Seit einiger Zeit kursiert eine neue Idee durch amerikanische Chefetagen und Companys: Arbeitsbesprechungen, Teamsitzungen und Präsentationen seien ab jetzt nur noch in Form von “topless Meetings” erlaubt. Irritiert wird sich so mancher und mehr noch so manche fragen, ob dies im Zuge einer überraschenden Libertinage der amerikanischen Gesellschaft etwa bedeute, man konferiere ab jetzt nur noch oben ohne?…
Dieser Gedanke kann im Wissen um die Prüderie der amerikanischen Gesellschaft gleich wieder verworfen werden. Nein, nicht ohne Oberhemd, sondern ohne ‚Lap-Top’ sollen Meetings zukünftig abgehalten werden. Denn diese und artverwandte Gadgets wie iPhone, Sidekick und Blackberry verderben die ohnehin nicht sonderlich gute Kommunikationskultur, die gemeinhin in Sitzungen dieser Art herrscht. Da werden während der Besprechung eifrig E-Mails gecheckt, wird gechattet, gesimst, gegamed und geblogt. Die Augen auf dem Monitor und auch die Gedanken ganz bestimmt nicht dort, wo sie eigentlich sein sollten – nämlich im Meeting. Daher denkt man in so manchem, vor allem online-nahen Unternehmen daran, Mitarbeitern in Meetings den Gebrauch drahtloser Informationstechnologien gänzlich zu untersagen.
Mit dieser Maßnahme hoffen die Fürstreiter des Topless-Konzepts nicht allein, den Symptomen von geteilter Aufmerksamkeit, mangelnder Konzentration und dadurch bedingter sinkender Produktivität von Meetings erfolgreich entgegenzuwirken. Auch der soziale Faktor, der durch den Einzug der mobilen Online-Services merklich gelitten hat, hofft man durch die verordnete Abstinenz zu stärken. Schließlich handelt es sich auch um eine Frage mangelnder Wertschätzung, wenn einer sich vorbereitet und zu anderen spricht, während die nach Kinoprogramm und den neuesten Börsenkursen googlen.
So in etwa lautet der Tenor einer Diskussion, die im letzten Jahr vor allem durch einen Blogbeitrag mit dem vielsagenden Titel „My personal war against Crackberry“ angestoßen wurde. Der Autor Todd Wilkens, Chef einer Design-Agentur in San Francisco, ist der Ansicht, dass eine effektive Arbeitssitzung kaum noch möglich sei, wenn die Teilnehmenden eben nur teilweise präsent seien. „Unvollständige Aufmerksamkeit führt zu unvollständigen Resultaten“, meint Wilkens und fasst die Inhalte der Topless-Philosophie sogar in einem kleinen Meeting-Knigge zusammen. Regel zwei: Einer muss sich im Namen der Produktivitätssteigerung unbeliebt machen und den anderen ihre mobilen Spielzeuge aus den Rippen ziehen. Aber auch wenn sie zunächst meckern - insgeheim sind die Online-Junkies dankbar dafür, ein paar Stunden von ihrer Sucht befreit worden zu werden. | Translation - Romanian
De câtva timp, prin birourile directoriale şi companiile americane se vehiculează o nouă idee: şedinţele de lucru, sesiunile de echipă şi prezentările vor fi de-acum permise numai sub forma unor „întruniri topless”. Pe mulţi treaba aceasta i-ar putea indigna, şi încă şi mai mulţi s-ar putea întreba dacă ea înseamnă cumva, pe fondul unui surprinzător libertinaj al societăţii americane, că de acum înainte conferinţele se vor ţine numai fără cămaşă şi sutien...?
Cunoscând însă pudicitatea afectată a societăţii americane, un asemenea gând poate fi repudiat din faşă. Nu, nu fără cămaşă ori sutien, ci fără „lap-top" ar trebui să aibă loc şedinţele de acum înainte. Şi asta pentru că laptopurile, ca şi ingenioasele lor surate iPhone, Sidekick şi Blackberry, dăunează culturii comunicaţionale şi aşa suferinde care domneşte în acest gen de întruniri. În timpul discuţiilor oamenii îşi verifică asiduu e-mailurile, fac chat, trimit SMS-uri, se joacă jocuri pe calculator ori scriu pe blog. Ochii sunt pe monitoare şi cu siguranţă nici gândurile nu se concentrează acolo unde ar trebui de fapt - şi anume asupra şedinţei. De aceea, în unele companii, mai ales cele apropiate mediului online, s-a conturat ideea de a interzice complet angajaţilor utilizarea de tehnologii informatice fără fir în timpul şedinţelor.
Susţinătorii conceptului Topless speră ca, prin intermediul acestei măsuri, să contracareze nu numai simptomele atenţiei divizate, lipsei de concentrare şi productivităţii prin urmare scăzute a şedinţelor. Se speră de asemenea ca această abstinenţă decretată să ducă şi la o consolidare a aspectelor sociale, care au avut considerabil de suferit odată cu apariţia serviciilor online mobile. În fond, este vorba şi de o lipsă de respect atunci când o persoană se pregăteşte şi se adresează audienţei, în timp ce aceasta navighează pe Google după programul de cinema sau după cursurile actualizate ale acţiunilor la bursă.
Aşa sună bunăoară fondul unei dezbateri puse pe tapet în ultimul an în special datorită unui articol de blog cu titlul grăitor "Războiul meu personal împotriva lui Crackberry". Autorul, Todd Wilkens, şeful unei agenţii de design din San Francisco, este de părere că o şedinţă de lucru eficientă devine practic imposibilă dacă participanţii sunt doar parţial prezenţi. „Atenţia incompletă duce la rezultate incomplete”, opinează Wilkens si purcede chiar la a rezuma esenţa filosofiei Topless într-un mic manual de bune maniere la şedinţă.
Regula doi: Cineva trebuie să se facă antipatic în numele creşterii productivităţii şi să le smulgă celorlalţi de la cingătoare jucăriile mobile. Dar chiar dacă la început cârcotesc – în secret, dependenţii de internet sunt recunsocători să scape de patimă pentru câteva ore.

