მედია საკუთრება და სარედაქციო დამოუკიდებლობა
ხილისუფლების ახლო ურთიერთობა მფლობელთან წარმოადგენს ელექტრონული მედიის მართვის საუკეთესო საშუალებას. სატელევიზიო სადგურები გადადის ხელისუფლებასთან დაახლოებული პირების ხელში, რომელთა მეშვეობითაც მმართველი პოლიტიკური ჯგუფები აკონტროლებენ არხის სარედაქციო პოლიტიკას. ზოგიერთ ტელეკომპანიას მფლობელს წარმოადგენს ოფშორული კომპანია, რომლის დამფუძნებლების ვინაობის გაგება შუძლებელია.
,,მაუწყებლობის შესახებ“ საქართველოს კანონი უზრუნველყოფს მაუწყებლის საკუთრების შესახებ ინფორმაციის გამჭვირვალობას. ,,მაუწყებლობის შესახებ“ საქართველოს კანონის 61–ე მუხლის შესაბამისად: მაუწყებლობის სფეროში ლიცენზიის მფლობელი ვალდებულია ყოველწლიურად გამოაქვეყნოს და კომისიას მიაწოდოს ინფორმაცია:
1. მაუწყებლობის სფეროში ლიცენზიის მფლობელი ვალდებულია ყოველწლიურად გამოაქვეყნოს და კომისიას მიაწოდოს ინფორმაცია:
ა) საწარმოს პარტნიორების, აქციათა არანაკლებ 5%-ის მფლობელებისა და დირექტორების თაობაზე, თუ მაუწყებლობის სფეროში ლიცენზიის მფლობელია კერძო სამართლის კომერციული იურიდიული პირი;
ბ) იურიდიული პირის დამფუძნებლების, სხვა წევრების, შემომწირველებისა და გამგეობის შემადგენლობის თაობაზე, თუ მაუწყებლობის სფეროში ლიცენზიის მფლობელია კერძო სამართლის არაკომერციული იურიდიული პირი;
გ) მაუწყებლობის სფეროში სხვა ლიცენზიის ფლობის შესახებ;
დ) მაუწყებლობის სფეროში სხვა ლიცენზიის მფლობელის საწესდებო კაპიტალში წილის ან აქციების ფლობის შესახებ;
ე) პერიოდული ბეჭდვითი გამოცემის ფლობის შესახებ;
ვ) პერიოდული ბეჭდვითი გამოცემის საწესდებო კაპიტალში წილის ან აქციების ფლობის შესახებ;
ზ) საინფორმაციო სააგენტოს ფლობის შესახებ;
თ) საინფორმაციო სააგენტოს საწესდებო კაპიტალში წილის ან აქციების ფლობის შესახებ;
ი) სხვა საწარმოს ან სხვა საწარმოში წილის ან აქციების 5%-ის ან მეტის ფლობის შესახებ.
2. მაუწყებლობის სფეროში ლიცენზიის მფლობელი ასევე ვალდებულია გამოაქვეყნოს და კომისიას მიაწოდოს ინფორმაცია, თუ მისი კაპიტალის წილის ან აქციების მფლობელი, დამფუძნებელი, სხვა წევრი, ხელმძღვანელი, შემომწირველი ან მათი ოჯახის წევრი იმავდროულად ფლობს:
ა) მაუწყებლობის სფეროში სხვა ლიცენზიის მფლობელის წილს ან აქციებს;
ბ) პერიოდული ბეჭდვითი გამოცემის წილს ან აქციებს;
გ) საინფორმაციო სააგენტოს წილს ან აქციებს.

Media ownership and editorial independence
The government’s close ties with owners are the best means for controlling electronic media. TV stations go into the hands of persons who are in cahoots with the government. Through their connections with such persons, ruling political groups manage to exercise influence over editorial policy. Some TV companies are owned by off-shore entities founded by an undisclosed party.
The Broadcasting Law of Georgia provides for transparency of media ownership. Article 61 of the Broadcasting Law of Georgia says:
1. A broadcasting license holder shall annually disclose information to the Commission regarding:
a) partners, holders of more than 5% interest and directors of the organization, if the license holder is a commercial legal entity of private law;
b) founders, other members, contributors and managerial staff of the organization if the broadcasting license-holder is a non-commercial legal entity of private law:
c) ownership of any other broadcasting licenses;
d) ownership of interests or shares in the capital of another broadcasting license-holder:
e) ownership of print media;
f) ownership of interests or shares in the capital of print media;
g) ownership of a news agency;
h) ownership of interests or shares in the capital of a news agency;
i) ownership of another company or possession of 5% or more shares in another company.
2. A broadcasting license holder shall also publish and submit information to the Commission if its shareholders, founders, other members, top managers, contributors or their family members concurrently own:
a) an interest or shares in the capital of another broadcasting license holder;
b) an interest or shares in print media;
c) an interest or shares in a news agency.
