The first semester 2004 seemed to finish quite successfully for “Mobile TeleSystems” operator. Standart&Poors rating agency increased the company’s long-term credit rating from B+ to BB-, which enabled MTS to reach “VimpelCom” level. As the main reason for credit rating improvement the agency’s experts named correct dividend policy of the company’ s shareholders (Russian AFK “Sistema” and German T-Mobile). However on June 11th 2004 Ukrainian Prosecutor General Office “slightly adjusted” this forecast, having announced sensational declaration on necessity of re-privatization of 51% share in Joint Venture “Ukrainian Mobile Communications” due to violation of basic privatization regulations in course of UMS sale out. Even during first hours after the said announcement MTS shares fell by 5% at New York Stock Exchange (this cost $800 mln. for the company).