In order to avoid the present practice of several transfers into the Fund during a year and a single payment from the Fund to the budget, only one net transfer between the Union budget and the Fund per year will occur under the new provisioning mechanism.
This simplification compares favourably with the present system which leads to numerous comparably high flows in and out of the Fund. For example, during the period 2000 – 2004, about EUR 894 million have been paid into the Fund in 13 transfers (the highest single amount being EUR 169 million) and about EUR 1.132 million have been paid back to budget in 5 annual payments resulting in a net transfer from the Fund to the Union budget of about EUR 238 million over this period. Compared to this total of 18 payments, the new system would have resulted in only 5 annual payments. According to simulations of the new mechanism assuming it had started in 1999, the highest annual single payment from the Union budget to the Fund would have been about EUR 88 million.
The single annual transfer is calculated as follows:
(a) application of the target rate, currently 9%, to the amount of loans and guaranteed loans outstanding,
(b) determination of the actual value of the Fund’s assets, including interest earned
and losses caused by calls on the Fund,
(c) transfer of the difference a) minus b) from the budget into the Fund (or to the
budget in case of a resulting surplus in the Fund).

Pentru a evita practica actuală, de efectuare a mai multor transferuri pe an către Fond şi a unei unice plăţi de la Fond către buget, în cadrul noului mecanism de alimentare va avea loc un singur transfer net pe an între bugetul Uniunii şi Fond.
Această simplificare reprezintă un progres faţă de actualul sistem care generează numeroase fluxuri relativ ridicate către şi dinspre Fond. De exemplu, în intervalul 2000-2004, s-au plătit către Fond circa 894 milioane de euro prin 13 transferuri (cea mai mare sumă individuală fiind de 169 milioane de euro) iar aproximativ 1132 milioane de euro au fost returnate bugetului prin 5 plăţi anuale, rezultând astfel un transfer net de la Fond către bugetul Uniunii de circa 238 milioane de euro pe parcursul acestei perioade. Faţă de acest total de 18 plăţi, noul sistem ar fi condus la numai 5 plăţi anuale. Conform unor simulări ale noului mecanism, presupunând că acesta s-ar fi aplicat începând din 1999, cea mai mare plată unică anuală de la bugetul Uniunii către Fond ar fi fost de aproximativ 88 milioane de euro.

La valeur de référence pour le déficit public est 3 % du produit intérieur brut (PIB). Le dépassement de cette valeur est considéré comme exceptionnel:
• s'il résulte d'une circonstance inhabituelle indépendante de la volonté de l'État membre concerné et ayant des effets sensibles sur la situation financière des administrations publiques ;
• s'il est consécutif à une grave récession économique. (Le dépassement des 3% du PIB résulte d'un taux de croissance annuel négatif du PIB ou d'une baisse cumulative de la production pendant une période prolongée de croissance annuelle très faible).
En outre, le dépassement de la valeur de référence est considéré comme temporaire si les prévisions budgétaires établies par la Commission indiquent que le déficit tombera au-dessous de la valeur de référence lorsque la circonstance inhabituelle ou la grave récession aura disparue.
Existence d'un déficit excessif : prendre en compte tous les facteurs
La Commission évalue et le Conseil décide s'il existe un déficit excessif ou non. La Commission élabore un rapport et elle est tenue de prendre en considération tous les facteurs pertinents pour l'existence d'un déficit excessif.
Les institutions communautaires doivent accorder une attention particulière à tout autre facteur qui, selon l'État membre concerné, est pertinent pour pouvoir évaluer le dépassement de la valeur de référence.

Valoarea de referinţă a deficitului public este de 3% din produsul intern brut (PIB). Depăşirea acestei valori este considerată a fi excepţională :
• dacă rezultă dintr-o circumstanţă neobişnuită, independentă de voinţa Statului membru în cauză şi are efecte apreciabile asupra situaţiei financiare a administraţiilor publice ;
• dacă succede unei grave recesiuni economice. (Depăşirea limitei de 3% din PIB apare ca urmare a înregistrării unei rate anuale de creştere a PIB negative, sau ca urmare a unei scăderi cumulative a producţiei în decursul unei perioade prelungite de creştere anuală foarte slabă).
În restul cazurilor, depăşirea valorii de referinţă este considerată a fi temporară dacă prevederile bugetare stabilite de Comisie indică faptul că deficitul va scădea sub valoarea de referinţă ca urmare a dispariţiei circumstanţei neobişnuite sau a gravei recesiuni.
Existenţa unui deficit excesiv : luarea în considerare a tuturor factorilor
Comisia evaluează iar Consiliul decide dacă există sau nu un deficit excesiv. Comisia elaborează un raport şi este obligată să ia în considerare toţi factorii relevanţi pentru existenţa unui deficit excesiv.
Instituţiile comunitare trebuie să acorde o atenţie deosebită tuturor celorlalţi factori care, în opinia unui Stat membru afectat, sunt relevanţi pentru a putea evalua depăşirea valorii de referinţă.
