

A lo largo de los años 2004 y 2005, la Comisión Cascos Blancos del Ministerio de Relaciones Exteriores, Comercio Internacional y Culto de la República Argentina orientó sus principales esfuerzos internacionales hacia la búsqueda de acuerdos y consensos que permitieran avanzar en el desarrollo de una red regional de voluntarios, con capacidad de respuesta ante los problemas continentales de hambre y pobreza y frente a las situaciones de desastres naturales que han castigado a la región.
En 2004, la XXXIV Asamblea General de la OEA aprobó una resolución de respaldo a la conformación de un voluntariado regional. Un año después, en su reunión de Fort Lauderdale, el organismo emitió una declaración en la que expresa: “… la importancia de articular una red de voluntariado solidario en el ámbito regional…”.
Por su parte, Cascos Blancos organizó dos seminarios regionales, conjuntamente con la OEA y el BID, en Montevideo (septiembre, 2004) y Panamá (diciembre 2004), que permitieron a los países del sistema interamericano interiorizarse sobre el modelo de trabajo de la Iniciativa, opinar sobre el mismo y las posibilidades de articulación con sus experiencias locales y, finalmente, preparar las condiciones para concretar los acuerdos que posibilitaran avanzar hacia la red regional.
